Job Description:

  • This position is eligible for up to two days remote work per week.

BASIC FUNCTION

The CIO provides leadership, planning, and management of information technology resources for the University in conformance with the mission statement of the University and the strategic plans of the senior administration. Responsible for oversight of enterprise information security policies and strategy and monitoring and maintaining the security of the University's applications, databases, and networks. Directs resources to deliver new technologies on a prioritized basis and to maintain existing technological systems in an efficient and timely manner.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Participate with representative University parties (administration, faculty, staff, and students) in understanding the uses and needs of technology in higher education in accordance with the strategic direction and mission of the University.

  • Provide leadership and guidance in future planning and in setting IT vision and strategy and establishing goals and objectives for information technology services.

  • Manage, coach and assist the Office of Information Technology staff members in the achievement of planned goals and objectives in conformance with the mission of the University.

  • Assure that the quality of service provided by the Office of Information Technology to the University community is at the highest level possible within the operational capabilities of the installed campus network, hardware and software, telecommunications equipment, annual budget, and professional personnel resources available.

  • Formulate, propose, gain approval, and implement the annual departmental budget assigned to the Office of Information Technology by the University.

  • Provide updates to senior administration on status of IT projects, operational conditions, and areas of concern regarding information technology involvement.

  • Provide leadership on information security requirements to protect University data, applications, networks, and business processes. Create security plans and policies and establish best practices for the appropriate use and safeguarding of university data.

  • Educate the University community on our legal responsibilities towards the protection of university data and systems.

  • Overseeing contract negotiations and agreements with IT vendors, contractors, and service providers.

  • Determine resource (e.g., staffing, technology, funding, vendor support, etc.) requirements for the accomplishment of approved information technology goals and objectives in conformance with the University's strategic direction and mission statement.

  • Interact with faculty, administration, staff, and students to understand their respective needs and requirements in order to assist in their improved understanding, efficiencies, and productivity in achieving their goals through the use of information technology.

  • Ensure the proper management of university technology resources, including but not limited to the network, telecommunication system, applications, data, etc.

OTHER DUTIES AND RESPONSIBILITIES

  • Perform project management oversight, as required, for implementation of technology systems.

  • Develop, nurture, and maintain positive alliances with technology service providers to ensure quality system infrastructure performance.

  • Provide development and training offerings for staff members of the Office of Information Technology to stay abreast of new technologies and their uses.

  • Participate in technology-related committee work, particularly with the academic community, university leadership, ERP system(s), and special 'ad hoc' committees such as institutional planning.

  • Keep professionally abreast of emerging technologies that can improve the performance of the University. Make appropriate recommendations for change that would improve operations while maintaining cost efficiencies while leveraging prior investments in technology and describe the consequential effects of change while being agile and adaptable in the higher education environment.

Requirements:

REQUIRED QUALIFICATIONS

A Master's degree in Information Systems Science, Computer Science, Business Administration, or related field is preferred. At least 10 years' experience in the information technology field, including at least five years in a management capacity. Knowledge in the following areas of information technology: applications, data, systems, networks, project management, information/data security. Excellent oral and written communication, organizational, leadership and supervisory skills are required. Ability to work independently, with internal or external parties, and on teams is essential.

This position could, on occasion, require bending, reaching, ascending and descending stairs, standing, walking, pushing, pulling, lifting, talking, and hearing.

PREFERED QUALIFICATIONS

Experience in higher education and instructional technology practices beneficial. Direct experience in cyber and technology security.
