The Boeing Defense, Space & Security (BDS) organization, Maritime & Intelligence Systems (M&IS), is a growing business within BDS Space, Intelligence, and Weapon Systems (SI&WS) focused on delivering complex solutions in some of the most challenging environments on Earth. M&IS is seeking a Chief Engineer (P5/P6) to join our team in Huntington Beach, CA, to support the Integrated Missions (IM) portfolio area which defines, designs, and delivers combined platforms, payloads, and integrated technology solutions for complex missions across various domains. IM includes Acoustic Programs focused on underwater acoustic systems including Anti-Submarine Warfare (ASW), Proprietary programs, Extra Large Uncrewed Undersea Vehicle (XLUUV) future missions/payloads and Liquid Robotics subsidiary.

This CPE will oversee the technical execution of the Acoustics Programs portfolio. Acoustic Programs include four primary program elements. Development Programs which consists of the full software /system engineering lifecycle to develop, deploy and maintain software targeted at the detection and tracking of underwater targets. Production Programs which defines, develops, manages suppliers and maintains hardware to support an ASW mission on the P-8A platform. Training Systems programs which develops the acoustic training element for multiple types of mission level trainers. Advanced Programs which supports multiple types of advanced acoustic domain programs including IRD, international, new business and cross Boeing business support.

Position Overview:

The Chief Engineer will be a part of a high-performing team. As a member of our team, you will have the opportunity to oversee the technical execution of the Acoustic Programs. The Acoustic Programs business area is focused on a "family" of network variants installed on all DDG 51 Class Destroyers, LHA Amphibious Ships, shore test & training sites, foreign ships (FMS- Australia, Korea, Japan). GEDMS transports data critical to the operation and mission of the ship. This includes Damage Control, Machinery Control, Steering Control, Navigation, Combat System, Interior Communications. Boeing has been the sole source Design Agent for over 45+ years and continues to support, design, modernize, develop, and integrate these systems into multiple platforms. GEDMS supports the full lifecycle from requirements through installation and leverages a number of technologies including networks, software, cyber, electronics, mechanical engineering, field support and production.

Position Responsibilities:

  • Ensures technical conduct, progress, performance, and results are executed in compliance with established requirements, plans, and program charter.

  • Is directly responsible and accountable to the Program Manager of Acoustics Programs and has an independent reporting path to the M&IS Senior Director & Chief Engineer for (1) technical excellence and integrity of design, development, production, support, supportability, and mission success and (2) to support program cost and schedule baselines, and design-to-cost targets and cost reduction initiatives, while ensuring the safety and technical excellence and integrity of the products.

  • Provides senior technical leadership for the program and associated proposals and be the senior technical interface to customers and suppliers.

  • Help establish, maintain, monitor and review export compliance across all Acoustic Program products.

  • Help establish, maintain, and train personnel in Acoustic Programs specific security procedures across all Acoustic Program products.

  • Establishes a culture of proactive technical oversight, risk management and rapid issue resolution, providing alternative paths for issue resolution and an open dialogue on technical issues. Actively leads and participates in the program Agile work process.

  • Chair various required Technical Review Boards.

  • Regularly assesses the baseline program technical execution plan against technology, complexity, and risk-adjusted benchmarks of similar engineering efforts.

  • Advises the Program Manager and indirect reporting paths if the baseline plan's scope, tasks, inherent processes, resources, deliverables, and/or risks are inconsistent with those benchmarks.

  • Prevents traveled technical risk and ensure that technical risks and issues are driven rapidly to closure.

  • Oversees the Responsible Engineer (RE) process, where engineers and engineering leadership are assigned over the systems, subsystems, and components for each program.

  • Implements and enforces engineering functional excellence in people, processes, tools, and practices; drive productivity improvements through the use of the lean principles/discipline; and share best practices and lessons learned.

  • Establishes a culture of technical expertise, service, and availability within the technical community and across the enterprise.

  • Works with functional counterparts to understand and ensure process inputs and outputs are clearly defined to enable products and services to meet requirements and be delivered on schedule and within costs.

  • Monitors Enterprise technology strategy activities and provide inputs to Enterprise Technology Strategy to ensure technology insertion and application is relevant to the program. Partner with subject matter experts and technology experts in understanding technology development and integration into current state and future goals for increased functionality, performance, testability, verification and validation. Technical oversight of research and development efforts to include customer and internally funded.

This position is expected to be 100% onsite. The selected candidate will be required to work onsite at the listed location (Huntington Beach, CA)

Security Clearance:This position requires an active Secret Security Clearance (U.S. Citizenship Required). (A U.S. Security Clearance that has been active in the past 24 months is considered active).

Basic Qualifications (Required Skills and Experience):

  • Bachelor's Degree in engineering, computer science, mathematics, physics, or chemistry

  • 10+ years of experience in leading engineering team execution

  • 5+ years of experience with anti-submarine warfare (ASW), anti-surface warfare (ASUW), or maritime intelligence, surveillance, and reconnaissance (ISR) systems

  • 5 + years of experience within the underwater acoustics signal processing domain

  • Experience utilizing strong written and verbal communication skills

  • Experience leading major program milestone reviews

  • Experience in technical work effort estimation processes and tools

  • Interfacing with customers and program leadership on schedule and performance issues.

Preferred Qualifications (Desired Skills/Experience):

  • 10+ years of experience working with undersea systems engineering, integration, test, and/or operations programs

  • Experience with and / or support of multiple platforms used to support underwater acoustics including P-3, P-8A, MH-60R, submarines and Unmanned Autonomous Vehicles (UAVs)

  • Experience with Uncrewed Undersea Vehicles (UUVs) and/or Uncrewed Surface Vehicles (USVs)

  • Experience with intelligence programs

  • Experience with Model-Based Engineering (MBE) methodologies and practices

  • Demonstrated skills in Risk Management and Root Cause Corrective Action (RCCA) efforts.

  • Cost Account Management using Boeing processes and procedures, including Earned Value Management (EVM).

Typical Education/Experience:

Level 5

Education/experience typically acquired through advanced technical education from an accredited course of study in engineering, computer science, mathematics, physics or chemistry (e.g. Bachelor) and typically 14 or more years' related work experience or an equivalent combination of technical education and experience (e.g. PhD+9 years' related work experience, Master+12 years' related work experience). In the USA, ABET accreditation is the preferred, although not required, accreditation standard.

Level 6

Education/experience typically acquired through advanced technical education from an accredited course of study in engineering, computer science, mathematics, physics or chemistry (e.g. Bachelor) and typically 20 or more years' related work experience or an equivalent combination of technical education and experience (e.g. PhD+15 years' related work experience, Master+18 years' related work experience). In the USA, ABET accreditation is the preferred, although not required, accreditation standard.

Typical summary pay range (Level 5): $157,250 - $212,750

Typical summary pay range (Level 6): $186,150 - $251,850
