Position Summary

Is this position exempt from overtime pay?

Yes

With the Assistant Superintendent for Advanced Studies and Programs, oversees the administration/operation of all county Advanced Studies and Programs. Supports movement toward the goal that all students have access to challenging and engaging opportunities throughout their education. Responsible for direct oversight of the three Magnet Programs at the secondary level (IB, PVA, and STEM) with collaborative supervision of JROTC.

Essential Duties & Responsibilities

Does this position have supervisory responsibilities?

Yes

1.Assists in overseeing the preparation of all Office budgets; specifically PVA, STEM, and IB.

2.Assists in the management/oversight of the assigned ASP Offices; providing guidance, leadership/management, challenging innovative thinking with accountability.

3.Makes recommendations for the continued improvement, evolution and development of assigned ASP.

4.Collaborates with system leadership partners (Directors for OSP, Student Services, C&I, ASI, IDD, etc.) as it pertains to the implementation of curricular and co-curricular programming in ASP of Magnets.

5.Supports the supervision/evaluation of the performance of office coordinators/managers, program specialists, technicians, administrative staff in the Magnets.

6.Advises school leaders, principals, teachers, service providers, other school based personnel and parents on school regulations/policies, curriculum matters, instructional frameworks/specialized coursework, school improvement, innovation, teaching & learning etc. as they relate to ASP/Magnets and COMAR compliance.

7.Collaborates on the implementation of ASI initiatives/activities/actions on behalf of the System's Strategic Goals/Superintendent's Priorities.

8.Advises on matters pertaining to utilization of personnel selection and purchase of materials of instruction and equipment associated with ASP/Programs of Choice; including the development of instructional guides/resources/professional development tools, and curriculum design/documents.

9.Communicates/engages community stakeholders as educational investors in Magnets/ASP offerings to create an authentic context and connection to learning.



  1. Supports collaboration and partnership endeavors with IHE on behalf of ASP.

  2. Promotes rigorous and relevant instructional opportunities.

  3. Makes recommendations with regard to the design of school buildings/amazing learning spaces for educational engagement that promotes accelerated learning student happiness.

  4. Facilitates local consortiums to promote collaborative efforts, creative programming, and professional learning communities.

  5. Researches grants/supports system revenues.

  6. Supports a cycle of continuous improvement in the Division of ASP (accountability [achievement and opportunity gap elimination], effectiveness, efficiency, and economy); especially within Magnet Programs

  7. Collaboratively consults on legislative bills (House and Senate) related to ASP issues.

  8. Analyzes data/provides annual reports.

  9. Actively participates in Assistant Principal Professional Development Teams/ Succession activities when requested

  10. Performs a variety of functions required to keep the general public informed of ASP Magnet programs.

  11. Performs other duties as required or as assigned.


Minimum Qualifications

Education

  • Bachelor's degree in applicable field of education from a regionally accredited college or university.

  • Masters and/or Doctorate in Gifted Education or related field is preferred.

Experience

  • Five (5) years of consistently successful experience as a teacher in a school district.

  • Three (3) years of experience/highly effective ratings as a system leader (Coordinator, Administrator, Senior Manager, etc.).

  • 2 years supervisory/management experience in related job function.

Knowledge, Skills, and Abilities

  • Expertise in the area of specialty.

  • Demonstrated leadership and management skills.

  • Excellent written and verbal communication skills.

  • Expertise in developing department budget.

  • Ability to create a positive environment that values, respects and leverages all employee talents while providing fair advancement for all employees.

  • Knowledge of 21st century learning, school organization, administration/supervision, and current trends and research in the field of education.

  • Knowledge of Maryland's Common Core Curriculum Framework.

  • Knowledge of current trends in research; eliminating the achievement gap, school innovation, strategic planning, and leadership

  • Demonstrated leadership (facilitative) skills.

  • Excellent problem solving and people managing skills.

  • Demonstrated ability to effectively work with diverse populations/communities, including students, parents, staff and public.

  • Knowledge/use of instructional technology tools.

  • Ability to employ business technology tools (E-mail, AACPS Intranet, Microsoft Office Suite, etc.).

Licenses/Certifications

  • Must meet the requirements for a certificate as an administrator as required by the Maryland State Board of Education Bylaw 13A.12.04.04 or 13A.12.04.05-1A or 13A.12.04.13.

  • Hold a Maryland Advanced Professional Teaching certificate in related field.

  • Possess a valid Motor Vehicle Operator's license/access to a car daily.
