Job Summary

Reporting to the Vice President for Finance and Administration, the Chief of Police is responsible for the safety and security of all Northeast State Community College campuses and the Tennessee Center for Applied Technology at Elizabethton (TCATE), and the management of its police department.

Job Duties

  • Assure the security of all Northeast State and TCATE campuses.

  • Provide a rapid and professional response to crimes, emergencies and other requests for assistance.

  • Enforce all applicable laws on all property owned, controlled, or leased by the College.

  • Develop and recommend plans and strategies to protect people and safeguard property.

  • Maintain accreditation by the Tennessee Association of Chiefs of Police (TACP).

  • Serve as a member of committees as directed by supervision.

  • Work with other Northeast State leaders and outside agencies to comply with the Clery and Violence Against Women Acts.

  • Lead and promote College and TBR initiatives as they relate to this office.

  • Supervise and direct police and security officers within the Northeast State Police Department.

  • Manage the administration of the college's police department, including the department's budget.

  • Identify current and emerging security risks, and effectively control those risks.

  • Develop and execute the strategic plan for the department.

  • Manage the department's records management system.

  • Guide employee performance through coaching and formal employee performance reviews.

  • Ensure crime statistics are accurately reported to the Department of Education and the State of Tennessee.

  • Manage policies, procedures, and orders for the Northeast State Police Department.

  • Develop, update and coordinate relevant training on the college's Emergency Preparedness Plan.

  • Coordinate the functions of the Northeast State Police Department with both internal departments and external agencies.

  • Assist with developing and implementing the college's Emergency Operations Plan.

  • Serve as a liaison with external emergency response organizations.

  • Complete other assignments as directed by supervision.

Minimum Qualifications

  • Bachelor's degree in criminal justice or related field from an accredited institution.

  • Police Officers Standards and Training Commission (P.O.S.T.) certified per T.C.A. 38-8-107, or its equivalency (or within six months of hire date).

  • Five years of law enforcement experience (experience in an education setting will be given preference).

  • Two or more years of supervisory experience.

Preferred Qualifications

  • Master's degree in a related field from an accredited institution.

  • Seven or more years of law enforcement experience, (experience in an education setting will be given preference).

  • Three or more years in a law enforcement supervisor role.

  • Experience with the Clery and Violence Against Women Acts.

  • Conversational ability or fluency in a second language.

Knowledge, Skills, and Abilities

  • Technology Skills: MS Office suite; videoconferencing software; digital records management systems; general operating systems and data information systems.

  • Knowledge of modern law enforcement practices as they pertain to campus law enforcement.

  • Ability to develop and maintain effective working relationships with key stakeholders.

  • Effective communication skills.

  • Ability to ascertain facts by personal contact, observation, and investigation.

  • Ability to explain and interpret relevant provisions of laws, ordinances, and regulations.

  • Ability to enforce laws firmly, tactfully, and with respect for the rights of others.

  • Ability to use independent judgment and critical thinking to find solutions to challenges.

  • Ability to react and lead quickly and confidently in situations of high stress.

  • Ability to supervise and train employees, including the organization, prioritization, and scheduling of work assignments.

  • Strategic knowledge and appreciation of state-of-the-art industrial access control and intrusion detection systems and programs.

  • Ability to foster a cooperative work environment.

  • Employee development and performance management skills.

  • Broad knowledge and understanding of the public safety and security issues of a multi-campus community college.
