Chief Drainage Engineer

JOB SUMMARY

The Transportation Engineer Manager, under the general direction of the Roadway Group Manager, manages, supervises and directs the work activities of the Drainage Design Section. Oversees reviews and approves staff and consultant roadway and bridge drainage designs. Additional responsibilities include: advises and assists management, consult design and district staff on difficult, complex and technically demanding drainage engineering issues; coordinates the design and delivery of roadway and bridge drainage designs with other Technical Groups and Consultants; responds to technically oriented requests from the FHWA, or other public agencies and private organizations; oversees development of standard details for highway and bridge drainage facilities and compiles and disseminates information; develops and

updates drainage policies, procedures and standards; manages ADOT's Bridge Scour Retrofit Program (including reporting).

Other duties include:

  • Manages administrative activities and supervision of the Section including purchasing, budget, maintenance, MAPs, ETE's, leave applications, hiring, promotion, training, dismissal, and disciplinary actions

  • Administers in-house design program which includes production of design plans and reports, special provisions and estimates addressing issues and needs requiring special technical expertise

  • Represents Section, Group and ADOT at various meetings and committees with other Sections, Groups, outside agencies, consultants, contractors and general public

  • Maintains continuous communication and coordination within and with other Sections, staff and outside agencies (including FHWA, FEMA, EPA, Counties, and others) through personal contact, reports, correspondence and meetings to ensure timely and well-coordinated design and delivery projects

  • Manages the Bridge Scour Retrofit Program. Oversee the evaluation of existing bridges for scour and waterway changes in support of the Bridge Group and the requirements of the National Bridge Inspection Standards (NBIS)

  • Oversees the prioritization of bridge scour projects amongst scour vulnerable bridges

  • Ensures the quality of the federally mandated plans of action for all scour vulnerable bridges

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of:

  • Demonstrated knowledge of the principles and practices of Civil Engineering & Drainage Engineering as applied to the development, design, construction and maintenance of State Highway System, including roadway and bridge drainage structures

  • Federal and State drainage design policies, procedures, and guidelines as applicable to drainage design and investigation/analysis, including floodplain and floodway management and permitting.

  • Knowledge and experience in evaluating existing bridges for scour and requirements of the National Bridge Inspection Standards (NBIS)

  • Thorough knowledge of techniques and tools in data collecting, modeling, project management, and reporting Including technologies in area of computer application, stream modeling, bridge hydrology/hydraulics, etc.

  • Developing and delivering design documentation (including reporting) for the construction of roadway and bridge drainage features.

Skills in:

  • Managing, planning and organizing work and resources, negotiating and achieving consensus within a team environment

  • Leadership and employee relationships, listening and problem solving

  • Researching and interpreting a wide variety of highly technical data and analyzing and designing drainage structures for major highway and bridge projects

  • Implementing, supporting and promoting ADOT procedures and policies

  • Personnel management, mentoring, training, supervising and developing designers and engineers

  • Demonstrated skill in oral and written communication

  • Principles of public participation

Ability to:

  • Develop, organize and maintain an efficient and effective Section.

  • Manage a number of tasks or assignments simultaneously

  • Effectively communicate in written and verbal form

  • Conduct meetings and make presentations to a variety of audiences

  • Demonstrated ability to lead

PREFERRED REQUIREMENTS

A minimum of a B.S. degree in Civil Engineering

A minimum 5 years of experience evaluating and designing roadway and bridge drainage features, including scour retrofit projects

A minimum of 5 years of progressive management and supervisory responsibilities

REQUIREMENTS FOR POSITION

  • Must be a registered Professional Civil Engineer in the State of Arizona or eligible for reciprocity in the State of Arizona, at the time of appointment.

The review must show an acceptable driving record prior to any offer of employment being made by ADOT. Employment is contingent upon an acceptable MVR.
