The Riverside County Department of Public Social Services (DPSS) is seeking a dynamic and experienced Chief Finance Officer (CFO) to join our team in Riverside. This role offers the flexibility to telecommute; however, telework arrangements are subject to change, and the CFO may be required to work on-site full-time.

The CFO will plan, organize, and manage all financial systems for DPSS, evaluating and reporting on the overall financial position and operational results of DPSS programs and projects. Responsibilities include overseeing the Department's General Accounting, Budget, Finance, Revenue, and Claiming Sections, managing the realignment process to secure funding from federal, state, and local sources, and administering a $1.5 billion budget, including budgeting cycles and financial planning. The successful candidate will collaborate and partner with executive leadership and management across various departments.

  • Review and evaluate the effectiveness of all financial and accounting systems and establish procedures to ensure reporting compliance with local, State, and federal laws, rules, and regulations.

  • Direct the development and implementation of accounting and controlling systems, policies, and procedures; advise the Assistant Director of Public Social Services on the financial consequence of both proposed and implemented policy decisions.

  • As a member of the management team, participates in the development and implementation of the operating and administrative policies, potential new programs to facilitate long and short-term strategies, and financial plan objectives, including major financial plans such as capital expenditures.

  • Recommend financial strategies for department programs based on cost experience, projected trends, and financial objectives; plan, organize, and administer the Department's annual budget.

  • Monitor and report deviations from approved budgets and recommend corrective measures; investigate and recommend methods of financing capital expenditures.

  • Review, monitor, and direct the productivity and performance of assigned departments and provide direction as necessary; establish internal controls to monitor and safeguard the financial assets.

  • Coordinate with the Department Information Technology Officer to ensure the development of data information systems which accurately and efficiently compile, record, and report financial data in conjunction with the County Financial System.

  • Prepare or supervise the preparation of a variety of complex fiscal and management reports and correspondence; perform special studies as assigned by the Assistant Director of Public Social Services including periodic reports which reflect the Department's overall financial position.

  • Participate as a member of the management team overseeing consistency in fiscal activities of the Department; may represent the Assistant Director of Public Social Services at meetings and conferences.

  • Manage the Debt Administration of the District and perform tasks related to issuance of Bonds, and prepare the District rating agency presentations.

  • Manage the Department's activities related to completion of the County's Comprehensive Annual Financial Report and Annual Single Audits.

  • Manage the Department's internal time study functions and integration with the Department's payroll information.Education: Graduation from an accredited college or university with a Bachelor's degree with major course work in finance, accounting, business administration, or a closely related field.

Experience: Five years of fiscal experience in an administrative or managerial capacity in a governmental agency which includes responsibility for, and participation in, financial management including budget preparation, execution and control. At least two years of this experience must include responsibility for supervising professional accountants. (Possession of a Master's degree in accounting, business administration, or a closely related field may substitute for one year of the required non-supervisory experience.)

Knowledge of: Principles and practices of budgeting and financial management; general and governmental accounting principles and standards; federal, State, and local laws, rules, and regulations relating to DPSS; federal, State, and local laws, rules, and regulations relating to Payroll, Purchasing and Human Resources; cost accounting applications and operations; modern office practices, forms, and equipment, including the application of data processing systems to the accounting, budget, and other financial functions; principles of supervision and staff utilization.

Ability to: Analyze, plan, and direct financial operations; develop and monitor a fiscal system which complies with various local, State, and federal laws, rules, and regulations; analyze organizational, administrative, and budgetary matters and recommend effective courses of action; establish and maintain effective working relationships; prepare comprehensive, clear, and concise reports and correspondence; speak effectively.This recruitment is open to all applicants.
