About CPC Climate Capital:

CPC Climate Capital is a new division within The Community Preservation Corporation (CPC) and a sub-award partner of Climate United Fund. CPC Climate Capital will support Calvert Impact in the deployment of approximately $2.5 billion in Greenhouse Gas Reduction (GGRF) funds by advancing the CPC Climate Capital Multifamily Decarbonization Strategy nationally. CPC Climate Capital was selected to administer a portion of the awarded GGRF funds on behalf of the Environmental Protection Agency (EPA) to provide subordinate debt financing to owners of multifamily housing nationally to reduce or eliminate on-site fossil fuels, thereby reducing greenhouse gas emissions. These climate goals will be simultaneously delivered against other critical national priorities, including the creation and preservation of affordable housing, promoting equity and environmental justice, and support of high-quality jobs.

About Climate United:

Climate United is a partnership of three national non-profits-Calvert Impact, The Community Preservation Corporation (CPC) and Self-Help-that are complementary in their expertise and like-minded about the imperative to make sure that all Americans, particularly those bearing the greatest burden from the climate crisis, participate in and benefit from the movement to reduce carbon emissions. Between them, the organizations have 120 years of experience directly deploying more than $30 billion in low-income communities that are disproportionately affected by climate change. The core partners will be joined by multiple deployment and implementation partners to assist with management and mobilization of $6.97 billion from the National Clean Investment Fund established by the federal government as part of the Inflation Reduction Act.

Role Summary:

The COO of CPC Climate Capital will play a pivotal role in the management and strategic decision-making process of a prominent federal government program operating within the affordable housing industry nationally. This position demands a seasoned finance and operations leader with a comprehensive understanding of organizational management and operations, government regulations, multifamily mortgage lending practices, and exceptional financial acumen. The position will ensure the continuity of critical operations across the platform and deliver operational and financial support required for program management and production. This will include aligning and adhering to required aspects of the program, ensuring compliance with regulatory standards while maximizing financial performance and efficiency. The COO will report directly to the CPC Climate Capital President and play a critical role in leading and directing day-to-day operations of Climate Capital, including supervising key leaders overseeing pipeline, programs, risk, finance and operations.

What You'll do:

  • Work with the President of CPC Climate Capital to ensure operations align with strategy across all critical areas of CPC Climate capital, program management, production, operations, finance, compliance and risk as well as necessary shared services.

  • Coordinate as necessary with CPC the Parent and Climate United coalition members.

  • Ensure liquidity and capital availability at the entity.

  • Collaborate with the leadership of Program Management and Production to ensure necessary support, policies, and operating procedures are in place to both deliver program goals and also ensure compliance with federal regulations and manage risk across the platform.

  • Operations:

  • Manage and oversee reporting and general program compliance functions;

  • Liaise with Climate United team on impact measurement;

  • Support the build out of the team across compliance functions, including investment policies and processes;

  • Manage enterprise and portfolio risk.

  • Operational Strategy: Develop and implement operational strategies aligned with the program's goals and objectives, focusing on efficiency, scalability, and customer service excellence.

  • Process Improvement: Identify opportunities to streamline operational processes, enhance workflow efficiency, and optimize resource allocation to drive operational excellence.

  • Compliance and Risk Management: Ensure compliance with all relevant federal regulations, industry standards, and internal policies to mitigate operational risks and uphold program integrity.

  • Performance Monitoring: Establish performance metrics and key performance indicators (KPIs) to monitor operational performance, track progress towards goals, and identify areas for improvement.

  • Continuous Improvement: Promote a culture of continuous improvement and learning within the operations team, encouraging feedback, innovation, and professional development.

  • Finance:

  • Own and oversee corporate finance, accounting, treasury, and reporting functions.

  • Support the build out of teams across accounting, treasury, and FP&A functions.

  • Manage external and internal audit

  • Develop and implement financial strategies aligned with the program's objectives, considering the unique challenges and opportunities within the federal regulatory and affordable housing landscapes.

  • Lead the annual budgeting process and provide accurate financial forecasts to support decision-making and resource allocation.

  • Oversee the preparation of timely and accurate financial reports, including income statements, balance sheets, and cash flow statements, for internal and external stakeholders compliant with EPA regulations.

  • Regulatory Compliance: Ensure compliance with all EPA regulations, accounting standards, and reporting requirements applicable to the federal government terms and conditions

  • Risk and Credit:

  • Oversee project underwriting and portfolio risk, create and maintain credit standards and policies and procedures for underwriting and approval of all loans and investments

  • Work with Head of Production and legal team to prepare proper procurement of lenders participating in the loan sale program

  • Oversee construction administration and construction loan portfolio in the Direct Lending Program

  • Regulatory Compliance: Ensure compliance with all EPA regulations, standards, and reporting requirements applicable to the federal government terms and conditions.

  • Identify and mitigate financial risks through effective risk management strategies across the procured lenders, CPC and CPC Mortgage Company

  • Work with Head of Production to manage the overall loan and investment platform compliant with EPA regulation while creating a process that facilitates success execution of the lending strategy

  • General Responsibilites:

  • Stakeholder Management: Collaborate with internal stakeholders and Climate United, the EPA, lending and industry partners, to achieve program objectives, foster positive relationships and meet the terms and condition of the CPC Climate Capital Sub-Award Agreement.

  • Strategic Planning: Contribute to the development of long-term strategic plans, providing financial insights and recommendations to support sustainable growth and expansion initiatives.

  • Performance Analysis: Analyze financial performance metrics and key performance indicators (KPIs) to evaluate the program's financial health and identify opportunities for improvement.

  • Team Leadership: Provide leadership and guidance to the finance team, fostering a culture of excellence, collaboration, and continuous learning.

  • Technology and Innovation: Leverage financial technologies and innovations to streamline processes, improve efficiency, and enhance decision-making capabilities within the organization.

  • Operations process, alignment, policy, etc.

Skills and Experience:

  • Bachelor's degree in Business Administration, Operations Management, Finance, or related field; MBA or relevant advanced degree preferred.

  • Proven experience (minimum 10 years) in operational management roles within the financial services industry, with a focus on commercial lending operations and government programs.

  • Strong understanding of federal regulations, compliance requirements, and best practices in operational risk management.

  • Demonstrated leadership experience, with the ability to inspire and motivate cross-functional teams to achieve operational excellence.

  • Excellent communication and interpersonal skills, with the ability to build and maintain effective relationships with stakeholders at all levels. Ability to be collaborative, flexible and pragmatic in a high-growth environment.

  • Strategic thinking and problem-solving abilities, with a track record of driving process improvements and achieving measurable results.

  • Proficiency in project management methodologies, operational analytics, and technology solutions for operational efficiency.

  • Experience in federal storm recovery operations experience, organizational stand up or start up, and organizational growth a plus.

This is a hybrid role that can be based in either NYC and would work out of our Manhattan office 2 - 3 days a week or remote in Washington DC and will need to periodically travel to our Manhattan office. The salary range is $300,000 - $325,000, dependent on experience.
