Your Role Within the Strategic Plan

Alongside our academic mission, the safety and security of our residential campus community is our top priority. Our campus is served by the New York State University Police Department at SUNY Cobleskill, whose mission is to protect life and property, as well as to understand and serve the broader security needs of the campus community. By performing these tasks in a way that is wholly consistent with the College's formal mission statement, our police act as an integral part of the College's educational process by improving the quality of life on and around campus and by ensuring that the resolution of problems is handled in a highly professional manner.

The University Police Department is a sworn law enforcement agency and all members are armed, carry full police officer powers and are trained according to Division of Criminal Justice Services Standards. The Department, which is a DCJS Accredited Agency, consists of the Chief of Police, Captain and two Lieutenants, seven officers and a clerical staff position. The mission of the department embraces community policing philosophies within the framework of promoting and creating a safe and supportive environment for the campus community.

Responsibilities of the Chief of University Police

The Chief of University Police is a full-time, 12-month position that reports directly to the Vice President for Student Development and serves as a member of the Student Development Leadership Team.

The Chief is responsible for the management of and the overall day-to-day operation of the campus police department, pro-actively providing vision, leadership and hands-on supervision for all staff ensuring that high quality campus safety and security services are being offered.

Using the community policing philosophy, the Chief will work with the Department and campus community to develop a team approach and a customer service focus in the delivery of all law enforcement and safety and security initiatives.

The Chief is expected to personally respond to emergencies at any hour of the day or night.

The Chief, working closely with college administration, faculty, staff, and local law enforcement agencies that surround the campus, will work with and support students in an educational environment.

The Chief is responsible for the enforcement of all federal, state, and local laws as well as rules and regulations of the College and the State University of New York and will work with and support the campus student conduct system.

Key Functions:

  • Work positively and proactively with student groups, faculty, and college staff in order to develop and maintain good relations between the University Police Department, the campus community, and the greater local community.

  • Provide flexible, responsive, and high-quality customer service to all who are served by the police department through the continuous assessment of processes, policies, practices, and procedures.

  • Ensure the safety and protection of college employees, students, visitors, and property.

  • Provide leadership and direction in all areas of campus public safety.

  • Develop and promote strategies that ensure that all department members embrace a proactive community policing policy and practice.

  • Design, establish, and maintain an organizational structure and staffing to accomplish the college's goals within the framework of a fiscally sound budget.

  • Establish and maintain liaison with local, state, and federal emergency response personnel as may be appropriate to ensure adequate campus emergency mitigation, preparedness, response, and recovery.

  • Develop and maintain positive relations with local, state, and federal law enforcement agencies and organizations.

  • Evaluate department staff job performance and issue counseling and discipline when necessary.

  • Participate in internal and external groups, associations, task forces, and committees that provide service to the department, the college, and the law enforcement profession.

Requirements:

Minimum Qualifications

  • Bachelor's Degree in criminal justice or related field or the ability to obtain one within one (1) year of appointment.

  • Be a New York State Division of Criminal Justice Services Certified Police Officer.

  • At least eight (8) years of supervisory experience in police administration and law enforcement gained through the supervision of subordinate officers;

  • Working knowledge of all compliance mandates for campus law enforcement including:

  • Clery, VAWA, and Title IX;

  • Current and best practices in police administration;

  • New York State laws, rules, requirements, and regulations needed to carry out daily functions as Police Chief;

  • NYS DCJS Law Enforcement Accreditation Program and the ability to maintain the department's accreditation status;

  • Knowledge of management policies, practices and planning;

  • Knowledge of the NYS Division of Criminal Justice Accreditation Standards and processes;

  • AED/CPR certification or ability to be certified;

  • Excellent interpersonal skills are required; strong organizational skills; proficiency in oral and written communication is required.

  • Comprehensive knowledge of emergency management and incident command and ability to work with a diverse faculty, staff, and student body.

  • Currently certified in ICS 100, 200, 700, and 800;

  • Demonstrated commitment and ability to work effectively with diverse populations;

  • Demonstrated interest in, and commitment to, community engagement.

Preferred Qualifications

In addition to the aforementioned minimum qualifications, it is preferred the candidate also have:

  • Master's Degree;

  • Experience working in an Accredited Police Department;

  • "Leadership Training" ie: FBI National Academy, FBI LEEDS, SMIP etc.;

  • Certification in ICS 300 and 400;

  • Campus Law Enforcement supervisory experience;

  • Familiarity with SUNY System.

Additional Information:

  • The salary range for this position is $118,000 - $121,000.

  • This is a Management Confidential position.
