Salary Range: $68,289.00 - $109,521.00 Annually

Position Description

This position is located within the Mayor's Office of Cable and Communications' new Department of Special Events and Permits and will report directly to the Director of the Mayor's Office of Cable and Communications. The Chief of Special Events and Permits is a senior staff position responsible for the development, planning, and coordinating special events, social functions, and community relations projects for the agency. This includes policy development, process review, policy archiving. The Chief is expected to have strong knowledge of event planning best practices along with the ability to manage multiple tasks, projects, and deadlines.

The person selected will be required to work a conventional work week, Monday through Friday; however, there may be times when the selected candidate will be required to work on Saturdays or be on-call. Please note that this is an essential position.

Manages the operational processes and procedures of the Special Events & Permits Division to include creating, implementing and marketing both internal and external events and accepting complete applications, proper fees and insurance are invoiced and collected, permits are issued, events are executed and customer service is exceptional.

Supervise full time employees and seasonal staff to include the recommendation of hiring and firing, scheduling, training, and support to ensure the office permitting procedures remain efficient, accurate and effective and Special Events are well organized, staffed, safe and engaging.

Represents and brands the Mayor's Office by leveraging Special Events & Permit opportunities to attract people and businesses into Baltimore City.

Presents at Special Events, agency wide meetings, community forums, event organizer logistics meetings and other related appearances to ensure policies, procedures and sponsorship opportunities are being upheld and advocated for.

Edits and develops new events, permits, programs and procedures to keep current with trends, needs and opportunities to leverage all opportunities to attract people and businesses to Baltimore City.

Reviews, updates and edits the website, voicemail, applications and promotional information to stay current, accurate and inviting for users to increase events in the city.

Nurtures and develops effective relationships with vendors, program participants and agency partners to provide a well-rounded and engaging program of activities at events.

Analyzes event operational needs, event schedules, attendance labor costs and other revenue opportunities to prepare budget and to maintain cost control of event operations.

Manages invoice, purchase orders and insurance requirements for all event vendors.

Prepares event reports, provides analysis and assess opportunities for improving event operation and planning.

Cultivates and maintains successful relationships with vendors and community partners to strengthen festival programs and diversity of offerings.

Effectively manages interdependencies among City agencies around special events and grounds/facility rentals.

Ensures proper permits and licenses are secured for an event including, alcohol licenses, etc.

Provides strategic event leadership; prepare and provide layout schematics, work orders, detailed program plans; conduct event briefings, debriefings and all program materials.

Supports partner events providing event coordination, vendor interaction, administrative support, layouts and staffing support as needed.

Develops, manages and implements program budgets, strategizing opportunities for increased revenue generation while managing or reducing expenses.

Communication (Internal and External)

  • Responds to and resolves sensitive and difficult public inquiries and complaints.

  • Communicates with executives, division chiefs, and regulators regarding all event schedules and logistics.

  • Verbal and written information, facts and ideas clearly and succinctly, and in an organized manner.

  • Delivers clear and compelling verbal and written presentations.

  • Frames information, facts and ideas appropriately and effectively.

  • Engages and actively listens to others.

  • Leads event planning meetings to ensure adequate interagency communication.

Management of Resources (financial, human resources, facilities)

  • Develops, manages and implements program budgets, strategizing opportunities for increased revenue generation while managing or reducing expenses.

  • Oversees monthly dashboard reports and budget updates as needed for events, sponsorships and facilities.

  • Manages and negotiates appropriate vendor contracts for events.

Required Knowledge, Skills, and Abilities

  • Thorough knowledge of English usage.

  • Thorough knowledge of reference and research methods and techniques used in collecting, compiling, and organizing data.

  • Thorough knowledge of moderately-complex analytical principles and techniques.

  • Demonstrated ability to prepare and present reports.

  • Demonstrated ability to establish and maintain working relationships with co-workers and the general public.

  • Demonstrated ability to explain an agency's purpose, programs, and operations.

  • Demonstrated ability to collect, compile, edit, classify, and tabulate statistical and qualitative data.

  • Demonstrated ability to prepare and present ideas and information clearly yet concisely.

Minimum Education and Experience Requirements

Have a bachelor's degree in business administration, Public Administration, Management, or related field from an accredited college or university.

AND

Six (6) years of experience in professional-level administrative, operations, or technical work.

Preferred Qualifications

Have 6-8 years of experience event and festival planning and a Master's Degree.

Equivalencies

An equivalent combination of education and experience.
