The State of Alaska's Office of Information Technology is recruiting for a Chief Technology Officer 3.

The State of Alaska's Office of Information Technology (OIT) is actively seeking a skilled leader to serve as the Chief Technology Officer 3 for the Strategy and Agency Services (SAS) Section. In this critical role, you will be responsible for driving IT strategy, planning, and governance across the organization.

Responsibilities:

  • Enterprise IT Strategy and Planning:

  • Develop standardized processes, procedures, and systems to support strategic planning.

  • Collaborate with departmental IT management and state IT governance to align departmental planning with statewide IT objectives.

  • Ensure that underlying data informs the statewide IT planning process.

  • Portfolio, Project Management, and Policy:

  • Execute technology plans and programs.

  • Identify and address key issues in SOA Systems development life cycles and governance processes.

  • Draft and implement necessary IT policies and standards.

  • Establish a common repository for documentation, hardware, software asset management, and application portfolio management.

  • Standardize project management deliverables.

  • Operational and IT Architecture Alignment:

  • Develop technology roadmaps and architectural frameworks.

  • Analyze alternatives for major IT acquisition programs.

  • Enhance data analytics and performance management capabilities.

  • Organizational Structure and Resource Alignment:

  • Organize SAS personnel resources and operational functions.

  • Supervise a team of 7 positions.

  • Evaluate and optimize the organizational structure to support primary missions.

  • Foster collaboration across departments.

  • Provide mentorship and guidance to develop OIT IT leaders.

  • Effective Communication:

  • Engage with government officials, legislative representatives, and the public as needed.

The ideal candidate has:

  • Experience in Managing Large Enterprise-Level IT Projects:

  • Demonstrated ability to lead and oversee complex IT initiatives at an enterprise scale.

  • Proven track record of successful project management, including budgeting, resource allocation, and risk management.

  • Change Management and Leadership Motivation:

  • Proficiency in navigating organizational change.

  • Ability to motivate teams toward positive outcomes during periods of transition.

  • Information Technology Business Analysis:

  • Strong analytical skills with a focus on aligning technology solutions with business needs.

  • Experience in assessing requirements, identifying gaps, and proposing effective solutions.

  • Technical Background with a Commercial Execution Bias:

  • Solid understanding of technology trends, architectures, and best practices.

  • Ability to balance technical excellence with practical business considerations.

  • Creative Thinking and Innovation:

  • Adept at fostering innovation within IT teams.

  • Ability to shape an identity of continuous improvement and forward-thinking.

  • Proven Leadership in IT Strategy and Governance:

  • Successful history of leading IT strategy development and execution.

  • Familiarity with governance frameworks and policies.

Location: This position can be based in either Juneau or Anchorage, AK. Both locations offer a comfortable office setting within close walking distance to coffee shops, restaurants, and other amenities. Minimum Qualifications

Recommended Qualifications:

Bachelor's degree from an accredited college in information technology, electronic communications, Electrical and Computer Engineering, Software Engineering, business administration, or a related field;

AND

Six (6) years of progressively responsible experience in information technology, electronic communications, or a related area, which included responsible project or organizational management with a demonstrated record of management expertise and thorough knowledge of the application of information technology and/or electronic communications.

Substitution:

Four (4) years of any combination of post-secondary education in information technology, electronic communications, Electrical and Computer Engineering, Software Engineering, business administration, or a related field; and/or work experience in information technology, electronic communications, analytics, computer engineering, software engineering, project management, or similar occupation will substitute for the required degree.

Special Note:

Positions in this job class are in the partially-exempt service per AS 39.25.130. Positions in the partially-exempt service are exempt from the recruitment processes required by AS 39.25.150(3)-(10) and employees serve at the discretion of the appointing authority. Partially-exempt positions are not covered by the terms of a collective bargaining agreement.
