DHRM seeks to hire a Chief Information Officer (CIO) to play a critical role in designing and maintaining a technology portfolio that supports workforce excellence. As a member of the agency's executive team, the CIO will have an opportunity to establish a culture of innovation and customer focus through the strategic leadership of state government's central human resources technology programs, platforms, systems, and resources.

The CIO has responsibility for a team of 22 full-time employees and a varying number of wage and contract staff. The CIO must be a leading voice willing to challenge the status quo and will have a significant role in working with the Virginia Information Technology Agency (VITA) and the Department of Planning and Budget to build business cases, obtain support and acquire resources for technology needs.
As CIO, you will be leading efforts to retire multiple legacy systems and introducing centralized, modern technology platforms and architecture to support the human resources needs for agencies and employees of the Commonwealth. The successful candidate will have significant, demonstrated, progressively responsible and effective IT management experience and will possess knowledge of current IT utilized for workforce data including: systems analysis, design, construction, integration, operation, security and maintenance. The candidate must have a demonstrated ability to provide strategic IT advice to executive stakeholders and be able to provide leadership and guidance in the delivery of multiple complex projects.
Demonstrated project management experience, the ability to direct the planning and implementation of enterprise systems, the ability to prioritize IT initiatives, balance demand on resources between new project implementation and break/fix maintenance. A successful candidate will have knowledge of project management and agile practices. Candidate must have the ability to evaluate and maintain current IT systems while successfully planning for and deploying future IT systems.
The successful candidate will be able to recruit, develop, motivate and retain a cross-functional, highly skilled team and appropriately interact with consultants and outside vendors. Excellent communication and presentation skills in written, verbal and electronic formats is required, as well as, the ability to communicate IT concepts and projects to persons with varying levels of computing competence. The successful candidate will be able to develop, administer and communicate budget details and will positively represent the agency before executive level decision makers.
Ability to lead and influence others and make sound business decisions in light of changing priorities or financial constraints. Experience in building consensus and resolving enterprise-level issues in a large organization.
Advanced degree in information technology or a closely related field is preferred; PMP and ITIL Foundation certification. Considerable to extensive leadership experience and expertise in developing a vision, designing, implementing and supporting complex technologies along with effective resource management.
Strong business acumen, budget development and oversight, extensive problem-solving, ability to influence and solid negotiating skills. Considerable knowledge of the principles of transformational leadership. Demonstrated experience in being an agent of organizational change. Advanced knowledge of current and emerging technologies, strategies, and programs, and how to utilize those technologies to optimize the efficiency and effectiveness of businesses; Ability to apply a strategic approach to collaborate and communicate with stakeholders at all levels of state government or similar organizational structures.
