The City of Roanoke is seeking a Chief Deputy Treasurer to supervise cashiers and accounting staff and administers city investments in the City Treasurer's office. Additional job responsibilities include but are not limited to overseeing the automation preparation of all real estate tax, personal property tax and business professional occupational license (BPOL) billing; monitoring and reviewing funds received electronically from federal and state government and from banking institutions for investment portfolios.

Additionally, the position will assume all duties of the City Treasurer in their absence. Bachelor's degree from four-year college or university with major in finance/accounting, business or related field; three to five years related experience and/or training in financial operations requiring public contact and some supervisory experience; or equivalent combination of education and experience is required.

Examples of Duties

SUMMARY

Supervises cashiers and accounting staff and administers city investments in the City Treasurer's office.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

Supervises work duties and assignments in the City Treasurer's office

Administers the investment of city funds as specified in investment policy

Monitors and analyzes accountabilities prepared in the Treasurer's office to ensure proper funds are present in bank accounts

Monitors and analyzes total levies versus in-house collections and outstanding tax levy balances in Finance

Assists in coordinating and compiling city and state annual budget

Assists in the design of office billing and collection forms

Oversees the automation preparation of all real estate tax, personal property tax, business professional occupational license (BPOL), and trust tax billing

Monitors reconciliation of City consolidated bank account and other account reconciliation within office

Monitors and reviews funds received electronically from federal and state government and from banking institutions for investment portfolios

Prepares monthly reports summarizing revenue collection and investment activities

Monitors and maintains cash management and internally used software packages

Assumes all duties of the City Treasurer in their absence

SUPERVISORY RESPONSIBILITIES

Supervises an assigned staff. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, training employees; planning, assigning, and directing work; appraising performance; addressing complaints and resolving problems.

EDUCATION and/or EXPERIENCE

Bachelor's degree from four-year college or university with major in finance/accounting, business or related field; three to five years related experience and/or training in financial operations requiring public contact and some supervisory experience; or equivalent combination of education and experience.

LANGUAGE SKILLS

Ability to read, analyze, and interpret technical journals, financial reports, and legal documents. Ability to respond effectively to inquiries orally and in writing.

Ability to make effective presentations to city council, management, public groups, and/or boards of directors. Ability to plan, organize, direct and motivate the activities of others.

MATHEMATICAL SKILLS

Ability to work with mathematical concepts such as probability and statistical inference. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

REASONING ABILITY

Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret a variety of instructions in mathematical or diagram form and deal with several abstract and concrete variables.
