Description
The Chief Data Officer will work with the Office of Technology Services (OTS) team to build an environment to provide accurate, valid, and timely information to the campus. This position will work with all offices across campus to determine data needs and determine the best approach to meeting those needs. Due to the work's nature, the Chief Data Officer may be exposed to privileged, sensitive, and confidential information. The work ranges from software troubleshooting and break/fix support up to full application development and spans many areas, including applications, integrations, and reporting. This position is customer-facing and requires excellent communication skills. The Chief Data Officer will also be responsible for the role of Data Privacy Officer. Data Privacy Officers oversee data privacy and protection policies to ensure that the entire organization processes the personal data of its customers, employees, and partners, in accordance with USG and ABAC policies and regulatory compliance requirements.
Job Functions
Provide technical expertise in developing, implementing, and maintaining enterprise information systems and interface applications
Support the development and technical functionality of ABAC¿s academic and enterprise applications, including Ellucian's Banner
Develop, enhance, troubleshoot, and maintain data integrations between Banner and third-party applications
Ensure system integrity by monitoring data flow, creating system logs and actively addressing errors
Troubleshoot software, break/fix support, and support full application development and spans many areas, including applications, integrations, and reporting.
Supply project management, leadership, needs assessment, integration services, and the ability to develop a strong working relationship with the client.
Creative technical input to help develop technical solutions to customer problems.
Facilitate business process review and application prototyping sessions and providing business process analysis and insight into best practice methodologies.
Consult with clients to prototype, refine, test, and debug applications.
Applying design and programming skills across all application tiers to develop and test applications, changes, interfaces, reports, and scripts.
Provide quality end-user consultation and support.
Respond with technical assistance to inquiries from users regarding errors, problems, or questions about applications.
Analyze code to find causes of errors and revises applications.
Prepare documents related to requirements and specifications for conversion, reporting, interfaces and custom applications.
Write documentation that describes the installation and operating procedures.
Coordinate and apply upgrades/patches to information systems
Ensure organizational efficiencies by following standard processes, development standards/approaches, and ensuring proper documentation
Issue support for escalation of technical issues reported by the team
Maintain professional development to stay current in new technological and business developments, products, and processes
Develop technical specifications for systems or interfaces and coordinate programming-based needs and/or modifications
Deliver project guidance and coordination with offshore resources to complete projects on time and within budget constraints.
Prepare concise technical documents that accurately describe project requirements and specifications for delivery.
Document implementation decisions, developed workflows, and configurations
Possess the aptitude for learning new technologies with an eagerness to improve the practice constantly.
Serve as the main point of contact within the organization for staff members, regulators, and relevant public authorities on issues related to data protection
Contribute expert advice and educate employees on important data compliance requirements
Draft new and amend existing internal data protection policies, guidelines, and procedures, in consultation with key stakeholders
Deliver training across all business units to staff members who are involved in data handling or processing
Conduct audits to ensure compliance and to address potential issues
Maintain records of all data processing activities of the company
Serve as point of contact for data protection authorities
Perform other duties as assigned
Requirements:
Strong analytical, communication, and customer service skills
Bachelor¿s in information technology or related field
Experience with Data Analysis
Experience working in higher education, implementing and supporting student applications
Applications development and support experience
Strong Database background - preferably in SQL (Microsoft) but background in others would also be helpful.
Experience with extract, transform, and load (ETL) data required (migrating data from one system to another using tools such as SSIS, SQL Scripts, refactoring techniques) in addition to automation of these data feeds.
Experience with Ellucian Banner and 3rd party integrations
Strong problem-solving and analytical skills
Excellent communication and interpersonal skills
Understanding of Ethos Application Programming Interface (API) model preferred, but any API experience will do
Desirable Skills:
Argos & PowerBI (business intelligence) reporting experience preferred, but any reporting experience desirable (Cognos or Tableau)
Application and System Administration experience desirable.
Data warehousing experience desirable.
Strong proficiency in ColdFusion programming language or the willingness to learn
Experience with UniData relational database management system (RDBMS) and/or Structured Query Language (SQL) Experience developing and customizing programs using ColdFusion
Management experience.
