CFO Hub is looking for a Full-time Chief Financial Officer for a client , this position is not with CFO Hub.

A well-established utilities company is looking for a CFO to join their growing team! This is a temporary position with an opportunity to go full-time dependent upon performance.

JOB SPECIFICATION

  • Directs, assigns, and monitors the work of assigned staff members; provides clear, concise, and consistent direction; maintains a positive and productive work environment; as assigned, evaluates work performance according to District standards and recommends and implements appropriate corrective actions as necessary.
  • Provides day-to-day leadership and works with staff to ensure a high performance, customer service-oriented work environment which supports achieving the department's and the District's mission, strategic plan, objectives, and values.
  • Participates in the development and implementation of goals, objectives, policies, and priorities for assigned services and programs; identifies resource needs; recommends and implements policies and procedures, ensuring alignment with the District's strategic and operational plan.
  • Manages and participates in the development and administration of the department's annual budget; directs the forecast of additional funds needed for staffing, consultants, contractors, equipment, materials, and supplies; directs the monitoring of and approves expenditures; directs and implements adjustments as necessary to meet changing conditions.
  • Manages the debt financing program, including the issuance and management of long and short-term debt financing; assures District compliance with debt covenants and disclosures, coordinates required updates and presentations to debt rating agencies.
  • Directs the District's treasury functions; manages investment programs and ensures investment activities comply with policy requirements; monitors and evaluates investment performance, developing strategies to improve investments; develops and implements investment policies and practices; monitors legislative activities, accounting promulgations, and tax regulations and legislation that will affect the Districts; financial reporting, debt management, investment, and accounting practices.
  • Directs risk management activities, including acquisition of appropriate insurance coverage, identifies self-insurance levels, negotiates coverage requirements and obtains and verifies evidence of coverage from District contractors; assumes risk management responsibility for property and liability insurance and claims programs and the risk transfer program; oversees the investigation, reporting, and recommendation of action related to accidents resulting in employee or public injuries and damage to property misses; oversees and serves as staff liaison between potential or actual claimants, claims adjusters, management, and attorneys; assists in investigating and resolving liability claims, the pursuit of recovery from third parties on claims and from parties that damage District property.
  • Evaluates and monitors the District's financial position; oversees the issuance of periodic financial and operating reports; confers with District staff to develop and establish financial planning and expense control programs.
  • Oversees the development of the District budget; analyzes and reviews information provided by employees for reasonableness and accuracy; prepares all data, written materials, and financial information; coordinates with the General Manager in packaging the budget for the Board and public to clearly understand it.
  • Oversees water billing, payments and collections and ensures customer conflicts regarding billing or meter issues are resolved in an efficient and timely manner.
  • Plans and directs cost-effective water conservation programs consistent with the Best Management Practices, including the identification, evaluation, and implementation of measures essential to the efficient use of the District's water supplies.
  • Oversees a variety of conservation and water use efficiency functions and assures preparation of the District's Urban Water Management Plan and Best Management Practices Report.
  • Assumes responsibility for contract review; reviews District bids, RFPs, and contracts to determine conformance with District policies for insurance requirements and contractual agreements; coordinates with General Manager, Finance committee, and Board of Directors to hire auditor; oversees annual audit.
  • Provides strategic and tactical financial advice to the General Manager regarding budget operations, and general and administrative issues; prepares and presents staff reports and other necessary correspondence. Provides information to the General Manager, Board, other managers, and District

MINIMUM QUALIFICATIONS

Knowledge of:

  • Operations, services, and activities of a comprehensive financial services program; organization and management practices as applied to the development, analysis, and evaluation of programs, policies, and operational needs of the assigned are of responsibility.
  • Principles and practices of employee supervision, including work planning, assignment review and evaluation, discipline, and the training of staff in work procedures.
  • Principles and practices of leadership.
  • Advanced principles and practices of governmental accounting and finance including treasury functions and internal controls, budget preparation and administration.
  • Generally accepted accounting principles and practices; governmental accounting and reporting practices, principles, and theories, internal control principles and procedures, and cash management principles.
  • Principles and procedures of financial record keeping and reporting; Records management principles and practices; principles of business writing and report preparation.
  • Advanced methods and techniques used in customer service and public relations including billing and collection procedures, and customer service skills; water use efficiency laws, regulations, best management practices and techniques; principles of efficient landscape irrigation and design.
  • Advanced principles, procedures, standards, practices, trends, techniques, and information sources in the field of water efficiency; local, state, and federal legislation and regulations regarding water policies including SB120 and SB 998, Water Use Efficiency Ordinance, long-term and short-term water shortage contingency plans.
  • Principles and techniques for working with groups and fostering effective team interaction to ensure teamwork is conducted smoothly.
  • Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and District staff.
  • The structure and content of the English language, including the meaning and spelling of words, rules of composition and grammar.
  • Modern equipment and communication tools used for business functions and program, project, and task coordination, including computers and software programs relevant to work performed.

Ability To:

  • Provide administrative, management, and professional leadership for the Financial and Customer Services program; provide administrative and professional leadership and direction for the division and the District.
  • Select and supervise staff, provide training and development opportunities, ensure work is performed effectively, and evaluate performance in an objective and positive manner.
  • Prepare, administer, and monitor a division/department budget; prepare and administer large and complex budgets; collect, analyze, evaluate, and interpret complex information and data including complex financial data.
  • Ensure adherence to generally accepted accounting principles (GAAP); perform mathematical calculations including percentages, fractions, decimals, present and future values, ratios and apply algebraic concepts.
  • Manage and direct diverse functional areas of assignment including water conservation and customer service; handle difficult situations professionally and resolve conflict with tact and discretion; provide administrative, management, and professional leadership for the Customer Service Program.
  • Establish and maintain effective working relationships with all levels of District management, staff, member agencies, outside auditors and others.
  • Understand, interpret, and apply all pertinent laws, codes, regulations, policies and procedures, and standards relevant to work performed.
  • Effectively represent the department and District in meetings with governmental agencies; community groups; various business, professional, and regulatory organizations; and in meetings with individuals.
  • Independently organize work, set priorities, meet critical deadlines, and follow-up on assignments.
  • Effectively use computer systems, software applications, and modern business equipment to perform a variety of work tasks.
  • Communicate clearly and concisely, both orally and in writing, using appropriate English grammar and syntax.
  • Use tact, initiative, prudence, and independent judgment within general policy, procedural, and legal guidelines.
  • Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work.

Education and Experience:

  • Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be: Equivalent to a bachelor's degree from an accredited college or university with major course work in accounting, finance, or related field. CPA required; MBA is desirable.
  • Eight (8) years of increasingly responsible financial management experience in a governmental agency including five years of management and administrative responsibility. Financial management and customer service experience in a utility is desirable.

Certifications and Licenses:

  • Valid class "C" California Driver's License and a satisfactory driving record.
