The purpose of this position is to provide leadership and management of information technology resources and services for the University; oversee contractual relationships with third-party vendors providing technological services; ensure information security and mitigate cyber risks; provide vision and build support for strategic technology initiatives. Work involves close collaboration with department management providing vision and leadership on technology elements to ensure tactical endeavors are aligned with overall University strategic goals. Develop and implement a long range IT operations plan for the University that addresses all campus consumers: Faculty and Staff, Students and contractors / service providers.
Essential Job Duties
1.Manage the centralized aspects of information technology needed to support the academic mission and administrative services of the University including academic and administrative computing, telecommunications, and campus-wide network planning.
2.Seek opportunities to encourage and support the efforts of faculty in integrating uses of technology in education and to support instruction.
3.Conduct information security risk assessments and recommend appropriate action; implement effective security monitoring protocols; respond to information security threats; maintain and update disaster recovery plans and emergency procedures for handling security breaches.
4.Analyze business needs; evaluate the efficiency and effectiveness of current programs and status of key delivery infrastructure; recommend technical solutions.
5.Responsible for negotiation and administration of all vendor, consultant, and service contracts related to IT.
6.Coordinate the research, selection, deployment, and maintenance of technology solutions; prepare cost justifications and develop/manage budgets for IT initiatives.
7.Ensure compliance with all federal and state regulations regarding data security and electronic recordkeeping requirements. Consistently recommend and implement best practices to ensure data security.
8.Oversee the management of technology resources and maintain an accurate inventory of all resources.
9.In coordination with appropriate constituents, establish and maintain enterprise-wide IT policies standards and procedures to ensure the integrity, security, privacy, availability, and the protection of the assets entrusted to or maintained by the University; effectively communicate policies and procedures to the appropriate user groups.
Maintain awareness of changing IT trends and regulations which might impact the University and take action as required.
Develop and monitor the approved annual operating and capital budgets for all information and technology systems; identify opportunities for the appropriate and cost-effective investment of financial resources in IT systems and resources. Prepare cost-benefit analysis for consideration of IT purchases.
Collaborate with appropriate campus constituents to ensure the continued growth of distance education at the University.
Execute strategic technology initiatives as they relate to the institutional strategic plan and document continuous improvement.
Supervise IT directors and managers/IT contractors to ensure the highest level of service to the UM campus community.
Conduct regular assessment of outcomes and key metrics related to all Technology services.
Ensure training is made available to all faculty and staff to utilize technology in the most effective, and efficient manner.
Coordinate the installation of hardware and network infrastructure across campus.

Extensive technical knowledge in the use and application of current technologies and products in the industry.
Strong understanding of higher education solutions including Banner;
Experience managing IT employees and third-party vendors;
Advanced knowledge of information security best practices;
Knowledge of University organization, policies, and procedures;
Knowledge of Federal and State regulations;
Ability to think critically and solve problems;
Ability to handle multiple projects and balance priorities;
Strong leadership abilities;
Strong interpersonal skills including excellent oral and written communication skills;
Excellent strategic planning and project management skills.
Education and Experience
The educational requirement for this position is: Master's degree in Higher Education Administration, Computer Science, Information Systems Management or a related field from an accredited institution.

This position requires: Ten years as manager/director of information technology which includes supervising the delivery of IT Services and Solutions including networking, technology infrastructure and telecommunications management.; seven years of direct supervisory experience managing other professionals in the delivery of technology services, solutions, and projects; significant experience in a higher education setting preferred, specifically in technology and information systems planning to support University goals.
