The Nebraska Department of Economic Development is looking for a Chief Data Officer. Under administrative direction from the Deputy Director - Operations, the Chief Data Officer conducts the administration of and supervision of Department activity as well as conducts research and performs related work as required.

Examples of Work

Position may not involve all of the specified duties, nor are the listed examples exhaustive. Engages in the collection, compilation, tabulation and analysis of statistical data.

Formulates economic research performed by external contractors when necessary. Prepares research on topics on an ad-hoc basis under tight deadlines. Analyzes records and reports on the status of projects to evaluate staff's progress; implements necessary actions to ensure the goals and objectives of each project are attained.

Works to author and operationalize strategic plans and champion good data management, governance, quality across the agency. Implements policies, standards, and structures to enforce good governance and effective management of all agency information with uniform repeatable methodologies. Designs plans for development of communities, non-profits and public authorities within the State, working in concert with local regional state professionals and government officials.

Provides data, reports, and assistance to staff. Provides data collection, entry, and presentation work for publications, research projects, surveys, and events. Provides target industry information, company information, and data updates.

Assists with determining composition of target opportunities. Evaluates and reviews a wide variety of economic data for use in forecasting, planning and analysis. Collects, disseminates and assists in analyzing data for customized research requests and conducts research and analysis of data for requests for proposals/information, community comparisons and other custom responses. Provides staff, stakeholders and the public, with easier access to agency data that consistently and accurately tells the agency story, promotes data-driven decision making, shared understanding, efficiency, and transparency.

Qualifications / Requirements

REQUIREMENTS: Bachelor's degree in economics, business, public administration, community or regional planning, marketing or related field AND three years related experience. Experience in a related field may substitute for education on a year for year basis.

PREFERRED: Appropriate candidates should have an advanced degree in economics, business, public administration, community or regional planning, marketing or related field and experience in strategic planning, data analysis, data communication, and relational database design. Experience in computer programming, query languages, and internet based data visualization platforms such as Tableau are also preferred.

OTHER: Regular and reliable attendance.

Knowledge, Skills and Abilities

Knowledge of: Federal and State government and loan and grants programs; Nebraska and its local State governmental operations and economy; finance principles and practices; the organizational structure, functions, policies, and standards of the agency and of the operations; the organizational structure, functional relationship, and administrative processes of the executive and legislative branches of state government; the federal and state laws and administrative regulations that govern agency operations and federal and state funding programs; principles and techniques of supervision. Ability to: apply the principles of fiscal management; manage funds and provide financial recommendations; organize and present facts and opinions orally and in writing to exchange information and ideas and to promote needs, plans, and objectives; analyze data and draw conclusions; prepare administrative evaluation reports and recommendations; plan, direct, guide and evaluate the work of others; establish short-term goals; coordinate administrative/program operations and activities; assess staff progress toward achievement of program objectives and adherence with program standards.
