Summary of Position:

The Chief Financial Officer (CFO) is responsible for all financial and fiscal management aspects of Barton Health. The CFO is accountable for the strategic planning, business development, product development and financial reporting and ensures compliance with all regulatory reporting requirements. The CFO plans, organizes and directs the finance, payroll and revenue cycle departments to include the development, interpretation, coordination and administration of the hospital's policies on finance, accounting, payroll, insurance, financial/accounting systems, internal controls and auditing, and all aspects of revenue cycle management. In conjunction with the Board of Directors and senior leadership, The CFO establishes financial controls and policies for the corporation and ensures adequate financial resources for Barton Health's activities while maintaining compliance with rules and regulations of regulatory agencies, adherence to policies and procedures and Barton Health's Code of Conduct.

Qualifications

Education:

  • Bachelor's Degree in Accounting, Financial Management, or Business required. Master's degree preferred.

Experience:

  • Ten years successful financial/accounting experience in the health care setting.

  • Three years of previous supervision and management experience.

  • Experience working with Epic electronic medical record system.

Knowledge/Skills/Abilities:

  • This position requires a seasoned and competent financial executive who is able to engender trust in whomever they interact with.

  • This individual must possess excellent presentation, verbal and written communication skills.

  • Demonstrated knowledge of accounting principles, financial analyses and familiarity with healthcare regulations is required.

  • Knowledge of database and accounting computer application systems to supply the most accurate financial information.

  • Extensive knowledge of healthcare financial management, healthcare reimbursement, budgeting concepts, payroll systems and payroll requirements.

  • Strong analytical, organizational and communication skills, including active listening, written and presentation skills.

  • Ability to constructively discuss issues by inviting varied perspectives and facilitating consensus; comfortable in making quick decisions when necessary as well as in conflict management.

  • Must be able to effectively interface and develop collaborative relationships with medical group, Board of Directors, and hospital executive team, as well as business partners.

  • Must function within a fast-paced environment and possess the ability to respond effectively to challenges of managing operations within a highly competitive, rapidly changing and increasingly complex healthcare market.

  • Documented strength(s) related to hiring, leadership team building and the creation/maintenance of a productive environment that promotes initiative, innovation, and continual learning.

Certifications/Licensure:

  • Possession of a valid driver's license in the employee's state of residence.
  • CPA preferred.

Essential Functions

  • Provides consistently exceptional care at all times.

  • Manages hospital financial resources through the coordination of finance, accounting, insurance, financial/accounting systems, internal controls and auditing activities.

  • Directs the preparation of financial statements in accordance with generally accepted accounting principles.

  • Coordinates annual audit of financial statements.

  • Presents financial statements at monthly board meetings and provides explanations for financial performance.

  • Manages Barton Health's cash flow and investment activities to ensure adequate cash availability for operating needs and appropriate investment returns in conjunction with Investment Policy.

  • Develops reports to meet all organizational and regulatory requirements, including reports that outline the hospital's financial positioning of all assets, liabilities, income and expense to include current and projected operations.

  • Oversees the functions of reimbursement, budget, patient accounting and general accounting, which includes general ledger accounting, accounts payable and cashiering.

  • Recommends budget planning guidelines and prepares operating and capital budgets, ensuring income supports activities.

  • Develops and maintains an effective system of accounting and cost determination. Reviews and modifies cost system and data collection to ensure maximum cost reimbursement for patient services.

  • Prepares and ensures timely filing of federal, state, hospital association and third party reports.

  • Ensures hospital insurance protection is current and sufficient to protect the hospital from liability and loss.

  • Participates with the Board and senior management in the strategic evaluation of new business opportunities. Assists in the design and development of new business opportunities with existing operations. Reviews business development plans to ensure adequate return on company assets. Incorporates new business opportunities with company financial reporting metrics.

  • Participates in hospital and medical staff committees as required, and actively participates in professional and civic organizations.

  • Develops and manages the organization's budget according to organizational goals and objectives. Manages the budget to accomplish identified objectives. Monitors variance on an ongoing basis, and ensures annual budget review and revisions are completed as required.

  • Responds to the needs of the department by performing other duties, as necessary.

The CMO works closely with the Chief of Staff and other physician leaders, including department, committee chairs and department service directors. He or she must be responsive to the concerns and needs of medical staff members and is expected to foster and contribute to a close and mutually beneficial relationship between the medical staff and hospital management. The CMO participates in implementation of new service lines and in the evaluation of existing programs. The CMO provides: Supervision of the Medical Directors, Medical Staff Office, Graduate Medical Education and Orthopedic Fellowship functions and personnel; Oversight of the Dyad Leadership Model responsible for the direct supervision of all employed administrative physician leaders; Oversight of organization wide Quality Management, Infection Control, Population Health; Oversight of the Department of Patient Safety; Oversight of the Peer Review Coordinator; Oversight of the Department of Information Services. Qualifications Education: * M.D./D.O. degree with appropriate board certification or qualification and California license.
