TVHC is a Federally Qualified Health Center in the East Bay with ten primary care clinics, including five school-based sites, 3 mobile vans, over 400 team members, multiple service lines, and an operating budget of over $50M.

The CMO must have a high-level of clinical experience, business acumen, a strong command and technical knowledge of operational and clinical metrics and dashboards, and an understanding of budgets, financial statements and reports.

Compensation: $320,000 - $330,000, depending on experience.

Responsibilities:

  • The CMO reports to the CEO and participates as a member of the organization’s Executive Leadership Team and by extension, our Strategic Management and Operational Management Teams.
  • Establish guidelines and directly supervises the quality of medical care provided by physicians, NP/PA/CNM and nurses.
  • Participates in strategic planning and organizational development with the Executive Team and provides clinical expertise and leadership in the design and implementation of new projects and innovations across the system.
  • Manages administrative responsibilities such as clinical budget/finance management, and personnel management for clinical staff.
  • Works with clinic management and finance to ensure provider schedules are meeting clinic and business needs.
  • In conjunction with department medical directors, supervises providers, including the oversight of the new-hire clinical orientation process, performance evaluations, peer reviews, corrective actions.
  • Partnering with the Talent Acquisition Manager, HR, and department medical directors, actively recruits provider candidates, interviews and assesses their qualifications and recommends clinician hiring. Offers ways to retain clinicians.
  • Oversee the Credentialing and Privileging department and Chair the Credentialing and Privileging Committee by ensuring guidance on credentialing and privileging of Clinical Services staff.
  • Provides support to Site Managers with personnel-related issues for clinic staff.
  • Oversees clinical programs in conjunction with Behavioral Health and Street Team leadership.
  • Provides supervision to the Behavioral Health Director and Street Health Outreach Director, working in collaboration and helping with improving the standard of care provided and helps with integration into clinical management.
  • Ensures medical services are in compliance with all applicable regulatory and licensing agencies. Provides guidance and supervision of clinical laboratory operations to ensure compliance with the Clinical Laboratory Improvement Amendments (CLIA) and other agency requirements.
  • Oversee TVHC’s Quality Improvement/Quality Assurance (QI/QA) and Population Management program, which includes reviewing QI/QA policies and procedures, implementing and analyzing quality assessments, aligning care delivery initiatives with the organizations strategic goals including essential care metrics like access, patient satisfaction, and productivity, and reporting of quality metrics and/or analysis of assessments to TVHC Board.
  • Provides leadership for clinical quality improvement activities to ensure appropriate goals are set and appropriateness of care is monitored, and applicable actions are taken by monitoring results.
  • Reviews and utilizes clinical data to drive quality improvement activities and the need for ongoing provider education. Responsible for removing barriers to achieving quality in medical care and for reporting to internal and external committees and entities, as required.
  • Assist staff with the process of credentialing and privileging, as needed.
  • Establishes and/or maintains working and collaborative relationships in the health provider community, on behalf of and in accordance with, formal understandings of TVHC. Develops relationships with hospitals and specialty providers for referrals and for provision of inpatient care, seeks out available medical resources, and secures medical access for TVHC patients.
  • As directed by the CEO, the CMO may represent TVHC to consultative and advisory bodies with local collaborating agencies i.e., the Community Health Center Network (CHCN) and state and national associations, i.e., the California Primary Care Association (CPCA) and National Association of Community Health Centers (NACHC). Participates in meetings, conferences, etc., on behalf of TVHC and to further collaborative efforts with these organizations and institutions. Represents TVHC in roles as health care provider and as an executive of TVHC.
  • Provides leadership, vision, and direction in developing new medical service delivery areas for TVHC; directs, monitors and evaluates programs, revising and adapting as necessary and/or appropriate; assists in formulation and/or revision of medical program/clinical services policies and protocols.
  • Works closely with CEO to provide direction regarding all clinical issues related to managed care.
  • Provides overall direction and coordination of continuing medical education, training, and support for health care personnel; chairs provider meetings as needed; and assists in medical decision-making, as requested.
  • Provides direct clinical medical services 20% of the time, in the area of board certified (or board eligible) medical specialty in accordance with the highest applicable standards of medical and professional practice and in full accordance with health center policies and protocols.
  • Demonstrates commitment to, and understanding of, TVHC’s Service Excellence Standards, by modeling service excellence in all internal and external relationships, addressing service excellence deficits in staff, and in performance of all duties and responsibilities of this position.
  • Working with CHCN, will monitor the utilization of hospital and specialty, lab, and pharmacy services by the clinicians and change the processes to improve the utilization, as needed.
  • Performs other related duties

Supervises: Department Medical Directors, Medical Providers, Clinical Program Leads, Director of Behavioral Health Services, Street Health Outreach Director and Clinical Services Assistant/Executive Assistant.

Requirements

  • Board certification in a major primary care specialty field of practice.
  • Minimum 7 years of experience as medical director with a Medicaid or Medi-Cal patient population.
  • Minimum 3 years of experience in progressively responsible administrative or management-related positions within a primary health care environment, preferably in medically needy and underserved communities and in a community health center setting.
  • Previous experience supervising providers and other clinical staff is required, with demonstrated record of success.
  • Experience providing services and exercising leadership in a culturally and linguistically diverse setting, with demonstrated success is preferred
  • Previous experience working within a managed care environment strongly preferred, especially with experience in administrative/management capacity.
