The starting salary range for 2023-24 is $112,340 - $157,593 for a 248-day annual schedule plus comprehensive benefits. The 2024-25 administrative pay structure has yet to be ratified by the board.

Following ratification of the budget, the salary structure for the 2024-25 fiscal year may be adjusted. Salary will be prorated for remaining days in the fiscal year.

Position Title: Chief Information Officer Employment Requirement Criminal Background Check - C4 Division/Department: Information Services Location Albany Campus, Albany, OR Job Summary:

Serve as the college's leader and advocate for information technology, with responsibility for planning, coordinating, implementing, and evaluating a comprehensive technology environment for both academic and administrative computing systems. Lead the college in identifying, acquiring, installing, and maintaining hardware and software technology solutions that maximize the efficiency and effectiveness of the institutional environment.

Lead the college in the recruitment, hiring, training, and oversight of skilled professional staff to identify and meet customer needs in all college departments. Ensure security, availability, and confidentiality of all computer systems and information. Develop, implement, and monitor information security and risk management policies and procedures.

Coordinate and participate in regular security assessments. Plan and direct the delivery of computer services, including personal computers, college Internet services, LAN/WAN, wireless, infrastructure, and administrative systems. Responsible for telecommunication services, including PBX/VOIP, voice mail, long-distance, and data communication.

Responsible for college-wide computing support. Responsible for media services, including classroom presentation equipment and conference room technologies.

Required Qualifications:

Education and Training: Bachelor's degree in computer science, business administration, or a related field.

Training and/or knowledge in computing concepts, hardware, document/workflow management software, database management, telecommunications, and/or support service delivery is required. Additional directly related experience, certifications and/or training may substitute for degree requirements.

Experience: Requires a minimum of 5 years of directly related experience in all phases of information technology services lifecycle and management.

Requires experience in the management of large database systems, involving the definition of user needs and effective large system design. Requires experience in managing service personnel. A top management perspective developed through experience is essential.

Knowledge, Skills, and Abilities: Requires working technical knowledge of the design of database systems, enterprise server and networking systems, and service delivery systems.

The position requires the ability to manage budgets and make accurate projections. Requires large project management and portfolio management skills and the ability to understand internal customer needs and negotiate for delivery of services. Must have the ability to anticipate and plan, coordinate tasks between customers and service providers, and organize/keep to a project schedule, including flexibility.

Requires skill in managing customer relations and the ability to motivate personnel to provide quality service. Strong communication skills (oral and written) are necessary as is the ability to translate complex, technical information in a non-technical manner as well as convert service requests into specifications for technicians. Must have the ability to work with all levels of management, staff, and the public (task force, vendors, etc.). Must have skill in developing written specifications for technology purchases.

Must know and understand telecommunications systems. Basic knowledge of quantitative evaluation tools and analytical abilities are required. Requires ability to supervise, train, evaluate, motivate, mentor, and lead staff.

Preferred Qualifications:

Education and Training: Master's degree in computer science and/or business administration, or a related field. Knowledge of information security regulations like the Family Educational Rights and Privacy Act (FERPA), Gramm-Leach-Bliley Act (GLBA), Communications Assistance for Law Enforcement Act (CALEA), Federal Information Security, and Management Act (FISMA), and the Payment Card Industry Data Security Standard (PCI).

Experience: Prior experience at an educational institution and/or in project management is preferred.

Prior experience as a systems administrator or within a similar technical role is also preferred.

Prior experience with telecommunications systems preferred.

Prior experience with research methodology is a plus.

A demonstrated understanding of IT issues impacting diversity, equity, inclusion, and accessibility. Prior experience with essential web accessibility components including WCAG 2.1 and ARIA are preferred.

Knowledge, Skills, and Abilities: Knowledge of information technology demand and/or supply-side governance is preferred.

Physical Requirements and Working Conditions:

Work is generally performed in an office environment with minimal exposure to health or safety hazards. Minimal physical exertion is required.

There may be rigid timelines and deadlines with interruptions and distractions. Learned physical skill is required for using a computer. Considerable use of a computer requires long periods of sitting at a desk and exposure to video display terminals.

Must be able to effectively communicate technical information at in-person and virtual meetings to a wide variety of individuals. Night and weekend hours may be required to meet project deadlines or make changes with minimal interruption to users. Occasional travel is required.

Essential Duties:

  • Provide leadership on emerging technologies and create opportunities for staff development in those areas. Advise key campus constituents on technology advancements affecting instructional applications, collaboration support, student support, and financial and business affairs. Provide user support for the adoption of new technologies.

  • Develop a strategic college technology plan and execute corresponding projects, including acquiring and implementing purchased software, computers, networking hardware, and telecommunications equipment.

  • Establish and maintain an IT Governance practice that ensures proper collaboration, governance, and allocation of technology and college resources.

  • Coordinate with Deans and Directors to ensure access to proper equipment and software for academic programs and classrooms.

  • Work with campus stakeholders to raise awareness of security and risk management concerns. Ensure Payment Card Industry (PCI) compliance and work with campus stakeholders to increase and raise awareness around other compliance areas such as GLBA, GDPR, FERPA etc.

  • Work collaboratively with administrators, deans, faculty, academic and administrative staff, and students to identify effective uses of technology to advance operational and learning objectives.

  • Advise the Vice President, Finance and Operations, on all policy, practices, cyber security, and strategic business decisions related to maintaining, implementing, and integrating information technology resources and services that support academic, student, and administrative initiatives and programs.

  • Serve as a campus-wide contact to all college staff in planning college computing, network, internet services, and telecommunication needs.

  • Responsible for overseeing the overall integrity of data, as well as the updating, quality assurance, and control of all software applications. Maintain a general working knowledge of all enterprise systems, applications, and institutionally developed solutions.

  • Provide leadership in the definition and accomplishment of department goals and objectives for institutional effectiveness. Work collaboratively with departments college-wide to plan telecommunications, personal computer, network, media, and administrative applications service delivery.

  • Overseeing the securing of quotes or preparing bid specifications for large technology purchases, such as major computer systems or telecommunication services. Act as a principal evaluator and make recommendations to the Vice President, Finance and Operations. May present information to the Board of Education related to these purchasing decisions.

  • Prepare and administer computer, software, and communications budgets to ensure the fiscally responsible use of college funds in the maintenance of the investment in technology resources and data. Prepare and administer central infrastructure, technology fees, and PC replacement budgets.

  • Participate in capital building projects as a resource for incorporating technology into new and remodeled buildings. Work with architects and campus users during the design process and with the contractor during the build process to ensure that connections for network, media, telephone, and other technology are built-in and integrated into college infrastructure.

  • Manage all staffing responsibilities for the department. Exercise full supervisory authority over assigned staff, including hiring, training, evaluation, performance management, termination, resolving conflicts, coaching, and discipline personnel per guidelines established in administrative rules and collective bargaining agreements.

  • Develop and implement ongoing staff training and development activities that maintain administrative capability and processes in compliance, while prompting strong coordinated care and a culturally competent approach to supporting students and staff. Encourage appropriate professional development opportunities for department staff. Participate in pertinent professional development.

  • Participate in planning and such other efforts as appropriate to keep the college and department contemporary and effective. Initiate and volunteer such efforts as will further the college goals and the fulfillment of the College Mission, Values, Core Themes and Strategic Goals.

  • Responsible for ensuring compliance with safety regulations, employee safety training, OSHA compliance, and emergency planning related to the area of control. Oversee the preparation and submission of required compliance reports.

  • Must remain current on available technology, aware of technology directions, and new regulations.

  • Assume and perform such other duties and responsibilities as assigned.
