Job Description:

The Chief Systems Engineer will be responsible for providing comprehensive technical leadership in the development and integration of network communications systems. This includes serving as the lead authority supporting program execution, strategy development, product development and business development.

Additionally, this employee will be expected to communicate with the government customer on a regular basis, ensuring customer satisfaction is maximized. Not only are these communications vital to the job at hand, but the candidate will be expected to support the development of future technological growth with the customer and identify opportunities to better support the customer.

Responsibilities

  • Leads the engineering team as the ultimate technical authority.

  • Works closely with the Program Manger and Project Engineer to ensure Program success.

  • Ensures all projects and undertakings stay on budget and within the projected time schedule.

  • Develops, presents, and delivers comprehensive design material presentations to the project team, executive management, and customer personnel in a clear and concise manner.

  • Coordinates the engineering team, assigning short and long-term goals for successful completion of the project's plans.

  • Oversees Qualification and Delivery of products and services offered to the customer.

  • Recommends cost-effective solutions to maintain infrastructure and related system.

  • Conducts objective trade studies, balances technical and programmatic budget constraints in Network Capacity Planning and Architecture Management.

  • Major contributor to the achievement of business objectives.

  • Works on unusually complex problems and provides creative and innovative solutions.

  • Lead a team of professionals to keep everyone on task and making progress.

  • collaborate and bridge the communications gap between the engineering team, business managers, and clients, interfacing with each.

Qualifications

  • Bachelor's or Master's Degree in Science or Engineering

  • 9 years of relevant experience with Bachelor's Degree or 7 years of relevant experience with a Master's Degree.

  • Experience leading the development and implementation of large-scale systems consisting of telecommunications infrastructure and/or data distribution capabilities.

  • Experience developing architectures for wide-area telecommunications networks

Preferred Additional Skills

  • Experience working as the engineering lead for a large Federal Aviation Administration (FAA) contract ($50M+)

  • Working knowledge of air traffic control systems and their operation.

  • Proficient in the use of Microsoft Office applications, MS Project, Visio, and requirements management tools.

This position reports to the Vice President, Manned Aircraft Design Center of Excellence and is based in Melbourne, Florida. The candidate selected for this role will provide direct support to the Modernization Program Leader in the Advanced Programs organization. This position is for a Director of Engineering 1 – Chief Engineer for an advanced development effort within a major enterprise. The leader selected for this position will have significant experience with system-of-systems concepts, including open architecture concepts, complex interface requirements, systems analysis across diverse mission areas, understanding of modeling and analyses concepts, and systems engineering artifact development. The focus of this role will be guiding and integrating engineering efforts across the program with special emphasis on advanced aircraft payload subsystem design, development, and integration. This position will also be responsible for ensuring engineering processes are followed such as TRB, CCB, and Risk Review Boards. The position will collaborate with other Chief Engineers within the enterprise to drive consistency within the processes, procedures and engineering best practices. This position will be the primary technical interface to internal IPT teams, USG experts and customers, major supplier teams, and external NGC stakeholders. The successful candidate is expected to have significant experience with overall systems engineering technical direction and leadership, as well as the ability to develop a partnership with all Center of Excellence engineering functional leaders to oversee and guide the performance management process, training, and attrition management as it pertains to program execution. The candidate needs to have been proven to work well with a team and possess excellent written and oral communication skills. Experience in proposal work, independent technical reviews, program standup and audits is a plus. The ideal candidate will demonstrate strong leadership characteristics, a commitment to ethics and integrity, exemplify strong employee engagement and accountability, and foster a culture of diversity and inclusion. This person will inspire innovation and engineering process excellence while challenging the traditional way of doing business.
