Job Goal:
Responsible for oversight of the Region 4 Print Production and Distribution Center that serves as the primary statewide provider of the printed Open Education Resource (OER) materials and Region 4's internal print center.
Lead the team that will provide a cost-effective printed product and ordering, and fulfillment process for local education agencies (LEAs) who opt to use the state-owned open education resource instructional materials mandated by TEC §31.071.
Provide leadership for all the Center's print production and distribution functions to ensure legally sound and effective management practices.
Qualifications:
Bachelor's degree from an accredited college or university in supply chain management, business, finance, economics, or a related field
At least eight (8) years of experience in print production and distribution, with at least five (5) years in a supervisory role
Preferred Qualifications:
Master's degree from an accredited college or university in supply chain management, business, finance, economics, or a related field
At least five (5) successful years in a leadership role in a for profit or corporate organization
At least seven (7) years of experience in print production

Knowledge of Region 4, including its purpose, core values, goals, strategic priorities, and business strategies
Detailed knowledge of information/data processing systems, Smartsheets or project planning applications

Major Responsibilities:
Print Production and Distribution
Provide oversight of all print production and distribution activities, including supplier management, equipment, materials, processes, and workflows.
Optimize print production and distribution processes, including the integration of print production to online ordering systems ensuring timely, accurate, and satisfactory delivery of printed materials to customers across the state.
Manage the print production budget and inventory.
Implement quality control measures to ensure the printed materials meet the highest standards in accordance with industry guidelines.
Responsible for creating and maintaining comprehensive project plans detailing activity timelines, projected tasks/milestones, and associated costs, and furnishing regular status updates on activity progress to Region 4 and TEA on the following:
development and execution of the order, print, storage, and fulfillment process for OER instructional materials; and
development and implementation of a customer support platform to provide LEAs technical and program support throughout the materials ordering and fulfillment process.
Procure the building facilities, equipment, and supplies required to establish and operationalize the Region 4 Print Production and Distribution Center, including outsourcing printing services as needed.
Conduct market research and analysis to identify emerging trends, opportunities, and challenges in the print production and distribution industry, informing strategic decision-making and service improvements.
Develop and implement a continuous improvement process aimed at enhancing print production, distribution logistics, and customer service, while strategically recommending measures to optimize performance across the print production and distribution center.
Ensure all customer inquiries regarding the status of print production or distribution jobs are addressed and resolved.
Develop and implement training sessions regarding the print production and distribution center to ensure that program needs and guidelines are met.
Work closely with Business Services to coordinate grant reporting activities, including financial reports, TEA submissions, and budget monitoring for the Region 4 Print Production and Distribution; ensure compliance with federal and state regulations; and prepare and submit required reports promptly while maintaining accurate records.
Leadership
Communicate the goals and performance objectives of the print production and distribution center to external customers, internal customers, and other internal staff in a manner that meets or exceeds customer expectations and grant requirements.
Serve as the Region 4 liaison with internal and external stakeholders in the print production and distribution center including district superintendents, state, county, and municipal representatives, legal authorities, the business community, and the public.
Develop and maintain strong relationships with key stakeholders, including school districts, educational institutions, government agencies, and print suppliers, to understand their needs and ensure alignment with the center's services.
Attend board meetings and identified committee meetings when appropriate and/or requested.
Assist in performing all tasks necessary to achieve Region 4's goals.
Produce monthly reports/dashboards for the executive director, deputy executive directors, chiefs, and the leadership council.
Participate in developing new entrepreneurial endeavors for the print production and distribution center, including identifying new funding opportunities, the drafting of prospective programmatic budgets, and determining the cost effectiveness of prospective service delivery.
Operationalize any special projects assigned by the executive director.
Supervision/Personnel Management
Select, train, evaluate, and supervise assigned staff.
Develop and deliver training, support, and improvement plans to enhance the effectiveness of the print production and distribution center and print center's operations.
Physical Demands/Environmental Factors/ Mental Demands:
Frequent use of standard office equipment; prolonged sitting; occasional bending/stooping, pushing/pulling, and twisting; repetitive hand motions (keyboarding and use of mouse); occasional light lifting and carrying (less than 20 pounds); may work prolonged and irregular hours; occasional statewide travel; work with frequent interruptions; maintain emotional control under pressure.
