Job Summary:

Raytheon Mechanical Engineering (ME), in support of the production and development of engineering subsystems used in Land and Air Defense Systems (LADS), is looking to hire a Chief Engineer (CE) to lead the Stinger Block 1 Production.

This position is an Onsite role in Tucson, AZ.

The CE will be directly responsible for design updates, new development, obsolescence, production, fielding, and sustainment of the Legacy Stinger Block 1 Products (Missiles, Grip Stocks, Launchers, and Services).

The CE will lead an engineering team that will include senior technical leaders and members across all the Engineering disciplines, demonstrate the capability to effectively lead the development efforts while standing up and maintaining higher rate production lines for both subsystem and system effector manufacturing, and lead the management of the cost, schedule, technical performance, and risk aspects for the program.

The role will require extensive team building with key supply base partners, and actively participate in ensuring timely delivery of high-quality parts. The CE will lead product development, innovate new technologies to ensure product viability against emerging threats, and develop the critical technology insertion roadmaps for the program's 5-year strategy planning.

This CE position will interface across all Engineering disciplines and candidates of all Engineering disciplines will be considered in fulfilling the responsibilities to ME and alignment to the Office of the Chief Engineer.

Responsibilities to Anticipate:

  • Ensure a balanced approach of technical, cost and schedule execution are achieved by the Engineering team across the Stinger Block 1 programs for multiple domestic and international customers, including chairing all technical reviews and support of program reviews (Gate, Design, Program, etc.).

  • Align all technical solutions with COAs that meet the goals of the company and the customer and ensure a disciplined approach of technical integrity to meeting the customer needs for long term product success.

  • Actively participate in monitoring the resolution of systemic product issues that directly affect our ability to deliver quality products to our customer, including the resolution of fielded issues across the multiple Army and Marine products.

  • Provides a consistent and honest relationship with our customers to ensure open flow of information to build a trusting long-term relationship.

  • Provides domestic and international customer high confidence in our technical approach and solutions that meet their needs with the Raytheon Brand reliability.

  • Mentors and provides professional leadership growth opportunities to junior chief engineers and IPTLs on all programs. Serves as a direct mentor and leader for engineering staff within the LADS Product Line, and forms apprentice relationship for rapid growth of talent.

  • Drive the Engineering EAC process to ensure predictable execution across the program and to meet and/or exceed cost, schedule, and technical requirements.

  • Primary technical point of contact with senior customer counterparts, internal senior program management and engineering leadership.

  • Support proposals that drive new business pursuits and influence technical and product line roadmaps, ensuring they are reflected in program planning and execution.

  • Drive positive change within the production environment as a key stakeholder in Failure Review Boards, FRACAS activities and other continuous improvement efforts.

  • Technically engage with major subcontractors and partners to ensure product deliverables.

  • Direct a team of multi-disciplined engineers in support of system development, integration, and checkout.

  • Provide technical advisory disposition for EXIM compliance.

  • Identify key staffing needs and gaps and resolve them by working in collaboration with functional Engineering Leadership

Basic Qualifications:

  • Bachelor's Degree in STEM (Science, Technology, Engineering or Math) or another related field

  • 12 years of relevant work experience including prior experience in a technical leadership role and experience across the development lifecycle.

  • Prior experience leading and conducting missile trade studies, missile system development and design, missile systems requirements development and management, missile production, and missile system integration and test.

  • Experience managing resources with multi-million-dollar annual budgets including the Earned Value Management System (EVMS level 2) and EACs.

  • Experience in strategic development, customer interface, or contract capture in the Defense Industry

  • Experience in transition to production, Technical Data Package (TDP) development, qualification of hardware, and configuration management of TDP.

  • Active and transferable U.S. government issued security clearance is required prior to start date. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.

Preferred Qualifications:

  • Currently are formally leveled within the Office of the Chief Engineer (Level 3 or higher)

  • Excellent communication, technical writing, oral presentation, and interpersonal skills

  • Experience in leading and executing the design and development of complex system architectures.

  • Demonstrated experience across the product lifecycle, including concept development, architecture, design, integration, verification, and production.

  • Proven ability to develop effective internal and external customer relationships to ensure customer satisfaction and continued business.

  • Direct experience with Engineering Risks and Opportunities (R&O) Management

  • Remote: Employees who are working in Remote roles will work primarily offsite (from home). An employee may be expected to travel to the site location as needed.

The salary range for this role is 143,000 USD - 287,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate's work experience, location, education/training, and key skills.
