The Ohio Department of Medicaid (ODM) is committed to improving the health of Ohioans and strengthening communities and families through quality care. In 2020, ODM introduced a new vision for Ohio's Medicaid program -- one that strengthens Ohio's future and ensures everyone has the chance to live life to its full potential.

Today, more than 90 percent of Ohio Medicaid members are supported by managed care organizations. During the year ahead, ODM will begin implementing a new vision for care; focusing on the individual, a strong partnership among MCOs and the department, and supporting specialization in addressing critical needs.

A program that puts the individual first

Adopting Governor DeWine's philosophy of service to Ohioans, ODM embarked on an aggressive effort to redesign its managed care program. The goal is to provide more personal, holistic care and supports for millions of Ohioans served by Medicaid. Listening to feedback from more than 1,100 individuals and organizations we identified five procurement goals that would put the individual front and center of Medicaid's program and policy decisions. They are:

  • Emphasize a personalized care experience,

  • Improve care for children and adults with complex behavioral health needs,

  • Improve wellness and health outcomes,

  • Support providers in better patient care and

  • Increase program transparency and accountability.

During this time of re-invention, ODM seeks a Chief Financial Officer who will embrace change, foster innovation, protect taxpayer dollars and focus on the needs of consumers, providers, legislators, and stakeholders.

As an ideal candidate, you should have executive leadership skills, financial expertise, and a proven ability to champion the agency's mission and vision across a variety of audiences and situations. You will guide the financial planning and fiscal governance of the state and federal funds that make up Ohio's multi-billion Medicaid budget, ensuring every dollar invested is leveraged to deliver optimum care and support for nearly 3 million Ohioans.

ODM's Office of Fiscal Operations consists of 3 sections: Rate Setting/Cost Setting, Budget, and Accounting & Reporting Services.

Working alongside ODM's Director in strategically planning the direction and financial policy for Medicaid's diverse programs and services, as the Chief Financial Officer (CFO) and member of the Senior Staff, your responsibilities will include:

  • Providing policy guidance, program proposals, and budgetary recommendations to ODM's Director and senior leadership to fortify the agency's fiscal integrity and return on investment.

  • Designing and implementing innovative financing approaches to advance value-based purchasing and strategic acquisitions and partnerships.

  • Developing and implementing ODM's budget annually, monitoring budget expenditures, forecasts and performance throughout the fiscal year and providing guidance to ODM's Senior Staff regarding regulatory and financial policies for which the agency is responsible.

  • Testifying and representing ODM at legislative meetings and public hearings.

  • Change agent with strong credibility and influencing skills and the proven ability to build relationships and influence stakeholders.

  • Ability to interface effectively with all levels of the organization as well as other sister agencies of state government and other organizations outside of ODM.

  • Strong listening skills; able to drive a positive employee relations culture.

  • Bias toward actionable, measurable results that strengthens the care continuum, streamlines back-office administration and increases operational efficiencies in support of ODM's next generation program.

  • Strong interpersonal and organizational skills, with a highly collaborative working style and a commitment to diversity and inclusion.

  • Ability to work in a matrix environment, influence and motivate diverse teams to achieve a unified goal.

  • Bachelor's degree from an accredited university or college in Finance, Accounting, Operations Management, Business Administration or related field.

  • Minimum of 10 years of combined experience in finance, accounting, corporate audit, compliance or controllership, with three or more years of strong executive leadership experience.

  • Strong financial management, project management and analytical skills.

  • Experience managing complex projects with multiple stakeholders through successful completion within time constraints.

  • Strong executive presentation skills, written communication skills and experience with a variety of computer software applications and data processing systems.

We also offer focused care for individuals whose primary psychiatric diagnosis is accompanied by co-occurring addiction. Your Impact as CFO The Facility CFO is an integral part of the senior leadership team and expected to participate in the financial and functional decision-making processes necessary for the successful attainment of the facility's operational and financial goals. The Facility CFO has responsibility and is accountable for overall financial operations and is responsible for all aspects of the day to day fiscal management of the facility. Responsibilities Your Responsibilites as CFO * Ensures that monthly financial statements are completed timely and accurately. * Ensures that all balance sheet accounts are reconciled on a monthly basis and in compliance with company policies and standards and that any outstanding variances are identified and corrected timely. * Prepares corporate required reports (including the Monthly Operating Report, Monthly Certifications, Corporate Disclosures, Forecasts) timely and accurately. * Ensures all accounting and business office policies and required internal controls are in place to facilitate a clean audit with no material audit adjustments or deficiencies found. Ensures that all approval processes are in place. * Directs the operations of the Revenue Cycle to ensure that accounts receivable are collected timely and uncompensated care is kept to a minimum. Strives to achieve goals for cash collections and AR days and to reduce bad debt and denials. Routinely reviews revenue cycle metrics to proactively identify and address issues affecting overall performance. * Is actively involved in ensuring Front End Revenue Cycle processes are in place including ensuring the insurance verification is completed on 100% of patients, working with the Financial Counselor to ensure proper determination of patient portions and approval of any discounts or charity and proper logging of upfront collections. * Maintains a thorough working knowledge of federal, state and managed care reimbursement methodologies to ensure that facility is paid accurately and revenue deductions are recorded accurately. Facilitates preparation of any required cost reports. * Supervises Accounting, Patient Accounting, Health Information Management, Materials Management and other departments assigned by the CEO. These departments may include, but are not limited to, Health Information Management, Materials Management, and Human Resources. Ensures department is adequately staffed and trained. * Ensures compliance with Group Purchasing contract and monitors purchases to ensure supply costs are kept to budgeted levels. * Prepares annual operating budget and participates in the annual strategic planning process which serves as a basis for the budget. Provides ongoing analysis of variances from budget and assists the CEO in implementing changes needed to achieve budget goals. * Prepares annual capital budgets and Capital Equipment Requests. Ensures assets and related depreciation is recorded accurately and in compliance with company policies. * Provides financial leadership and guidance to facility managers. Trains managers on financial matters and provides routine feedback regarding department performance. Job Requirements Your Qualifications as CFO * Bachelor's degree in Accounting or business related field with major in Accounting. * Minimum 2 years successful CFO experience in a healthcare setting desired. * Previous Behavioral healthcare experience highly preferred. * Previous experience with a proprietary healthcare system highly preferred. * CPA or Master's degree a plus. * Proven financial analysis skills. * Experience working with information technology and proficiency with software packages including Excel and Word. * Demonstrated leadership ability. * Demonstrates excellent communication skills, both written and verbal. * Ability to think strategically and solve problems. * Ability to establish and maintain effective working relationships with facility staff, physicians and corporate staff. * Ability to lead with a high degree of emotional intelligence and ethics.
