Balfour Beatty Rail (BBR) in Denver Colorado, is seeking a Chief Financial Officer for the Denver Transit Operations, which is part of the Denver Transit Partners team (DTP). This 29 year O&M obligation in JV with DTP, the Regional Transportation District selected concessionaire for the Eagle P3 Project, is comprised of a partnership between Fluor Enterprises, Inc. (a unit of Fluor Corp.); Balfour Beatty Rail Inc., ACI, Ames Construction and HDR.
The Chief Financial Officer has overall responsibility for the financial operation of the organization, including budgeting and planning, change management, accounting and financial reporting, benefit administration including company 401K plan, managing the contract and procurement organization, oversees company warranty process and the administration of the small business enterprise requirements.
Prepares monthly, quarterly, and annual reports summarizing and forecasting company business activities and financial position in areas of revenue, cost and profit based on the past, present and expected operations.
Develops credibility for the accounting department by providing timely and accurate analysis of budgets, financial reports, financial trends and cash flow projections.
Manages all Company banking.
Oversees payroll using the ADP payroll system.
Manages the department's use of the Microsoft Dynamics GP Accounting System.
Manages contractual Small Business Enterprise program including reporting, good faith efforts and reporting to client.
Manages audits including internal, tax and 401K audits.
Manages the procurement of service contracts, spare parts, materials and supplies. Negotiates contracts with suppliers.
Develops and implements policies and procedures to ensure compliance with SOX, GAAP and other applicable regulations and standards.
Manages Accounts Payable, processing invoices and payments in a timely manner.
Completes cash forecast and cash management responsibilities.
Produces monthly invoices to the client, reflecting all phases of work and includes scheduled fixed payments and adjustments based on performance.
Manages the annual budget process, summarizing past expenditures, projecting future expenditures and prioritizing funding requests from departmental managers. Coordinates with departmental managers to make sure that their budgetary requirements are well documented.
Completes monthly, annual and project to date analysis of project performance driving company performance including identification of efficiency improvements.
All other duties as assigned.
CPA or Master's degree in business administration, accounting, finance, operations analysis or computer science required.
Minimum of ten years of professional level work experience in business administration, accounting, budget management or similar duties. This includes some experience in a supervisory role.
Experience in establishing and/or implementing policies and procedures to control business processes.
Experience in supporting personnel in operational and/or production roles.
Experience in negotiating with suppliers and subcontractors.
Experience in establishing, calculating and reporting performance indicators.
Experience in managing an accounting group.
Experience working within a Joint Venture enterprise.
Proficiency with Microsoft Office Suite and business accounting systems.
Must be eligible to work in the U.S., successfully pass a pre-employment background check, and credit check
Must pass a pre-employment drug and alcohol screening and be willing to comply with the DTO Drug and Alcohol Policy
A/E/C Accounting/Finance backgrounds highly desired, but, not required.
Ability to manage time and workload effectively.
Ability to work flexible hours including evenings and weekends as necessary.
Ability to research and analyze or an equivalent combination of education, experience, knowledge, skills, and abilities.
