All staff in positions which regularly require driving either company or personal vehicles while performing work on behalf of Community Action are required to provide Human Resources proof of a valid driver's license for a motor vehicle record check both at hire and annually thereafter. Human Resources will conduct a motor-vehicle record. These records will be held as confidential records in Human Resources. All accidents will be reported to Human Resources within 48 hours.

Position Summary:

In support of the Agency's mission, the CCR&R Coordinator serves on the CCR&R Leadership Team to build and maintain the supply of quality, inclusive, culturally, and linguistically responsive early learning and care programs in Washington County. This position provides ongoing supervision and coaching of assigned staff. This position is responsible for providing leadership, consultation, and collaboration to ensure high-quality professional development opportunities and technical assistance that promotes workforce retention and continuous quality improvement. This position works closely with community partners to build a robust and culturally responsive early learning and care system targeting the workforce serving children farthest from opportunity.

Essential Functions and Responsibilities:

  • Hire, train, supervise and evaluate assigned staff.

  • Provide direct supervision to assigned staff. Provide a thorough program orientation to incoming staff, frequent support, and feedback, encourage professional development, and prioritize work assignments to ensure program components are functioning in an organized and efficient manner.

  • Use the National Association for the Education of Young Children (NAEYC) Code of Ethics as a tool to guide the professional practice with staff and customers of CCR&R.

  • Plan and facilitate regular team meetings and individual one-on-one meetings with assigned staff.

  • Utilizing reflective supervision practices, establish trusting relationships and a culture of learning and reflection with assigned staff. Facilitate goal setting, data evaluation and observation feedback.

  • Develop efficient operations and monitoring systems, ensuring compliance with applicable grant agreements, contracts, regulations, and standards.

  • Develop and maintain trusting relationships with child care programs and community partners.

  • Attend and participate in community partner meetings.

  • Inform and heighten public awareness of the status of the early learning and care sector in Washington County when collaborating with community partners by providing data and statistical information when relevant.

  • Partner with culturally-specific or other community-based organizations to connect with a diverse set of communities in terms of racial/ethnic, cultural, and language identities to recruit new child care providers.

  • Work with interested parties, early learning and care partners, and Early Learning Washington County Hub to identify, implement, and coordinate strategies to reduce expulsions and suspensions of all children, especially those historically underserved and under-resource from early care and education settings.

  • Coordinate and collaborate with community partners that support early educators in increasing business practices.

  • Provide input and support to assigned staff for coordination of cohesive technical assistance and professional development opportunities.

  • Design or identify, plan and implement innovative strategies to increase the supply of infant, toddler, preschool and school age child care within Washington County, in collaboration with CCR&R team members and community partners.

  • Serve as a resource to staff, child care programs and community partners on program services and early learning and care topics.

  • Oversee and monitor trainings offered by assigned staff to ensure trainings are conducted in accordance with the Oregon Registry Standards.

  • Oversee and evaluate participant surveys from trainings offered by assigned staff.

  • Provide leadership to the agency and community related to early learning and care topics and trends in Washington County.

  • Assist the CCR&R Assistant Manager in the development of the state workplan.

  • Assist the CCR&R Assistant Manager in the planning, reporting, development, and implementation of the CCR&R program.

  • Ensure that program data gathering and reporting is accomplished in accordance with policies, procedures and funder requirements.

  • Adhere to NAEYC Code of Ethical Conduct and apply the Oregon Equity Lens.

  • Strictly adhere to agency code of ethics and standards of workplace behavior.

  • Strictly adhere to all safety policies and procedures and respond/correct any at-risk safety issues immediately.

  • Perform other duties as assigned to meet business needs including regular and reliable attendance and adherence to all company workplace behavior standards.

Marginal Functions and Responsibilities:

Required Education/Training/Experience:

  • Bachelor's Degree in Education, Early Childhood Education, Early Childhood Special Education, or related field (Human Development, Child and Family Studies, Social Work, Sociology, Psychology) or Step 10 on the Oregon Registry with a minimum of three years of successful work experience within the profession including working with children and supervision of staff. An equivalent combination of education and experience may be considered.

  • Ability to assign, coordinate and supervise the work of others.

  • Excellent verbal and written communication skills.

  • Intermediate computer skills to carry out the functions of the job including experience in using and managing databases (ability to manipulate data, design and run reports), proficient in Microsoft Office Suite.

  • Public speaking experience.

  • Familiar with the Oregon Registry System and professional development of early educators.

  • Demonstrated skill in working with diverse populations.

  • Ability to work independently and in a fast-paced environment requiring frequent problem solving and decision making, managing multiple projects.

  • Ability to set and maintain professional boundaries.

  • Available transportation and proof of auto insurance.

  • Enrollment in Oregon's Central Background Registry prior to offer being extended.

  • Bilingual in English and one or more of the following: Arabic, Spanish, Somali, or African-American Vernacular English, both verbally and written, including the ability to interpret spoken language.

Preferred:

  • Prior direct supervisory experience.

  • Master's Degree in Education, Early Childhood Education, Early Childhood Special Education or other relevant emphasis. Step 11 on the Oregon Registry.

  • Prior supervisory experience in an early childhood education or social services setting.

  • Knowledge of and experience working in family child care.

  • Oregon Registry approved Master Trainer.

  • Familiar with Oregon's Quality Rating Improvement System, Spark.

Required Licensing or Other Special Certifications:

  • Requires a valid Oregon driver's license, proof of auto insurance for private vehicle, and access to reliable transportation.

Required Physical Demands of Essential Functions and Responsibilities:

  • Work is performed in a normal office environment.

  • Extensive computer, keyboard and phone use. Occasional early morning, evening or weekend work as needed.

  • Local driving in various traffic and weather conditions to provider's facilities or homes using personal vehicle.

  • In normal work day, may stand/walk 4 hrs/day; may sit 4 hrs/day; may drive 1 - 2 hrs/day; may use hands for repetitive grasping, pushing and pulling, typing and fine manipulation 1 hrs/day; may use hands at or above shoulder level for 1/2 hrs/day.

  • In normal work day, may bend, squat, and/or climb frequently.

  • Work is light in nature, lifting maximum of 20 lbs with frequent lifting and/or carrying of objects weighing up to 10 lbs.
