Position Information

There is one vacancy with the Department of Budget and Fiscal Services, Treasury Division. The Treasury Division is responsible for the city's cash management, debt administration and certain accounts receivable. It manages the City's treasury function, and deposits and invests funds as authorized by law. Additionally, the Division administers the receivables for real property taxes, O'ahu transient accommodations taxes, public service company taxes, refuse-disposal and collection fees, special assessments, automotive fuel and maintenance fees, engineering inspector overtime and permit fees, wastewater engineering inspection charges, sewer lateral charges, recovery of road and sidewalk repair, recovery of costs for damaged traffic property, concession agreements and lease rents.

Under the general direction of the Director of Budget and Fiscal Services, the Chief of Treasury is responsible for administering the overall activities of the City's Treasury Division involving centralized cash management, investment and portfolio management, debt management and financing, and accounts receivables programs. The Chief of Treasury, through a budgeted staff of approximately 50 full-time equivalent positions, is primarily responsible for:

  • Planning, directing, and administering the City's financial affairs, including managing cash, debt, and investments;

  • Planning, formulating, and implementing administrative, accounting and financing policies and procedures;

  • Receiving, disbursing, and transferring cash for the City in accordance with established policies and procedures;

  • Owning and leading hiring, training and retaining talent to build a "world-class" City Treasury operation;

  • Maintaining custody of public funds and securities that exceeds $2 billion during the year;

  • Determining the investment policies and strategies for the City's funds, identifying investment vehicles and evaluating alternatives, investing City funds and managing investment portfolios for the City;

  • Ensuring proper collateralization for the protection of City funds held by depositories;

  • Planning, marketing, coordinating, reviewing, monitoring, and administering the City's general obligation, revenue, and other bond issues; determining timing, structuring, and sizing of bond financings for the City;

  • Ensuring compliance with Federal, State, City, Securities and Exchange Commission, and Internal Revenue Service regulatory requirements relating to municipal bond financing;

  • Leading and coordinating investment banking services, bond counsel, City Corporation Counsel and participating City agencies for all general obligation and revenue bond issuances;

  • Review and approve the preliminary offering statement and the bond rating agency and bond investor presentations for the general obligation bond issuances, and provide executive support for the revenue bond sale presentations;

  • Lead testimony on all legislation for general obligation and revenue bond issuances;

  • Administering the City's accounts receivable and collections programs for real property taxes, special assessments, user and in lieu of tax fees and other miscellaneous charges and fees;

  • Providing administration and collection of the O'ahu transient accommodations taxes from approximately 7,000 taxpayers;

  • Recommending legislative amendments on laws and ordinances pertaining to Treasury programs;

  • Assisting the Director of Budget and Fiscal Services in resolving major fiscal problems of the City;

  • Representing the department head in meetings with governmental officials and other personnel on City finances; and

  • Other related duties as required.

In addition to the meeting the minimum qualification requirements listed below, experience in cash flow analysis and financial planning of a large organization is also preferred. The successful candidate must be able to work effectively with varied internal and external stakeholder groups, be goal and task focused, and have strong leadership skills and experience, passion and demonstrated expertise in cash and investment/portfolio management, bond issuance/structuring or securing other types of financing and accounts receivable program management.

Minimum Qualification Requirements

EDUCATION REQUIREMENT:

Graduation from a regionally-accredited college or university with a bachelor's degree in accounting, finance, business administration or a related field.

Education obtained outside of the United States must be comparable to a degree earned at a regionally-accredited college/university in the United States. In order to receive credit for the education, a foreign credential evaluation (FCE) must be provided. EXPERIENCE REQUIREMENT:

Five years of senior financial management experience which shall have included cash and investment/portfolio management, accounts receivable program management, and bond issuance/structuring or securing other types of financing, two of which shall have included direction of or assistance in directing pertinent financial management programs at a senior supervisory level.
