General Overview
Under administrative direction; administers, directs, manages and monitors an agency fiscal (revenue) control unit function; supervises personnel responsible for the fiscal duties within the agency; prepares financial reports and documents as required to support management in the budgeting control processes. Performs other related duties as required.
Required Qualifications
Any combination of training and work experience which indicates possession of the skills, knowledge and abilities listed below.
Bachelor's degree in accounting, business, finance, or other related discipline, plus three (3) to five (5) years of experience in an administrative position with supervisor background and experience in governmental accounting procedures.

Advanced knowledge of data entry retrieval equipment*. Ability to deal with variables & determine specific action; use statistical analysis; interview job applicants effectively in written or oral form; communicate effectively; establish friendly atmosphere as division or section chief; prepare concise, accurate and meaningful reports; define problems, collect data, establish facts and draw valid conclusions; gather, collate and/or classify information about data, people and/or things; interpret a variety of instructions in written, oral or picture form. Job Duties
The duties listed below are intended to depict tasks performed by this classification.
Supervises, manages and directs the assigned agency staff responsible for performing duties of a fiscal control function; administers the policies, procedures required for the collection of fiscal data and/or monies; establishes and recommends departmental policies and procedures as necessary or required; attends related management meetings on agency policy and adjusts unit policy as necessary; ensures policy is implemented; represents unit in the absence of unit head concerning fiscal matters; assigns and reviews staff work; may participate in job applicant interviews; receives and adjust employee grievances within the unit guidelines; evaluates employee work performance; recommends commendation and discipline as necessary.
Initiates and monitors purchase order actions and documentation for unit; researches and drafts bid specifications for obtaining unit capital equipment or supplies and submits for approval; monitors unit financial accounts and reconciles balances as needed; sets up and maintains unit inventory control procedures and reports.
Prepares capital asset and depreciation schedules; review and analyze escrow funds, revenues, receivables, liabilities; collects data (from all agencies of County Government) and compiles reports; enters data into database; reconciles receipts and deposits; advises division or agency managers on matters involving the fiscal functions of the unit; assigns and supervises special research projects initiated by director; unit head or elected official in their absence regarding fiscal matters and in various public and private sector meetings.
Fiscal Functions
Develops and coordinates budgeting and fiscal activities and controls and plans
Establishes and institutes guidelines and procedures for agency budget preparation
Revises and authorizes agency expenses
Formulates policies governing accounting, budget control, external audits, cash receipts and disbursements
Researches, coordinates, analyzes and develops projects and studies with the goal of furthering the proficiency, professionalism and accuracy of Budget and Finance
Reviews and analyzes data for potential impact on agency budgetary status, suggests and makes budget adjustments with concurrence of Director/Assistant Director
Reviews and approves all purchase orders
Advises staff on personnel and overtime requests
Advises Director/Assistant Director on status of agency finances
Supervisory Functions
? Interviews applicants and makes recommendations; initiates actions for the termination of employees
? Trains new and current staff
? Assigns and reviews work of subordinates
Completes performance evaluations of subordinates' work
Conducts staff meetings; provides direction
Disciplines and/or commends subordinates
Identifies training needs and recommends appropriate sessions, seminars and presentations. Evaluates training effectiveness
Hears complaints, grievances and recommends resolutions
Prepares and maintains files, records, reports, memoranda, policy statements, correspondence, and performance statistics
Monitors and reviews work assignments to ensure accuracy and compliance of state and federal polices
Follows, enforces and establishes procedures and participates in development and implementation of division policies and procedures
Administrative Functions
Represents Deputy Director as assigned
Directs and manages division programs and operations in accordance with federal, state and county established guidelines
Responsible for fiscal program design, implementation and evaluation process
Creates and enforces policies and procedures applicable to the department or other departments where such policies or procedures affect other agency programs and operations
Directs planning, resource and organizational development as it pertains to Budget and Finance
Formulates administrative controls and approaches to fiscal problems
Researches and responds to inquiries and complaints from staff, government officials, and the general public via e-mail or telephone
Plans and carries out work assignments provided by the Deputy Director independently; consults with Deputy Director when unusual circumstances arise
Compiles, prepares and submits financial reports to State, County and Agency officials
Maintains current knowledge of developments in field and keeps abreast of all agency reporting requirements
Prepares documents, correspondence, directives and reports
Enforces financial procedures
