Job Description and Duties

The Chief Medical Officer (CMO) works under the direction of the Director of the Emergency Medical Services Authority. The CMO has significant responsibility for formulating and advising the administration of clinical policies and programs.

The incumbent advises the Director on clinical best practices within the field of emergency medical services. These functions require skills and knowledge at the highest level with the responsibility of the most critical and sensitive nature as it relates to the department's mission of ensuring quality patient care by administering an effective, statewide system of coordinated emergency medical care, injury prevention, and disaster medical response. The CMO shall provide clinical leadership and oversight concerning treatment, education, and other matters involving medical decision making and delivery of patient care, including, but not limited to, scope of practice, trauma system organization, stroke, and ST-elevation myocardial infarction (STEMI) requirements, and first aid and CPR training.

During emergency operations, may be required to work in EMSA's Departmental Operations Center, other governmental Emergency Operations Centers, or in EMSA's field Mission Support Teams to aid in emergency response and recovery activities. EMSA staff are required to complete emergency management and Incident Command System training based on their respective roles in a response and participates in periodic departmental and statewide readiness drills and exercises. Under these emergency operations, staff need to work effectively and cooperatively under stressful conditions with short lead times; work weekends, holidays, extended and rotating shifts (day/night); and may be required to travel statewide for extended periods of time and on short notice.

Department Information

The California Emergency Medical Services Authority (EMSA) oversees emergency and disaster medical services in the state of California. EMSA functions as one of thirteen departments and five offices within California's Health and Human Services Agency (CalHHS). EMSA is charged with providing leadership in the innovation and administration of the emergency medical services (EMS) system throughout the state, which includes setting standards for the training and scope of practice for various levels of EMS personnel. EMSA is also responsible for promoting disaster medical preparedness throughout the state, and when required, coordinating, and supporting the State of California's medical response to major disasters.

KNOWLEDGE AND ABILITIES

Knowledge of: Comprehensive knowledge of principles, practices, and trends in emergency medicine and prehospital medicine is imperative for overseeing various aspects related to the enhancement and maintenance of the EMS system.

This encompasses a deep understanding of clinical expertise to evaluate and endorse revisions to SOP for EMS providers, alongside familiarity with evidence-based medicine to assess Trial Study applications and ensure alignment with established standards of care. Additionally, expertise in EMS system design and operations is essential for finalizing LEMSA EMS plans, encompassing emergency medical dispatch protocols, specialty clinical programs, and quality improvement initiatives.

Knowledge of regulatory compliance to ensure adherence to state and federal regulations governing EMS practice, training, and quality improvement, while understanding disaster medicine principles that facilitate oversight of Disaster Medical Services (DMS) operations, optimizing resource deployment during emergencies for enhanced patient outcomes and public safety.

Ability to: Reason logically and creatively and utilize a variety of analytical techniques to resolve complex governmental and managerial problems; develop and evaluate alternatives; analyze data and present ideas and information effectively both orally and in writing; consult with and advise administrators or other interested parties on a wide variety of subject-matter areas; gain and maintain the confidence and cooperation of those contacted during the course of work; review and edit written reports, utilize interdisciplinary teams effectively in the conduct of studies; establish and maintain project priorities; develop and effectively utilize all available resources; and effectively contribute to the department's equal employment opportunity objectives.
