Pay

This position is an Exempt position at pay grade 210.

Attendance

Non-rotating 40-hour work week, Monday

  • Friday, 8:00 am

  • 5:00 pm; must be available to work additional hours as needed.

Overview

The Chief Operator assists in operations of the City's sole water treatment plant to include activities such as monitoring chemical inventory, chemical ordering and deliveries, chemical contracts, invoice payments, operator training, and project and emergency scenario planning.

Responsibilities

  • Ensures the safe, efficient, and effective operation of the O.N. Stevens Water Treatment Plant

  • Assists in advanced level operational monitoring and changes to include chemical dosing, operational equipment functionality, and chemical inventory and delivery

  • Identifies process changes to optimize treatment while maintaining efficient cost of treatment

  • Prioritizes and assigns plant operations work activities and assists in project planning

  • Reviews operations records, logs, and data entries in data acquisition system as well as computerized maintenance management system (Maximo) to ensure accuracy and compliance with regulations

  • Assists in internal and external comprehensive compliance investigations

  • Maintains record inventory for regulatory compliance

  • Assists in the development of operating budget for operations

  • Plans and/or conducts operator training to include continuous on-the-job training activities

  • Monitors purchases of material and equipment for operations in compliance with City financial policies

  • Assists in the hiring process for vacant operator positions

  • Supervises and monitors time and performance of operations personnel

  • Displays proficiency in computer systems including Microsoft suite (Word, Excel, Outlook, etc.)

  • Covers vacancies as needed

  • Maintains plant grounds when necessary

  • May be asked to perform other duties as assigned

Qualifications

  • Requires a Bachelor's Degree (BA/BS)
  • Minimum of four (4) years of experience
  • A combination of education and pertinent experience may be considered
  • TCEQ Class B Water Operator License required at time of hire
  • A valid driver's license is required; successful out-of-state candidates must be able to obtain a valid Texas driver's license within 90 days of hire

Basis of Rating

Application review and the City may also conduct additional skill assessment tests, in addition to the panel interview.
