OVERVIEW:

The Department of Administrative and Financial Services (DAFS) is responsible for providing information technology support to over 13,000 employees through the Office of Information Technology (MaineIT). MaineIT oversees large scale enterprise applications that support the critical and diverse business needs of the State of Maine and its agencies.

ABOUT THE JOB DETAILS:

The Chief Data Officer (CDO) is a senior leader in DAFS, and is responsible for the development and operation of the State's data governance program. This position works closely with MaineIT and other stakeholders to identify and implement statewide data policies, processes, and initiatives.

DAFS is looking for the right individual to build our data governance program to improve consistency, quality, privacy, availability, and access of live data to drive evidence-based decision making and enhance digital services on behalf of Maine citizens. This position will lead the State's transformation into an analysis-based, decision-making organization.

The data governance program will create value through data exploration, envision data-enabled strategies, improve business outcomes through analytics, develop data structure policies and data sharing agreements, and ensure compliance with relevant regulatory, legal and ethical mandates.

The CDO leads internal and external multi-disciplinary partnerships to establish, implement and monitor enterprise data governance, strategy, standards, and initiatives; consults and collaborates with stakeholders internal/external to the organization, promotes data sharing across departments; manages and coordinates data policy; develops and implements plans, procedures and standards to enable and support data-driven decision making.

REPRESENTATIVE TASKS:

Data Governance Management:

  • Takes authority, responsibility, and accountability for maximizing the value of enterprise information data assets used to render insights for decision making and augmentation of human performance. The program leads data-driven insights that help support the use of evidence-based strategic and tactical business opportunities.

  • Develops and guides the State's data governance program; coordinates cross-functional efforts for strategic planning of data initiatives; researches, prepares, and implements policy recommendations related to data storage and collection, provides a framework to ensure consistent collection of citizen data. Promotes a state-wide approach for the use of analytics.

  • Maintains and promotes awareness of legislative and regulatory initiatives that may have significant impacts on data and data management interests; establishes data sharing agreements and standards along with other related agreements and contracts with outside parties; advocates on behalf of the State's interests at meetings with other agencies and partners.

  • Advances regulatory and compliance programs related to data and privacy. Ensures that appropriate audit controls exist for data and analytics that serve as the source material for regulatory reports. Ensures data used is valid, reliable, traceable, timely, available, secure, and consistent. Develops a framework for data quality, interoperability, and sources to effectively manage the State's risk associated with the use of data.

  • Defines and advances enterprise information management principles, policies and programs for stewardship, advocacy and custodianship of data and analytics, in concert with legal, information security, risk management, and privacy partners.

Data Policy, Standards and Planning:

  • Coordinates and manages efforts to develop, implement, and monitor data policy and standards, including: privacy, security, metadata management, open data, data visualization, access, management, and anonymization/re-identification.

  • Develops, establishes and maintains data collection and evaluation methodologies, including: format design, project criteria and requirements, data compilation, relevancy, usage and data-sharing. Coordinates with other technical staff and stakeholders to develop and implement an integrated, strategic and tactical data management roadmap.

  • Collaborates with the Chief Information Security Officer, Maine State Archives, and privacy officers to create policies and controls for the appropriate protection of information assets. These activities encompass the entire data life cycle, including: acquisition or creation, records retention, and end-of-life destruction and disposal procedures.

Advocacy, Adoption, Stakeholder and Change Management for Data Policy & Strategies:

  • Fosters a data-driven culture, related competencies, and data literacy across the enterprise. Leverages data to generate insights, articulating to internal and external stakeholders the available innovation opportunities and strategic importance of sharing and studying data; ensures strategies, tools and procedures are in place to enhance awareness; understands the use of data for decision making and analysis for improving citizen access to government services; develops and trains staff on data policies, standards, processes, procedures and tools; provides support to departments seeking to share, publish or use new; establishes outreach and adoption strategies for the use of tools and data that encourage State departments and the public to value data and treat it as a strategic asset; works with departments, MaineIT, and other teams to guide the extraction, preparation, and publishing of data.

  • Identifies new kinds, types, and sources of data to enable business innovation throughout the organization. Creates a methodology for centralized service for sourcing external data to ensure quality, traceability, timeliness, usability, and cost-effectiveness. Ensures effective processes are in place for the interoperability and integration of data.

Governance Management:

  • Participates in the establishment and maintenance of a strong data governance program through extensive collaboration with internal and external stakeholders.

  • Defines, manages, and advances enterprise information management principles, policies and programs for stewardship, advocacy and custodianship of data and analytics, in concert with legal, information security, risk management and privacy officers.

  • Coordinates with internal and external stakeholders to evolves and institutionalize behaviors for the appropriate use of information, taking into consideration emerging technologies, changing regulatory and security requirements, privacy concerns, and ethical best practices.

KNOWLEDGES, SKILLS, AND ABILITIES REQUIRED:

  • Ability to influence across internal and highly diverse statewide business structures; act as an advocate and ambassador for all aspects of data governance by being accessible, approachable, and available to stakeholders; develop effective working relationships and participate in related meetings.

  • Ability to operate at a strategic level while also embracing a "roll-up-your-sleeves" attitude that gets the job done; to help define and articulate a strategic vision and translate it into tactical implementable steps.

  • Organizational and political agility with the ability to drive large cross-functional programs involving coordination with multiple stakeholders, delivery organizations and teams.

  • Proven experience with the establishment of policies, practices, and organizational change to promote data sharing between agencies.

  • Demonstrated leadership, collaboration and executive level communication and presentation skills, deep experience and proven success in leading major data projects, analyses, and information management initiatives.

  • Experience in operationalizing enterprise-wide data governance and data quality.

  • Demonstrated ability to facilitate and lead others while working with minimal direction to coordinate complex activities. Demonstrated ability to build a sense of trust and rapport that creates a comfortable and effective workplace. Experience in developing presentations and communications to be shared with stakeholders.

MINIMUM QUALIFICATIONS

  • Bachelor or master's degree in Finance, Business, Computer Science, Data Science, Operations Research, Management Information Systems (MIS) or other related field (advanced degree and certification in data management is a plus).

  • Requires 10+ years of work experience in data management, analysis, IT field, with at least 5 years in a senior leadership experience.

  • Excellent organizational, problem-solving skills, leadership and execution skills.

  • Strong project leadership and management skills to lead organizational change.

  • Strategic decision-making skills with a high degree of latitude.

  • Strong written and verbal communication.
