Responsibilities
Review and understand all project plans, requirements and specifications
Manage and utilize a Bidders list throughout the buyout process of multiple projects at a time at various stages of design
Process bid documents to ensure compliance with contract requirements
Prepare and process contracts, purchase orders, consultant agreements and amendments to ensure compliance with contract and project requirement
Track/monitor the MBE/WBE/SBE utilization process and identify risk areas
Determine labor and equipment costs
Understand project logistics and project schedule and how they influence bid leveling and pertinence to scope reviews
Prepare bid packages and compare and analyze competitive subcontract and supplier bids
Review quotes and estimates with Project Team and prepare recommendations
Interface with clients, ensuring customer satisfaction
Accurately develop cost models
Track and report on current material and labor prices, including escalation
Identify escalation factors in marketplace for specific materials and labor rates
As a secondary role, will support and work with preconstruction and business development staff in the review of project plans, 3D Models, requirements and specifications and will organize and supervise a team of estimators to perform preconstruction estimating services on, and competitive bidding of, projects.
Provide oversight to all Business Unit Purchasing activities
Ensure all training is provided for thorough understanding of all Company policies and procedures
Evaluate performance of team members and determine appropriate training & goals
Develop a departmental budget, manage to it and assign projects
Assist with resource / workload allocation/management
Develop long term strategic planning, and contingency plans and understand global issues
Responsible for coordinating with operations for the purchasing requirements and trade contract flow downs from the Prime Agreement
Responsible for signing authority on all Contracts, waivers, Recommendations to award, etc.
Manage multiple Purchasing teams/projects
Responsible for Trade Partner risk mitigation strategy and execution including coordination with operations teams, risk management, and leadership team
Coordinate/collaborate with the Support Ops/Precon departments to incorporate their deliverables into the Purchasing process.
Responsible Trade Contractor relationship management across Business Unit or multiple Business Units. Elevate/collaborate with BU Leader when issues arise.
Represent Gilbane purchasing at BU industry events and within the DOSB vendor community.
Knowledgeable in local union jurisdictional claims (if applicable) and ensure compliance within purchasing process.
Lead multiple teams to work together toward a common goal utilizing strengths of various team members
Understand the differences in Design Responsibility and how it flows down to Trade Contracts
Knowledgeable in the types of Owner contracts and how they function
Risk Management knowledge including Gilbane P&P bonds and Builders Risk
Understand the DOSB market, capacity, and strategy
Ability to leverage Material and Equipment status tracking to guide teams to early and/or direct procurement
Ability to utilize Cashflow and Workforce projections during bid process to determine qualification of bid
Responsible for preparing teams for and guiding team through Project Health Assessment
Understand value and impact of Client Survey
Able to solicit and apply lessons learned
Qualifications
KEY COMPETENCIES
EXPERIENCE/EDUCATION
12+ years of experience managing/purchasing/procuring work of construction Trade Contractors
Bachelor's Degree in Engineering, Construction Management, or similar technical field is required
Or equivalent combination of education and experience
Significant market experience including K-12, private sector/ developer, life Sciences or pharmaceutical experience (both Operations and Preconstruction) ranging in total project values of $20M-$500M
KNOWLEDGE, SKILLS & ABILITIES
Strong computer skills with proficiency in Word, Excel, Outlook, Procore
Proficiency in Smartbid, Building Connected, Compass or comparable platforms
Strong knowledge of local laws related to M/WBE participation requirements in CT, MA and RI
Ability to establish and maintain effective working relationships with vendors, subconstractors and outside representatives
Ability to prepare and interpret specifications, analyze bids, and prepare and maintain procurement records and reports, bid comparisons and comprehensive procurement strategies
Ability or willingness to use 3D Design software including, but not limited to:
AutoCAD, Revit
Destini or Assemble
OnScreenTakeoff
Salary to be determined by the education, experience, knowledge, skills, and abilities of the applicant, internal equity, and alignment with market data. For Boston, MA this ranges from $128,700.00-$177,000.00 plus benefits and retirement program.For Providence, RI and Glastonbury, CT this ranges from $115,500.00-$158,800.00 plus benefits and retirement program.
