Job Summary

This position is in the Health Emergency Preparedness and Response Administration (HEPRA) at DC Health. The Department aims to promote health, wellness, and equity across the District, and protects the safety of residents, visitors, and those doing business in the nation's capital.

The purpose of this position is to provide advice and guidance concerning clinical matters in the development of policy and procedures for terrorism preparedness and response. In addition, the CMO provides leadership and supervision in the development of policy and oversight of the provision of emergency medical services in the District of Columbia. Incumbent participates as a vital member of an interdisciplinary teams related to public health.

Major Duties and Responsibilities

Provides medical knowledge and medical leadership services to contribute to and advance the vision, mission, and objectives of DC Health. Medical knowledge services are those activities that require specific medical knowledge or access to/consultation with peers with that cannot be credibly accomplished without this level of professional standing.

Serves as the State Emergency Medical Services Medical Director, providing medical oversight and guidance to the District's EMS system and representative on all clinical matters or medical issues and is the primary clinical/medical advisor for the Agency. This includes developing and approving clinical protocols, issuing standing orders, advising on clinical matters, reviewing pilot programs, and ensuring compliance with state regulations. Provides medical direction and consultation in the development and implementation of health promotion, quality of care, preventive services, and health activities and initiatives and ensures the overall objectives to reduce and eliminate health disparities are implemented through evidence-based policy and practice. Advises the Director and agency leadership of potential controversial matters, issues, or problems with widespread implications, and offers alternative resolutions to various complexities related to analysis findings.

Assumes a medical/clinical leadership role for Emergency Response Teams in the event of a communicable disease outbreak investigations, investigations related to bioterrorism activities, and in regional emergency preparedness activities. Provides support in regulatory compliance and operational implementation of duties relative to Environmental Health and Emergency Preparedness.

Coordinates with official groups at the Departmental, local, regional, and national levels and advises on programs including but not limited to, the Strategic National Stockpile, Cities Readiness Initiative, Hospital preparedness, disease surveillance, medical intelligence, bioterrorism preparedness and response, pandemic influenza planning and oversight of Emergency medical services. Advises on medical matters involving various licensing boards, including but not limited to, the Board of Physicians, Board of Nursing, and Board of Pharmacy. Represents the Agency Director as required at conferences, meetings, and hearings, before legislative committees and at other forums.

Qualifications and Education

Required Qualifications: Degree: Doctor of Medicine, Doctor of Osteopathic Medicine or equivalent from a school in the United States or Canada.

This degree must have been accredited by the Council on Medical Education of the American Medical Association ; Association of American Medical Colleges ; Liaison Committee on Medical Education ; Commission on Osteopathic College Accreditation of the American Osteopathic Association , or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.

Preferred skill, experience & education: American Board of Medical Specialties, or comparable board, certification in emergency medicine, disaster medicine, critical care medicine, preventative medicine, or functional equivalent

Licenses and Certifications

Must possess a current, active, full, and unrestricted license or registration as a Physician from a State, the District of Columbia or a territory of the United States.

Must acquire a current, full, and unrestricted license or registration as a Physician from the District of Columbia within 90-days of employment with DC Health.

Working Conditions / Environment

The incumbent must be able to carry out official duties in a variety of settings and conditions. Routine work will occur primarily in an office setting.

  • This is a Management Supervisory Service (MSS) appointment. Persons appointed to MSS positions do not acquire permanent status, but serve at the pleasure of the appointing personnel authority and may be terminated at any time.

Pay Plan, Series and Grade: MS-602-MD3

Collective Bargaining Unit (Union): This position is not in a collective bargaining unit.

Position Designations: This position has been designated as Security Sensitive . Pursuant to section 410 of Chapter 4 of the D.C. Personnel Regulations; in addition to the general suitability screening, individuals applying for or occupying security sensitive positions are subject to the following checks and tests:

  • (a) Criminal background check;
  • (b) Traffic record check (as applicable);
  • (c) Consumer credit check (as applicable);
  • (d) Reasonable suspicion drug and alcohol test; and
  • (e) Post-accident or incident drug and alcohol test.

This position is designated as Essential/Emergency pursuant to Chapter 12 of D.C. personnel regulations, Hours of Work, Legal Holidays and Leave.

Residency Requirement:(if applicable) If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
