Nature of Work

Consistent with the City's strategic priorities, the Chief Procurement Officer (CPO) performs professional work of unusual difficulty in the planning, organization, development, and coordination of the procurement activities for the entire organization. The CPO serves as the principal public procurement official for the City and is responsible for the procurement of goods, supplies, and services in accordance with applicable federal, state, and local laws, ordinances, rules, and regulations. Responsibilities include planning and directing the activities of the Procurement Department and providing professional support and sound contractual advice to all stakeholders involving the acquisition of all goods, services, construction, and other applicable activities. Supervision is exercised over professional, technical, and clerical staff engaged in procurement activities.

Illustrative Examples of Essential Duties

1.Procure or supervise the timely procurement of all goods, supplies, and services needed, in accordance with all applicable federal, state, and local laws, policies, and procedures.

2.Ensure compliance with all applicable laws and procurement policies and procedures by reviewing and monitoring procurements conducted by any designee, department, agency, or official.

3.Maintain the integrity of the public procurement process.

4.Recommend policies regarding the procurement of goods, supplies, and services.

5.Ensure procurement practices are consistent, open, and designed to encourage maximum competition and best value procurements.

6.Research market sources and vendors to locate and ensure cost-effective and competitive pricing for the purchase of supplies and services.

7.Oversee preparation and issuance of solicitation documents.

8.Receive and evaluate proposals and bids; analyze and prepare recommendations for the award of contracts.

9.Conduct negotiations with suppliers on proposals, contracts, and contract claims.



  1. Establish standard contract clauses in contracts, solicitations, and purchase orders.

  2. Prepare or supervise the preparation of contractual documents with suppliers.

  3. Review and execute purchase orders, change orders, and other documents within delegated authority.

  4. Formulate, in conjunction with using departments, short-term and long-term strategic procurement plans to maximize buying power and minimize inefficiencies.

  5. Continuously review policies and procedures governing procurement to improve upon and standardize the processes.

  6. Select, hire, supervise and evaluate subordinate staff; review performance reports prepared by subordinates and rate employee performance; exercise authority for department personnel actions consistent with established personnel rules, and all other applicable rules and regulations.

  7. Delegate authority and assign work to subordinate staff commensurate with their qualifications and existing workload. Review the work of staff to ensure compliance with applicable laws, policies and procedures.

  8. Conduct training of government employees in the procedures and techniques required in the performance of their duties. Assist staff by providing technical guidance and direction.

  9. Serve as public procurement advisor and technical expert to management.

  10. Establish and supervise a contract administration system.

  11. Develop, recommend and monitor the departmental budget.

  12. Effectively communicate procurement policies and procedures to personnel and interpret said policies and procedures as necessary.

  13. Maintain open communications with the supplier community to provide a comprehensive understanding of procurement practices and maintain supplier confidence.

  14. Make determinations or recommendations, as applicable, with respect to bid protests or contract claims.

  15. Oversee the suspension or debarment of contractors.

  16. Prepare or direct the preparation of reports which represent the department's activities.

  17. Represent the department to other governmental departments, other public agencies, suppliers, and the legislative body.

  18. Develop and align the strategic priorities of the department consistent with those of the government.

  19. Performs related work as required


Minimum Requirements

  • Graduation from an accredited college or university with a bachelor's degree in business administration, management, procurement, supply chain or related field. Master's degree preferred.

  • Extensive experience in the procurement and contracts management for varied goods and services for a large organization with multiple and diverse users.

  • Certified Public Procurement Officer (CPPO) or Certified Procurement Professional (NIGP-CPP).

Physical Requirements:

  • Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through the use of the telephone and personal contact.

  • Physical capability to effectively use and operate various items of office-related equipment, such as, but not limited to, word processor, calculator, copier, and fax machine.

  • Normally no significant standing, walking, moving, climbing, carrying, bending, kneeling, crawling, reaching, handling, sitting, standing, pushing, and pulling.

  • Some walking, standing, kneeling, and bending during inspections and reviews.

  • Ability to establish and maintain effective working relationships with elected officials, coworkers, the press the general public and members of diverse cultural and linguistic backgrounds regardless of race, religion, age, sex, disability, political affiliation, gender identity or sexual orientation.

  • Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of all city ethics and conflicts of interest policies. Strong understanding of ethical behavior is required.

  • Ability to maintain regular and punctual attendance.

  • Performs related work as required.

  • Reports to work as directed during an emergency as an essential employee of the City of Miami Beach.

For all technical, professional, supervisory and managerial positions:

  • Ability to develop innovative and creative solutions to issues consistent with the City's strategic plan.
