Catholic Charities of Baltimore is currently seeking a Chief Medical Director who will oversee the entire clinical component of Family Services programs and integrates and coordinates these programs into the primary functions of the division. Ensures that all clinical assessment and care in Family Services programs meets agency and regulatory standards. Provides medical oversight throughout the division.

JOB DUTIES & RESPONSIBILITIES:

  • Provides clinical direction and has ultimate responsibility for all assessment, treatment planning, care, and evaluation activities necessary to create and maintain effective clinical programs. Plans and provides direction to management staff in creating and maintaining a therapeutic environment in the treatment programs. Evaluates the on-going effectiveness of treatment programs to ensure adequate progress toward the achievement of treatment goals and program goals. Makes decisions regarding recommendations for numbers of qualified, competent staff in the clinical programs to ensure effective service.

  • Directly supervises, evaluates, and determines the qualifications and clinical competency of the psychiatrists, psychiatric nurse practitioners, and other clinical staff.

  • Serves as a member of the Family Services Leadership Committee. Assesses the strengths and needs of Family Services programs, and assists in the planning, implementation, and evaluation process to achieve stated goals. Participates in the allocation of resources through the development and evaluation of operating budgets and capital expenditure plans. Promotes and enforces the mission, values, philosophy, and management principles of Catholic Charities. Actively encourages the development of staff. Actively creates and supports a climate in which the Values and Mission of Catholic Charities are effectively implemented and evaluated throughout the division. Facilitates coordination and cooperation with other departments.

  • As a member of the Division Quality Council Best Practices, Medication Management, Family Provider Partnership and Health and Safety committees, develops and implements policies and procedures to ensure effective clinical care. Oversees Performance Improvement activities and other activities related to the committees' functions.

  • Provides direct supervision to the Director of Health Services to help manage matters related to the somatic care of all patients under the care of the Family Services Division but in particular attend to the well-being of the children receiving care at St. Vincent's Villa

  • Provides support to leaders of Gallagher Services. Participate in the Behavioral Management Committee to provide oversight and guidance related to the care of people supported who receive psychiatric medications by outside providers. Provide general consultation to the program related to the health and well-being of those supported.

  • Provides direct psychiatric service in Family Services programs. At least 20% of total hours will be devoted to clinical care. Provides age-appropriate psychiatric assessments and psychotropic medication treatment, including informed consent. Demonstrates appropriate use of special procedures. With participation of other team members, ensures the development of high-quality treatment plans, individualized to the strengths, values, and belief systems of the clients Participates in the selection of external sources of services as needed. When needed for coverage, additional time might be temporarily allocated to clinical care.

  • Provides clinical leadership in the planning and implementation of in-service training for all Family Services Staff, including direct talks, lectures, and presentations. Provides expert education to clients regarding diagnosis, prognosis, and treatment, appropriate to age and cultural background. Provides expert consultation, education, and guidance to other professionals on the team. Works closely with clinical staff to ensure effective treatment. When on-call, provides timely, helpful, and clinically astute responses to requests for assistance.

  • Responsible for managing and directing work of others, including recruiting new hires, onboarding new staff, and conducting performance reviews.

  • Performs other duties as assigned

EDUCATION & EXPERIENCE REQUIREMENTS:

  • Medical Degree (M.D.) or Doctor of Osteopathy Degree (D.O.).

  • Licensed to practice medicine in Maryland. Board Certified Child and Adolescent Psychiatrist, with a minimum of three (3) years inpatient or residential psychiatric experience.

REQUIRED SKILLS & ABILITIES:

  • Requires excellent judgment and the ability to make effective medical and therapeutic decisions.

  • Requires effective communication and interpersonal skills in working closely with various levels of management staff to ensure that effective and appropriate assessment and care is implemented.

  • Requires the ability to communicate and work effectively with individuals and families with diverse backgrounds and diverse symptomatology.

  • Requires thorough knowledge of emotional and behavioral disturbances in children with an understanding of organic, developmental, and environmental factors, which contribute to psychopathology of children.

  • Requires thorough and up-to-date knowledge of psychiatric assessments and interventions.

  • Requires the ability to utilize computer systems and software necessary to perform position functions. Basic Windows PC, web browsing, and Microsoft Outlook skills required. Experience using electronic medical record systems required. Other application knowledge, such as Word, Excel PowerPoint, Zoom, Box, and Microsoft Teams desired.

PHYSICAL REQUIREMENTS & WORK ENVIRONMENT:

  • May be exposed to resistant or aggressive client behavior requiring ability to implement crisis intervention and therapeutic holds. Must be able to tolerate periods of significant job-related stress.

  • Light work that includes moving objects up to 20 pounds.

  • Moving about to accomplish tasks or moving from one work site to another.

  • Hearing and vision abilities within normal range (corrected) to drive safely and to observe and communicate with others.
