The position of Chief Nurse, Nursing Operations is located in the Office of Nursing and Patient Care Services. This professional nurse leader has substantial and continuing responsibility for planning, organizing, directing, and controlling service-wide, centralized operational functions and nursing support services.

The Chief Nurse, Nursing Operations will provide executive leadership and assume programmatic and supervisory responsibility for multiple nursing services, including:
Nursing Informatics
Emergency Department, Fast track, Occupational Health, OWCP Nursing
Staffing Methodology Review (Chair)
Nursing Recruitment and Retention program
Off-tour Nursing Supervisors and Patient Flow
Utilization Management
Supplemental nurse staffing programs, including Intermittent Pool, Sitter Pool, Nursing Timekeeping
Nursing Transport Team
Patient Flow Committee (chair) The Chief Nurse, Nursing Operations will have priority responsibility for identifying gaps and opportunities in Nursing Services and lead teams to improve operational efficiencies (e.g., patient flow). Additional responsibilities include innovative, proactive planning to optimize resource utilization (e.g., staffing, technology, equipment) for patient care. This individual will develop dashboard metrics for key clinical, operational, and financial indicators, and create standard management operating procedures within Nursing Services. Additionally, the Chief Nurse, Nursing Operations will serve as a senior consultant for labor relations.

The Chief Nurse, Nursing Operations will have significant organizational and policy responsibilities in collaboration with other key organizational leaders.

Basic Requirements:

United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing or The Commission on Collegiate Nursing Education . In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing.
Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. The Chief Nurse, Nursing Operations must possess a minimum of approximately 4-5 years of nursing practice in a variety of settings with a minimum of 3 years serving in a supervisory/leadership capacity with evidence of progressively more responsible leadership assignments. A Nurse IV assignment must be comparable to a Nurse Executive assignment at a Level 4 or 3 complexity facility.

Advanced nursing administration certification Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade:
Nurse IV - Master's degree in nursing or related field with BSN and approximately 4-5 years of nursing practice/experience; OR a Doctoral degree in nursing or related field and appropriate basic or advanced certification desired, and approximately 3-4 years of nursing practice/experience. Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-6 Nurse Qualification Standard. This can be found in the local Human Resources Office.

Additional information

Annual leave shall accrue for full-time Nurses, and Nurse Anesthetists at the rate of 8 hours for each full biweekly pay period.
