The Oregon Department of Early Learning and Care is excited to announce a permanent opening for a Child Care Resource & Referral Specialist (Program Analyst 3).

This position is part of the Oregon Department of Early Learning and Care (DELC) which is an agency that prides itself on enabling Oregon's young children and families to learn and thrive. We are responsible for administering state funded early learning programs, including home visiting and site-based infant, toddler, and preschool services and supports for families, licensing Oregon's child care providers and developing systems that coordinate regional cross sector partnerships through Early Learning Hubs. DELC partners with local Child Care Resource and Referral organizations to provide professional learning, coaching, consultation and other quality improvement opportunities for early learning and care providers.

What you will do:

The Child Care Resource and Referral (CCR&R) Specialist will promote the Department of Early Learning and Care's (DELC) vision and goals through comprehensive support and management of the CCR&Rs. CC&Rs are regional entities funded by DELC to recruit, train, and retain high-quality and diverse child care businesses.

CCR&Rs offer a variety of services to the early care and education workforce including comprehensive professional development and coaching, facilitated collaboration opportunities, engagement with Oregon's quality recognition and improvement system (SPARK), and additional technical assistance. This work also includes collaboration and consultation with a variety of partners, including school districts, businesses, education service districts (ESDs) and community-based organizations working to increase access to high quality early learning experiences.

The primary purpose of the CCR&R Specialist is to assist with the management of the performance and development of all CCR&Rs. This position will meet regularly with CCR&R leadership to develop and oversee plans based on various pieces of collected evidence including budgets, key performance metrics, reports, site visits, and other evaluations. Through the collection of various data points and input of community members, this role will assist the CCR&R Coordinator in setting the vision and strategy for the efficacy of CCR&Rs as they support equitable access to early care and education across the state of Oregon.

What we are looking for:

A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Early Learning, or related degree; and four years of experience coordinating or administering a program. OR; Any combination of experience or education equivalent to seven years of experience coordinating or administering a program.

In addition, we are looking for applicants that have the following Desired Attributes:

  • Experience developing and administering statewide systems, monitoring grants and contracts for compliance.

  • Highly analytical with capabilities to develop and administer work plans.

  • Understands early learning and care complexities and strengths.

  • Experience working in the Oregon early learning and child care system (or a similar state system), and an understanding of Oregon's mixed delivery system.

  • Experience coaching organizations and/or leaders to improve performance and meet goals.

  • Experience in strategic planning, project management, and program evaluation.

  • Experience analyzing and interpreting data in various forms to produce strategic recommendations and actions.

  • Experience working with culturally and individually diverse groups, including experience applying an equity lens to program and policy development and implementation.

  • Ability to assess, organize, and coordinate priorities in a work environment with multiple competing demands.
