Job Duties

The Department of Medical Assistance Services (DMAS) is excited to offer a competitive opportunity to serve as a Chief Clinical Officer. The selected competitive candidate will provide exceptional delivery of services to the agency's Office of the Chief Medical Officer. The Chief Clinical Officer provides senior level leadership in support of the Agency's mission and advances key initiatives to achieve the quadruple aim of improved population health, reduced per capita cost, and enhanced patient and provider experience for the Virginia's Medicaid Program.

Job responsibilities will include, but are not limited to:

Working directly to support the leadership of the Chief Medical Officer to provide clinical direction and execute high-priority initiatives for the agency with the goal of providing high-quality and cost-effective health services to improve the health and well-being for Virginians in the Medicaid program.

High-priority initiatives may include the opioid epidemic, maternal and child health, social drivers of health, pharmacy innovation, and value-based payment.

The Chief Clinical Officer will lead the development and implementation of clinical guidelines and medical policy coverage decisions as the medical director of the Medical Support Unit and work with medical directors of the Agency's managed care organizations to resolve recipient issues and drive forward care transformation.

The individual in this position will represent Virginia Medicaid at internal and external meetings including working closely with the Medicaid provider community on high-priority initiatives.

Minimum Qualifications

Competitive candidates will meet these minimum qualifications:

Experience with, the development, implementation, operation and evaluation of complex health care programs.

Knowledge of State and Federal Medicaid Policies and Regulatory Reporting.

Knowledge in Utilization Management and Medical Necessity Review and willingness to be trained on Utilization Management platforms ( ie MCG/Interqual or similar software).

Knowledge of managing large-scale projects and an understanding of complex governmental organizations; project management; agency services and delivery techniques in a data driven organization.

Experience in the ability to plan, organize, implement, and monitor large scale/time sensitive projects; to serve as representative of the Agency in workgroups; participate in taskforces led by Governor's office and/or Health and Human Resources Secretary's

office.

Experience with Excel, Microsoft, Visio or similar software.

Knowledge/experience in interpretation and application of federal, state laws/regulations.

Considerable experience in meeting stringent deadlines.

Experience with internal/external stakeholders.

Completion of Medical School and an approved residency is required, ideally in Internal Medicine, Family Medicine, OB/GYN, Pediatrics, Emergency Medicine or Psychiatry. Must have working knowledge of the health needs of the Medicaid population.

Additional Considerations

Competitive candidates will meet these Additional considerations:

Knowledge and experience in Public Health, Health Policy Research, Health Services Research, Economics, Biostatistics, or related field.

Experience in research and data analytics in a health care/health insurance environment.

Considerable knowledge of Medicaid, including Fee-for-Service and Managed Care.
