Join the Pima County Real Property Services Department as the Chief Real Estate Appraiser. This position is a dynamic employment opportunity where a candidate's real estate knowledge and skill can be applied for the appraisal, appraisal review, and general consultation for the acquisition and disposition of real property or property rights on behalf of Pima County and the Pima County Flood Control District. 

This classification is in the unclassified service and is exempt from the Merit System Rules.

Work assignments may vary depending on the department's need and will be communicated to the applicant or incumbent by the supervisor.

  • Manages the hiring of outside appraisal contractors to provide valuation services to Pima County and the Pima County Flood Control District. Valuation services include fee simple market value, leased fee market value, and market lease rates for County or District-owned property;
  • Oversees County Real Property Appraiser I & II in delivering various appraisal products, including appraisals, budget estimates, reviews, and nominal waivers;
  • Originates budget estimates, nominal waiver estimates, commercial appraisals, and residential appraisals on behalf of client departments;
  • Reviews all appraisals, budget estimates, and nominal waivers;
  • Serves as the technical appraisal expert for valuation in real property acquisitions and leases;
  • May be required to provide court testimony regarding property acquired through the eminent domain process;
  • Includes processing files, document retention, and oversight of all appraisal-related matters;
  • Trains and evaluates staff.

(1) Bachelor's degree from an accredited college or university in real estate, finance, business administration, public administration, or a closely related field as defined by the department head, AND four (4) years of experience in appraising real property. Must have knowledge of methods and techniques used in real property appraising, acquisition, and management; real estate terminology and legal instruments affecting the transfer, sale, and lease of real property; uniform standards of professional appraisal practice; building construction costs; state and federal laws and regulations related to real estate appraisal and acquisition in the public sector; local zoning and land use plans; principles and practices of effective supervision; and the use of computer networks and systems, databases, spreadsheets, and word processing. 

OR:

(2) Four (4) years of experience with Pima County as a Real Property Appraiser II, Real Property Appraisal Supervisor, or a similar level job classification involving property appraisals, acquisition, and management.

Preferred Qualifications: (Be specific in describing your experience in your application. Ensure the descriptions provided illustrate your competencies, specifically addressing the required and preferred qualifications.):

  • Minimum five (5) years experience appraising commercial and residential real property. 
  • Minimum two (2) years reviewing commercial and residential appraisals.
  • Certified General Real Estate Appraiser in the state of Arizona.
  • Designated Membership in the Appraisal Institute.
  • Minimum two (2) years experience working in either a city, county, state, or federal government real estate agency department.
  • Experience with/knowledge of Microsoft Office Suite and residential appraisal software. 

Selection Procedure: 

Pima County Human Resources Department reserves the right to admit to the selection process only those candidates that meet the minimum/desired qualifications. All applications will be assessed based on an evaluation of the listed education and experience. Candidates meeting the minimum/desired qualifications may be further evaluated/scored against any advertised Preferred Qualifications. Additional assessments/testing may be required as part of the selection process.

Licenses and Certificates: Valid driver license is required at time of application. Valid AZ driver license is required at time of appointment. The successful applicant will be subject to a 39-month DOT Motor Vehicle Record review to determine applicant's suitability to operate county vehicles in accordance with Pima County administrative procedures. Failure to obtain and maintain the required licenses and certifications shall be grounds for termination. Any offer of employment resulting from this recruitment is contingent upon Fleet Services' review and approval of the candidate's driving record.

Successful candidates will receive a post-offer, pre-employment background screening to include verification of work history, education, and criminal conviction history. A prior criminal conviction will not automatically disqualify a candidate from employment with the County.
