Chief Human Resources Officer, Vice President for Human Resources and Payroll

George Mason University seeks candidates and nominations for their next Chief Human Resources Officer (CHRO), Vice President of Human Resources and Payroll. This position will report to the Senior Vice President, Finance & Administration and is a key member of the executive leadership team. The CHRO will be responsible for working collaboratively across the university with key stakeholders to engage in a people-focused mission-driven organization that is in alignment with the strategic goals and objectives of the university.

The CHRO is responsible for these essential functions:

  • Providing oversight for $7.4 million departmental budget.

  • Leading and engaging a diverse & skilled staff of 70 who direct and manage the university's comprehensive Human Resources function.

  • Providing both HR & Payroll technical expertise and professional development and support to build a collaborative and caring team.

  • Contributing to the organization's effectiveness by facilitating continuous improvement, change and transition to support Mason's change and growth.

  • Chairing University-wide committees that measure and work to improve Mason's sense of collaborative, caring and well-being community. Quality of Work/Life and Family Matters are two of those committees.

  • Collaborating with Compliance, Diversity & Ethics, Risk Management, Information Technology Services (ITS), Provost's Office, and University Audit initiatives that impact the university-wide HR & Payroll functions.

  • Supporting and contributing to university governance groups through Faculty & Staff Senates.

  • Directing the University's 401A and 403(b) programs (which are opt-out from the Commonwealth of Virginia).

  • Chairing the university's Investment Policy Committee and provide annual BOV reporting.

  • Collaborating with Commonwealth of Virginia agencies with whom Mason interacts: DHRM, VRS, DOA, and SCHEV. Monitor legislative and Code of Virginia issues which relate to HR & Payroll.

  • Participating with VA Chief HR Officers Council & CUPA-HR as relevant University HR professional associations.

  • Keeping pace with innovations in the field and rapidly-changing federal and state laws.

  • Creating programming and professional opportunities for rewarding and engaging Mason faculty and staff, helping to support the application of Mason values.

  • Promoting and marketing Mason as a diverse, inclusive employer of choice.

Required Qualifications

  • Master's degree in a relevant field and at least 15 years of progressive senior HR leadership roles.

  • A strong commitment to & experience with the values of diversity and inclusion.

  • A collaborative leadership style.

  • Customer service oriented (both internal and external).

  • Proven ability to revamp/modernize a large scale talent acquisition process.

  • Organizational design / workforce planning experience.

  • Experience with HRIS/ERP systems/technology.

  • Exceptional interpersonal, oral & written communications skills.

  • Demonstrate exemplary professional & personal integrity.

Preferred Qualifications

  • Public Sector/Higher Education or equally transferable industry experience

  • Experience with federal employment laws and IRS code benefit regulations, executive benefits and executive compensation, workforce planning, modernizing a large-scale talent acquisition process.

Responsibilities: * Strategy, leadership and oversight of Human Resources operational services delivery, supporting processes and technology solutions including: Classification & Compensation, Benefits, and Payroll, in a continuous improvement culture. * Establish services orientated delivery model, identifying, leading and coaching team to execute HR Operations excellences with efficiency and effectiveness. * Develop and organize teams by providing an exceptional level of customer service and ensuring compliance with federal, state, local and University regulations and policies. * Collaborate with other functional leaders and business partners to assure programs, policies and initiatives are developed and delivered. * Provide strategic HR oversite of state and federal laws and regulations affecting operations at George Mason University. * Consult and partner with business units and Provost Office on compensation strategy to develop and manage a viable compensation plan. * Communicates with and educates managers and employees on changing legislation and/or University policy with respect to employee compensation and benefits. * Develop and oversee fiscal controls and audit practices. Primary unit contact for all audit requests. Provide leadership and technical expertise to continuously improve payroll processing and communication with customers in regards to payroll standards and best practices to ensure tax and financial reporting requirements are met. Review and consult with business partners on complex tax issues including multi-state, international and expatriate issues; * Ensure accurate and timely reconciliations and prompt payment of payroll deductions and benefits; * Recommend changes in methods or procedures to improve the efficiency of Banner as it relates to core HR competencies to include Compensation, Benefits, and Payroll. * Development of meaningful KPI's and other metrics as measurement and predictive analytical tools. * Ensure sufficient oversight and controls are maintained that mitigate risk, and ensure compliance in all areas while continuing to ensure segregation of duties when needed. Qualifications: * Bachelor's degree in human resources, accounting, finance, or a related field with equivalent experience required. * Master's degree preferred. * Relevant professional certifications to include SHRM-CP/SCP, PHR/SPHR, Certified Payroll Professional (CPP), Certified Employee Benefits Specialist (CEBS), or Compensation Management Specialist (CMS) preferred. * Minimum of ten (10) years of HR leadership experience in a large, complex organization with multistate and international footprint. Experience in higher education or a public setting is preferred. * Extensive working knowledge of laws and regulations related to organization-wide Benefits, Classification & Compensation, and Payroll departments. * Extensive knowledge of international, federal, state and local tax regulations, and demonstrated experience developing and implementing payroll processes in compliance with payroll standards, legal compliance and best practices and tax filings, including 941 and 1042-S. * Extensive experience in managing benefit, retirement, and leave programs. * Deep understanding of interfaces and account reconciliations. * HRIS system management experience required. Banner, ADP, and time collection systems experience desirable. * Demonstrated experience in successfully partnering with multiple stakeholder groups from diverse backgrounds and build consensus in a large, rapidly growing organization. * Strong business acumen to understand key business drivers, organization communications and data, organizational and unit performance measures, as well as understand the impact and implications of decisions on leadership objectives. * Excellent analytical, oral, written and interpersonal communication skills.
