Job Purpose: Report on and maintain financial control over Child Care related funding and expenditures in compliance with laws, regulations, contracts and grants related to federal and state programs, as well as funds generated through delivery of the East Texas Council of Governments (ETCOG) services; assist with contracts by providing requested documents as related to this position.

Travel: Occasionally less than 5%

Job Performance Duties and % of time:
35% - Ensure accurate and timely process management of Child Care related funding in compliance with state and federal regulations by creating, compiling, tracking and maintaining detailed financial records related to Child Care Grant awards; assisting with financial audits as needed; using financial forecasting for anticipated funding needs and children in care.
20% - Provide oversight and direct involvement in the Child Care grants monthly billing and expenditures by utilizing a system of billing to report Child Care expenditures from various sources; reviewing Child Care related financial reports from vendors, subrecipients and local match contributors; coding invoices and submitting them for payment; working with Child Care Services (CSS) staff to ensure cash advances are submitted accurately and timely; reviewing and approving child care expenditure reports and cash draws in the TWC financial reporting system; completing cash reconciliations; informing subrecipients of funds being allocated to them through financial billing process; obtaining billing from subrecipients.
20% - Ensure accurate reporting of funding streams established in the ETCOG accounting system by creating periodic reports necessary for ETCOG's operating departments and outside organizations who provide oversight and management of Child Care Program budgets; setting up budgets in the accounting system and running updates of each funding stream; compiling reports for ETCOG and outside organizations use.
15% - Coordinate with Child Care sub-recipients to discuss funding allocations and changes to funding by setting up detailed funding summaries included in contracts to show each funding stream and cost category set by TWC against which the sub-recipient will be allowed to charge.
10% - Ensure expenditures are moved between Child Care Formula (CCF) and Child Care Match (CCM) to maximize expenditures by entering budgets in the appropriate TWC database and moving expenditures posted against appropriate funding streams as needed; updating budgets in TWC databases as funding changes.

Qualifications:

Education: High School Diploma or equivalent required; BA in Accounting, Finance, Public Administration or Business Administration strongly preferred.

Experience: Minimum of 4 years previous experience in a financial-related position; experience in a governmental or non-profit agency preferred. Equivalent combinations of education and experience will be considered.

Skills and Abilities: Excellent verbal and written communication skills; excellent interpersonal skills; strong analytical skills; ability to identify, research and effectively resolve issues that arise within the scope of daily responsibilities; ability to work independently and take initiative to complete tasks; ability to establish and maintain positive and cooperative working relationships with all levels of staff and those outside the organization with whom relationships are critical; knowledge of the principles and practices of Governmental Accounting; thorough knowledge of Microsoft Word and Microsoft Excel; knowledge of budgetary policies and procedures.

Based on initial TRS assessments, works with and mentors childcare providers for TRS certification, maintenance of TRS certification and/or achievement of a higher level of certification. The position also performs TRS assessments to validate TRS certifications. Travel: Up to 70% within the 14-County Region Essential Job Results: % of Time and Results Expected and Duties Performed * 40% - Ensure childcare providers meet TRS certifications requirements by providing technical assistance and model developmentally appropriate practices to directors and assistant directors at each child care center in the TRS certification process; providing on-site hours of mentoring until TRS certification is obtained; following up with childcare provider director's after the various TRS assessments; creating a plan of goals and expectations for providers to follow until TRS certification is achieved; developing instructional materials, training certificates, sign-in sheets and evaluations for workshops/training given to directors, assistant directors or provider staff. * 40% - Ensure program compliance and enhance the quality of childcare providers by conducting initial or on-going assessments of providers who are seeking TRS certification or are TRS certified; interpreting state TRS guidelines in the development of local TRS policies; assisting Directors through the TRS certification process; assisting in the creation of a network of directors; providing directors with ongoing support, continued professional development and opportunities to take a leadership role in the field of early childhood education; conducting a desk review to ensure familiarity with providers and prepare for formal assessments; assisting with region wide trainings for providers and providing training on achieving the goals and expectations of the TRS program. * 10% - Ensure childcare providers meet TRS certification requirements by preparing assessments to guide the potential TRS providers through the phases of assessments, TRS certification and obtainment of higher levels of TRS certification. * 5% - Promote the expansion and improvement of TRS providers in the Workforce Solutions East Texas Board's (WSETB) 14-county region by working in close coordination with the Team Leader, co-workers, WSETB Child Care contractor, childcare providers not in the TRS system and community partners for recruitment purposes. * 5% - Ensure status updates and program coordination by submitting weekly reports to the WSIT Team Leader detailing provider's status related to the TRS certification process and coordinating with the Assessor regarding instructional materials, equipment and other related items beneficial to providers throughout the TRS certification process. Must be able to obtain 36 hours of annual professional development and continuing education consistent with TRS training requirements for a center director. Experience: Minimum one year of full-time early childhood classroom experience in a child care, Early Head Start, Head Start or pre-kindergarten through third grade school program; 3 to 5 years of experience following best practices in early childhood classroom education, understanding of early childhood evaluations, observations and assessments for both teachers and children. Prefer knowledge and understanding of TRS Certification Guidelines and of the minimum standards of Texas childcare licensing.
