Title: Chief Financial Officer
CHARACTERISTICS OF THE CLASS: Responsible for the overall financial position of the Park District by establishing operating guidelines and policies for all Chicago Park District financial decisions including investments, budgeting, financial reporting, purchasing and cash management. Responsible for management of all Chicago Park District financial accounts.
Makes investment and finance decisions. Supervises department heads and staff whose responsibilities involve finances and related issues. Responsible for all aspects of debt management, issuance and maintaining relationships with the rating agencies. Reports to Superintendent and Chief Executive Officer. Performs related duties as assigned or required.
EXAMPLES OF DUTIES:
Makes all investment decisions and financial decisions to both preserve and generate revenue and minimize losses.
Explores, analyzes and advises as to alternative financing options.
Manages bond funds.
Develops strategies to effectively manage and reduce debt service.
Manages internal and external financial audits.
Plans, manages and monitors, the annual and capital budgets and property tax levy.
Oversees annual budget process; prepares and presents annual budget; monitors departmental and regional budget compliance through regular reports and frequent audits.
Manages and supervises all operating cash flows including payroll and accounts payable and receivables.
Oversees purchasing process and monitors expenditures.
Helps regional accountants prepare and administer budgets, prepare schedules and related analysis for auditors.
Works with energy provider to hedge supply costs when appropriate.
Assists in labor negotiations.
MINIMUM QUALIFICATIONS:
Training and Experience: A master's degree in accounting or financial management plus ten years' experience which includes position as financial officer of a state or local government, of a consumer-oriented company, or director of corporate or public finance division of a bank or financial services company, or an equivalent combination of education and experience is required.
Knowledge, Skills and Abilities: Knowledge of finances, accounting, bond issuance, public pensions and budgeting. Ability to manage, leverage and coordinate a wide range of departments and functions. Ability to make informed judgments on investments and finances. Able to collaborate with leadership across all areas of the Park District and make, communicate and implement decisions. Ability to work with and develop strong relationships with an appointed Board of Commissioners. Budgeting, cost management and administrative skills. Strong communication skills.
Conditions of Employment
As a condition of employment with the Chicago Park District, employees are required to:
Establish/Maintain Chicago Residency - Employees are required to live full-time within the geographic boundaries of the City of Chicago at the time of appointment or provide written agreement at the time of initial appointment to establish full-time place of residence within the City of Chicago within a thirty-day period.
Work Environment:
Performs tasks that involve use of hands to finger, handle or feel, reaching, walking, bending, stooping, standing, kneeling, climbing, reaching and sitting. May perform lifting tasks up to 15 pounds
