Summary

The Public Integrity Section (PIN) is responsible for the investigation and prosecution of public corruption and election offenses nationwide. PIN oversees the federal effort to combat corruption through the prosecution of elected and appointed public officials at all levels of government. Section attorneys investigate and prosecute cases against federal, state, and local officials throughout the United States.

This position serves as the Chief of PIN.

Responsibilities

The Chief, PIN:

  • Supervises the conduct of investigations and litigation carried on by the attorneys and support staff of the Section. As Chief of the Section, they directly supervise prosecutions conducted by Section attorneys and, when appropriate, coordinates with U.S. Attorneys on prosecutions conducted by U.S. Attorneys' Offices. The Chief supervises the preparation and review of indictments by Section attorneys. The Chief also has frequent contact with United States Attorneys' Offices, including visitations, to assist in developing investigations and prosecutions in corruption matters, particularly those related to the electoral process. In addition, the Chief evaluates requests for the Section to participate in matters where U.S. Attorneys' Offices are recused.

  • Continually exercises discretion in connection with prosecutorial recommendations that involve difficult and complex questions of law, fact and policy. The Chief advises the Assistant Attorney General regarding the status of important cases as well as complex legal and policy questions. The Chief is also called upon from time to time to counsel and assist the Attorney General and the Deputy Attorney General in connection with matters in the public corruption area. The incumbent represents the Section in consultation with senior law enforcement personnel at various federal agencies.

  • Reviews and makes recommendations with respect to proposed changes in legislation relating to statutes for which the Section has responsibility and is occasionally called upon to testify before Congressional Committees as the Department's representative on such legislation.

  • Reviews and approves a large volume of correspondence, legal opinions, authorizations, instructions and advisory materials prepared in the Section, either for his own or for the Assistant Attorney General's signature.

  • Develops a comprehensive business plan for the Section which sets forth the justification for resources and identifies areas for cost savings. The Chief acquires and leverages needed fiscal and human resources to achieve results-oriented outcomes. The Chief also develops budget enhancements which include both performance measures and outcomes that reflect the Section's, Division's and Department's strategic goals and objectives.

  • Demonstrates a strong commitment and support for the Division's equal employment policies and programs to enhance workforce diversity. The Chief promotes merit promotion principles in all aspects of personnel hiring, promotions, training and development and employee retention.

  • If the selectee is not a current employee of the Offices, Boards, or Divisions of the U.S. Department of Justice, he/she will be required to submit to a urinalysis to screen for illegal drug use prior to appointment.

  • The managerial qualifications of a selectee who is not a current or former career Senior Executive Service (SES) employee must be approved by the Office of Personnel Management (OPM) before appointment.

  • Individuals entering the SES career service for the first time are subject to a one-year probationary period.

Qualifications

Interested applicants must possess a J.D. degree, be duly licensed and authorized to practice as an attorney under the laws of any State or territory of the United States, or the District of Columbia. Applicants must be an active member of the bar (any jurisdiction) in good standing and have at least 5 years post-J.D. experience. Applicants must also have a high level of management/supervisory experience, proven leadership skill, significant trial experience, and substantive knowledge in the areas of public corruption and election and conflict of interest crimes.

Professional/Technical Qualification Requirements

  • Extensive knowledge and experience with federal criminal practice, including experience in investigating and prosecuting complex federal corruption cases;

  • Experience in managing and supervising teams of attorneys and their work product;

  • Working knowledge of the Federal regulatory and investigatory agencies, on-going programs, and key national goals and priorities relating to public corruption;

  • Experience in establishing and maintaining harmonious relationships with the public, members of Congress, federal law enforcement agencies, United States Attorney's Offices, and Department and Division senior officials; and

  • Ability to formulate and implement Departmental policies on all matters pertaining to assigned areas.

The successful candidate will serve a one-year rotation in each Program Branch before permanent assignment to a single Branch. Learn more about this agency Responsibilities Our mission is to serve America's taxpayers fairly and with integrity by providing correct and impartial interpretation of the internal revenue laws and the highest quality legal advice and representation for the Internal Revenue Service. Because of its tax-related mission, the Office of Chief Counsel requires fingerprinting, tax verification, and a background investigation as part of the pre-employment process. The IRS Office of Chief Counsel's Honors Program offers entry-level positions with opportunities to acquire significant training and experience. Honors positions are open to individuals who have superior academic qualifications or relevant experience. The target start for this position is fall 2020. Eligibility is limited to candidates who will graduate from law school between Oct. 1, 2019 and Sept. 30, 2020 and recent graduates who began participating in eligibility preserving activities within 9 months of graduation. Eligibility preserving activities are full-time activities starting after graduation that preserve eligibility for the Program. They include judicial clerkships, relevant graduate programs, or qualifying legal fellowships. To qualify, fellowships must have a formal sponsor (e.g., a non-profit, bar association, corporation, school), an established legal mission, a fixed duration, and be publicly advertised as a fellowship at the time the candidate applied. Fellowships that require fellows to seek other employment and terminate upon permanent legal employment do not qualify. Gaps between eligibility preserving activities cannot exceed 120 days. The Ethics & General Government Branch (EGG) supports the agency in the areas of government ethics and general government matters.
