The Virginia Department of Social Services has an exciting opportunity to join our executive team and lead and oversee change as the agency's Chief Technology Officer. The Chief Technology Officer CTO will report to the Chief Deputy Commissioner and will oversee and lead the strategic vision, planning, development, and execution of technology strategies for the Virginia Department of Social Services. The CTO develops and executes the agency's technology roadmap and ensures that the agency's technology vision, strategy, and resources are aligned with the agency's organizational goals. This key executive acts as principal advisor to agency leadership on enterprise-wide technology integration and modernization, identifies and prioritizes technology initiatives, assesses technology needs, risks, and opportunities, and recommends new technologies to enhance both customer-facing and internal platforms.

The CTO is responsible for strengthening partnerships between the agency's Technology Services Division (TSD), Local Departments of Social Services, external technology vendors and partners, and other stakeholders. The CTO engages and assesses the needs of and collaborates with stakeholders to ensure technology requirements are met. In addition, the CTO identifies and evaluates potential technology vendors and partners, monitors vendor performance, and ensures compliance. The CTO provides technical leadership to the technology team and oversees business system enablement, application support and vendor management, governance, and technology innovation. Additionally, TSD asset management, budget, and IT procurement, who report to the acting Chief Information Officer have a dotted line relationship to the CTO. The CTO will provide direct support to the Chief Deputy Commissioner, Executive Team, Technology Services Division Leadership, Local Departments of Social Services, and other stakeholders.

Minimum Qualifications

  • Strong understanding of databases, software development, machine learning, cloud computing, and user experience design.

  • Considerable knowledge of the latest industry trends in cloud computing and SaaS, and the ability to apply these strategically to drive business goals.

  • Demonstrated ability to develop and align complex technology strategies with organizational goals and industry trends.

  • Strong knowledge of technology trends and emerging technologies, industry best practices, and technology innovations.

  • Excellent leadership, team building, and interpersonal skills, with the ability to collaborate effectively with senior-level leadership, cross-functional teams, and external stakeholders.

  • Exceptional project management and organization skills.

  • Excellent communication skills to articulate complex technical concepts to non-technical stakeholders.

  • Demonstrated ability to establish and maintain effective working relationships with internal and external stakeholders, state, federal, and local agencies, public officials, professional/community groups, agency leadership, employees, and the general public.

  • Extensive Information Technology (IT) experience to include experience in a senior-level IT leadership role developing and executing technology strategies in complex organizational environments.

  • Significant experience in leading cloud-based system development projects, with a deep understanding of cloud services, platform management, and cloud security measures.

  • Significant experience in developing, launching, and managing SaaS products, with a focus on optimizing product performance and user experience.

  • Experience in managing large-scale technology initiatives, technology teams, and driving innovation.

Additional Considerations

  • Commonwealth of Virginia IT leadership experience.

  • Relevant certifications such as in cloud technologies, project management, and/or information security management.
