Joining our dedicated team of staff members and Child Welfare Office Managers, you will assume a pivotal role overseeing and managing a diverse array of Child Welfare service programs across our branches, including the work of the Indian Child Welfare Act / Oregon Indian Child Welfare Act (ICWA/ORICWA). Your role will be instrumental in ensuring the effective implementation and ongoing improvement of these critical programs, ultimately enhancing the lives of children and families under our care.

In addition to our dedicated team of staff members and Child Welfare Office Managers, you will play a crucial role in overseeing, managing, and supervising a range of Child Welfare service programs offered at our branches. These services include:

  • ICWA program: The ICWA / ORICWA program honors Tribal Sovereignty and applies ICWA / ORICWA into practice by supporting children and families from American Indian and Alaska Native communities. The primary goal of this program is to prevent, when possible, the removal of Tribal children while adhering to ICWA compliant placements for children to remain in their homes and communities, maintaining cultural connections. This program supports the strength and unity of federally recognized Tribes, communities, and families.

  • Family Time Units: This team plays a crucial role in facilitating family time between parents and their children in foster care, helping to maintain and strengthen family bonds during difficult times.

  • Family Service Teams: This team is dedicated to creating resources for Child Welfare staff to use in helping parents improve their parenting skills and create safer environments for their children. These resources include therapy options, parent training programs, mentoring opportunities, safety planning tools, and more.

  • Family Involvement Team (FIT) This teams supports families who are seeking recovery from substances to get the services they need. It is a team effort among recovery providers and treatment agencies, social services agencies and the Court to help parents access treatment as soon as possible.

  • Coaching and Training Specialists (CaTS). This team provides coaching, training, and mentorship to new workers as they learn their new role.

What you need to qualify

  • Six years of supervision, management, or progressively related experience; OR

  • three years of related experience and a bachelor's degree in a related field.

Essential attributes

We are looking for candidates with:

  • Experience in Child Welfare Programs or Child Safety Programs, Social Service Programs and Parent-Child Services.

  • Experience applying the Indian Child Welfare Act and Oregon Indian Child Welfare provisions in collaboration with Tribal Affairs and Social Service Programs.

  • Experience engaging and working with Tribes, Urban Indian communities, community partners, and organizations.

  • Knowledge in leading and overseeing dynamic and fast-paced service delivery programs that focus on child safety which can include crisis management.

  • Demonstrated ability in utilizing data to inform leadership decisions, managing systems, and supervising other managers effectively.

  • Demonstrated dedication to diversity, equity, inclusion, wellbeing, and a sense of belonging.

  • Leads with an equity lens and family-centric values, and a proven track record of fostering partnerships and collaboration within the community.

  • Demonstrated ability of cultivating a positive and supportive work environment.

Your duties at a glance

As an employee working within the Child Welfare Program, you will have an opportunity to make a meaningful difference in the lives of Oregon's most vulnerable children and families. Your dedication will help us achieve the Child Welfare Vision for Transformation that will support children and young adults to be safer, healthier, experience less trauma and achieve a greater well-being.

As a Child Welfare District Program Manager, you will:

  • Utilize your expertise and leadership skills to oversee the day-to-day operations of the portfolio described above for this manager position, ensuring that it aligns with the goals and objectives of the Child Welfare District.

  • Collaborate with community organizations, schools, and other agencies to establish partnerships and initiatives that promote the well-being and safety of children and families.

  • To support the portfolio of FIT, Family Time and our ICWA program, build and sustain partnerships with different organizations and agencies by creating and executing contracts and Memorandums of Understanding. This includes discussing and completing agreements that detail the roles, duties, and expectations of everyone involved.

  • Provide programmatic oversight informed by our ODHS Director's Office, Child Welfare Division and Self-Sufficiency Division. Operationalize executive leadership vision, utilize agency dashboards, perform continuous quality improvement practices, enhance and cultivate Child Welfare practice to reach agency and leadership goals and objectives for the portfolio of work supervised by this manager position.

  • Lead initiatives to foster connections among families, enhancing the well-being and stability of children in the district.

  • Collaborate closely with the Judiciary to ensure the effective implementation of Child Welfare programs within the district.

  • Collaborate with the legal community to develop strategies for improving efficiencies in the overall practice of child welfare within their portfolio. This includes working closely with legal professionals to identify areas for enhancement and implementing solutions to streamline processes.

  • Ensure the establishment, administration, and supervision of a reliable and efficient delivery system that adheres to child welfare laws; policies, and procedures at both state and federal levels, including the Indian Child Welfare Act (ICWA) and the Oregon Indian Child Welfare Act (OR ICWA).

Working conditions

  • You will follow a professional work week, with varying hours on a daily and weekly basis to accommodate service requirements.

  • You will be managing 24-hour service delivery operations, which include crisis and after-hours work.

  • Expect to be part of a rotating on-call schedule, which may include evenings or weekend shifts.

  • Your work will involve in-person interactions, both within the office and out in the community. Limited hybrid work setup, pending approval from management.

  • Travel will be necessary, including within the district and state, with occasional out-of-state trips for meetings, trainings, conferences, or committee work. Some overnight stays may be required infrequently.

  • You may interact with a diverse group of individuals who have experienced trauma and have difficulty controlling their emotions.
