CLASS DESCRIPTION

The Baltimore City Department of Housing & Community Development is seeking a Chief of Implementation and Innovation (CII) in the Housing Commissioner's Office.

AGENCY & POSITION OVERVIEW

The Baltimore City Department of Housing & Community Development (DHCD) was created in 1968 to consolidate local community development efforts with housing and building code enforcement. With approximately 400 employees, DHCD strengthens City neighborhoods by attracting investors, developers, and homebuyers. DHCD finances and guides strategic development projects to meet housing and neighborhood needs as well as monitoring construction and building activity and enforcing the City's building, fire, zoning, and related codes. DHCD is the lead agency implementing Mayor Scott's Vacants Strategy, a $3 billion initiative to eradicate all vacant properties over the next 15 years.

The Chief of Implementation and Innovation (CII) is a new position at DHCD and is tasked with defining, developing, and implementing a comprehensive strategy for organizational transformation and innovation that will enable DHCD to achieve the objectives of the Framework for Community Development and the Mayor's Vacants Financing Strategy. The CII will project manage both the short-term and long-term planning and coordination of agency priorities regarding the acquisition and disposition of property, housing repair and homeowner support programs, stabilization and demolition, and strategic code enforcement. They will lead solutions creation to address implementation constraints for these strategies and develop new tools and processes that address pain points and keep DHCD on track with its goals. The CII will manage both internal and external relationships related to Mayor Scott's Vacants Strategy, including identifying outside resources to support the Strategy. They will oversee a team responsible for implementing effective data-driven processes to manage progress, and both project-management and change-management related to the implementation of innovative programs and processes. They will serve as one of the key public faces of the Vacant Strategy. The CII will report to the Chief Operating Officer.

ESSENTIAL FUNCTIONS

  • Refine and implement a comprehensive strategy for organization transformation and innovation that will enable DHCD to achieve the Vacants Strategy objectives.

  • Lead coordination of all DHCD programs related to the holistic reduction and prevention of vacant properties.

  • Manage both internal and external relationships related to Mayor Scott's Vacants Strategy

  • Serve as an ambassador for the Vacants Strategy and represent DHCD at both internal and external events.

  • Lead all change-management and project-management functions related to the implementation of new programs and processes related to the Vacants Strategy

  • Coordinate all DHCD programs related to the Vacants Strategy and provide oversight for the timely sharing of data and the use of effective data-driven meetings to review progress.

  • Lead a team consisting of project managers and data analysts.

  • Support the development and professional growth of DHCD team members and serve as a model of strong performance management, including full adherence to Baltimore City employee relations policies.

EDUCATION AND EXPERIENCE REQUIREMENTS

EDUCATION: A master's degree in business administration, Public Administration, Management, Law, City and Regional Planning, Public Policy, Real Estate or a related field from an accredited college or university is required.

AND

EXPERIENCE: Ten years of progressively increasing responsibilities including 4 years of supervisory experience is required. Preferred experience in leadership management supporting staff members' professional development.

The candidate should have experience managing a diverse team and interacting with a range of stakeholders, such as, but not limited to, internal DHCD staff members, other City agencies, elected officials and community partners.

Also, preferred 3 years of experience in directing a major program/project involving administrative policy formulation responsibilities.

NOTES(EQUIVALENCIES): Have an equivalent combination of education and experience.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Experience in designing, building, and implementing new systems, programs, or processes.

  • Experience in establishing and running data-driven accountability programs.

  • Project management and/or change management experience and an outstanding knowledge and understanding of change management principles.

  • Expert knowledge of community development best practices

  • Knowledge of community redevelopment efforts in Baltimore is preferred.

  • Prior experience with Baltimore City government is preferred.

  • Supervisory experience and experience in leading staff development and facilitating professional growth opportunities.

  • Ability to direct and lead a large team.

  • Ability to speak and write effectively, excellent communication skills.

  • Ability to establish and maintain effective working relationships with associates, officials, and others.

  • Highly skilled in Microsoft Office

  • Analytical and abstract skills
