About the Community: Paramount is a mixed-use high-rise located in downtown Orlando directly across from Lake Eola. Paramount includes 313 residential units, over 45,000 square feet of active retail, office space, and 2 supporting garages.

Position Purpose: The Chief Engineer will be responsible for managing the efficient operation of all building systems, including the implementation of property and equipment preventive maintenance plans and repairs. They will also identify any conditions affecting building services and resident and tenant comfort or safety in addition to advising the community manager of a remediation plan. Other areas of responsibility include providing guidance and oversight to the Lead Maintenance Technician with regard to technical proficiency, preventive maintenance, general maintenance, inventory control, and team development.

Essential Functions: The following list of essential job functions is not exhaustive and may be supplemented or changed, as necessary.

Technical Proficiency

  • Has a thorough understanding of the engineering design, operations, and maintenance of each building system, recognizing system problems when they occur.

  • Directs experimentation with building systems to yield greater energy efficiency and/or a more comfortable environment.

  • Monitors the allocation of building system capability to various base building and resident and tenant requirements.

  • Devises technical enhancements which will improve various aspects of building operations.

  • Identifies equipment which may require replacement or reconditioning which will require capital funds.

  • Implements procedures consistent with building codes, local ordinances and/or OSHA regulations, such as lock-out, tag-out, updated Material Safety Data sheets, etc.

Supervisory Responsibilities

  • Provide training and supervision to expand the capabilities of the maintenance team.

  • Demonstrate proper use and care of tools and instruments in compliance with safety protocols.

  • Provide hands on instruction in basic maintenance and troubleshooting procedures.

  • Formulates work priorities aimed at improving skill sets.

  • Reviews workload and analyzes staffing requirements; interviews, selects, trains, counsels, and evaluates staff to ensure effective support; reviews the efforts of team and provides direction where needed, ensuring timely completion of task and projects in accordance with objectives.

  • Select appropriate seminars and workshops for mechanical staffing in order to further develop job-related skills.

  • Maintains a positive environment for team members.

Preventive Maintenance

  • Formulates and implements the preventive maintenance program for all building and garage systems.

  • Completing quarterly safety inspections as well as routine inspections of key building systems: lighting, HVAC, boiler systems, fire protection, elevators, garages, etc.

  • Schedules preventive maintenance with the goal of extending the useful life of the equipment and with minimum disruption of building services.

  • Performs and/or delegates preventive maintenance tasks to the appropriate team member.

  • Reviews status of preventive maintenance work with the General Manager monthly

  • Analyzes preventive maintenance log data in order to formulate more efficient operating procedures.

Contract Maintenance

  • Schedules and monitors the quality and pricing of maintenance work performed by outside contractors.

  • Ensures the timely performance of maintenance contract work on fire-life safety systems, electric panels and switchgear, energy management system, elevators, exterior fountain, communication systems, heat and chilled water system, emergency generator and window-washing rig.

  • Oversees the fulfillment of equipment warrantee obligations by the original installer.

  • Secures equipment manuals and drawings from original installers and/or contractors.

  • Supervises outside contractors to ensure compliance with building rules and regulations.

  • Reviews work performed in connection with resident and tenant improvements, capital projects and other projects.

General Maintenance and Repairs

  • Determines scope of work and directs performance of general maintenance and repairs as needed for building grounds and garage.

  • Repairs locks, interior ADA doors, overhead doors, water fountains, toilets, sinks, etc.

  • Replaces lights, ballasts, motion sensors, lighting controls.

  • Troubleshoots pumps, motors, fans, controllers, electric panels, variable-air-volume boxes, etc.

  • Paints mechanical areas and some common areas.

  • Records meter readings for chilled water and electrical consumption.

Tenant Services

  • Oversees Lead Tech to ensure performance standards are in compliance with company policies and procedures.

  • Establishes priorities for all work requests and effectively communicates the status of work requests with the property manager.

  • Ensures that work performed in resident and tenant space is accomplished with minimum disruption.

  • Oversees the accurate and timely completion of resident and tenant service request forms.

  • Reviews resident and tenant service requests monthly to correct recurring operation problems or recommends alternate courses of action.

  • Advises management of any unusual problems or delays in completing resident and tenant requests.

  • Provides billing information to management for resident and tenant requests.

Purchasing and Inventory Control

  • Ensures the availability of an adequate operating inventory of tools and supplies.

  • Develops sources for stock materials, such as filters, ceiling tiles, electrical and plumbing supplies, paint, hardware, etc.

  • Evaluates supplies on a regular basis with regard to quality and competitive pricing.

  • Verifies the accuracy of deliveries for count, pricing, and description.

  • Performs periodic inventory checks.

  • Creates purchasing specifications and bid packages.

  • Meets with salespeople in order to keep abreast of new products.

  • Maintains inventory of critical items or long-lead time items.

Qualifications and Requirements: The individual must possess the following knowledge, skills and abilities and be able to explain and demonstrate that he or she can perform the essential functions of the job, with or without reasonable accommodation, using some other combination of skills and abilities.

  • Five years of maintenance experience at a high-rise property is required along with proven experience in a supervisory role.

  • Must have an HVAC or electrical certification and a CFC refrigerant certification. A degree in engineering, or an equivalent level of professional education is preferred.

  • Extensive knowledge of electrical, plumbing, and building codes, including CFC recycling, as well as the ability to read mechanical, electrical, and plumbing drawings.

  • Must be able to multitask and prioritize departmental functions to meet deadlines.

  • Ability to troubleshoot building systems and implement preventative maintenance plans.

  • Availability to respond to after-hours emergencies, as necessary, based on business and staffing needs.
