Job Goal:
Responsible for oversight of the Region 4 Print Production and Distribution Center that serves as the primary statewide provider of the printed Open Education Resource (OER) materials. Lead the team that will provide a cost-effective printed product and ordering, and fulfillment process for local education agencies (LEAs) who opt to use the state-owned open education resource instructional materials mandated by TEC §31.071.
Provide leadership for all the Center's print production and distribution functions to ensure legally sound and effective management practices.
Qualifications:
Education
Experience
Preferred
Master's degree from an accredited college or university in supply chain management, business, finance, economics, or a related field
Five (5) successful years in a leadership role in a school district or corporate organization
Seven (7) years of experience in project/program management

Major Responsibilities:
Print Production and Distribution
Provide oversight of all print production and distribution activities, including supplier management, equipment, materials, processes, and workflows.
In collaboration with the Chief Officer of Print Customer Relations and Logistics, optimize print production and distribution process, including integration of print production to online ordering systems.
Manage the print production budget and inventory.
Implement quality control measures to ensure the printed materials meet the highest standards in accordance with industry guidelines.
In collaboration with the Chief Officer of Print Customer Relations and Logistics, implement a continuous improvement process to ensure the implementation of best practices in print production, distribution logistics, and customer service.
Collect data and report on the following required performance measures by providing i) a detailed project plan which includes the timeline of completion for the projected activity; projected tasks/milestones that make up the activity; including detailed estimated costs tied to each task which roll up to the total costs for the activity, and ii) status updates on the progress of the activity as agreed upon by Region 4 and TEA:
develop and execute the order, print, storage, and fulfillment process for OER instructional materials; and
develop and implement customer support platform to provide LEAs technical and program support throughout the materials ordering and fulfillment process.
In collaboration with the Chief of Finance and Business Services, procure the building facilities, equipment, and supplies needed to create and operationalize the Region 4 Print Production and Distribution Center.
Oversee the management and coordination of grant reporting activities including:
organizational revenue/expense and balance sheet reports,
reports to TEA, and
monitoring of Region 4 Print Production and Distribution budget.
In collaboration with the Chief Officer of Print Customer Relations and Logistics, provide recommendations to strategically enhance print production and distribution center performance.
Ensure and monitor Region 4 adherence to federal and state guidelines and regulations of all federal and state programs and discretionary grants.
In collaboration with the Chief Officer of Print Customer Relations and Logistics, develop and implement training sessions regarding the print production and distribution center to ensure that program needs and guidelines are met.
In collaboration with the Chief Officer of Print Customer Relations and Logistics, prepare and timely submit all required federal and state reports and maintain all appropriate records.
Leadership
Communicate the goals and performance objectives of the print production and distribution center to external customers, internal customers, and other internal staff in a manner that meets or exceeds customer expectations and grant requirements.
Serve as the Region 4 liaison with internal and external stakeholders in the print production and distribution center including district superintendents, state, county, and municipal representatives, legal authorities, the business community, and the public.
Attend board meetings and identified committee meetings when appropriate and/or requested.
Assist in performing all tasks necessary to achieve Region 4's goals.
Produce monthly reports/dashboards for the executive director, deputy executive directors, chiefs, and the leadership council.
Participate in developing new entrepreneurial endeavors for the print production and distribution center, including identifying new funding opportunities, the drafting of prospective programmatic budgets, and determining the cost effectiveness of prospective service delivery.
Follow center safety protocols and emergency procedures.
Perform all other duties as assigned.
Supervision/Personnel Management
Select, train, evaluate, and supervise the print center secretary and staff of the Print Production and Distribution Center, including completing evaluations per Region 4 policies.
Develop and deliver training, support, and improvement plans to enhance the effectiveness of the print production and distribution center's operations.
Physical Demands/Environmental Factors/ Mental Demands:
Frequent use of standard office equipment; prolonged sitting; occasional bending/stooping, pushing/pulling, and twisting; repetitive hand motions (keyboarding and use of mouse); occasional light lifting and carrying (less than 20 pounds); may work prolonged and irregular hours; occasional statewide travel; work with frequent interruptions; maintain emotional control under pressure.
