Position Overview

This position serves as the Chief Business Officer for the Illinois Department of Natural Resources. This position performs highly responsible administrative and liaison activities developing, directing, coordinating, and implementing operations for the Agency. This position directs the preparations of Agency operational budget, serves as an official spokesperson on agency-specific business issues, monitors and reviews State and Federal grants in coordination with the Chief Accountability Offices, oversees the maintenance of vacancy lists and preparation of relevant hiring forms and administers activities for the Operations Office.

Essential Functions

1.Subject to the Chief of Operations approval, performs highly responsible administrative and liaison activities developing, directing, coordinating, and implementing operations for the Agency:

  • Directs and coordinates Agency operations within the policy guidelines approved by the COO.

  • Organizes, plans and develops policies, procedures and guidelines for the Agency as related to the statutory responsibilities, objectives, goals and policies of DNR.

  • Monitors and ensures compliance with state laws and regulations.

  • Consults and advises the Director, Chief of Staff, Deputy Director, and COO on all matters of policy and procedures.

2.Directs the preparations of Agency operational budget possessing resource committal authority:

  • Participates in fiscal planning and budget preparation for the Agency

  • Monitors State and Federal cooperative programs in a consistent manner with audit procedures.

  • Analyzes information and provides recommendations to the CFO regarding budget, fiscal, voucher and purchasing policy and procedures affecting operations of the Agency.

3.Serves as the official agency spokesperson on behalf of the Director and Deputy Director to internal and external entities including the Governor's Office, the legislature, the Office of Fiscal Management, vendors, contractors, public, private and federal officials on agency-specific business issues, independently possessing substantial authority to negotiate and bind the agency to contractual agreements and operational agreements for agency specific contractual needs deferring to the Director and COO on issues of potentially substantial impact:

  • Possesses independent authority to commit and reallocate Agency resources to enhance efficiency of services provided.

  • Given the complexity and magnitude of new initiatives, serves as a spokesperson before the legislative committees and other interested groups to promote understanding and to interpret the position of the Agency regarding legislative and operational proposals.

4.Monitors and reviews State and Federal grants in coordination with the Chief Accountability Offices:

  • Ensures compliance with federal financial standards and policies.

  • Develops and implements policies and procedures to update the grants system.

5.Responsible for overseeing the maintenance of vacancy lists and preparation of relevant hiring forms:

  • Reviews staffing plans, programmed hires and payrolls to ensure personnel are properly prioritized.

6.Administers activities for the Operations Office:

  • Establishes individual program objectives and staffing plans for the Agency, ensuring proper funding.

  • Provides feedback on staff performance establishes and implements corrective action plans, imposes discipline and adjusts grievances.

7.Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

1.Requires knowledge skill and mental development equivalent to completion of a bachelor's degree in business or public administration or accounting.

2.Requires prior experience equivalent to four years of progressively responsible administrative experience in business administration, accounting, auditing or a financial field in a public or business organization.

Preferred Qualifications

1.Two (2) years of knowledge of the principles of accounting and/or budgeting and laws, rules and regulations relating to state or non-state accounting systems and procedures.

2.Two (2) years of knowledge of the maintenance of financial records and the preparation and analysis of financial statements.

3.Two (2) years of extensive knowledge of statistics and economics as they relate to department financial operations.

4.Two (2) years of extensive knowledge of the operation of the department in order to successfully apply policies and procedures to the recording and auditing of their accounts.

5.Two (2) years of extensive knowledge of computer capabilities, usage and computer equipment.

6.Two (2) years of experience interpreting departmental policies and procedures.

7.Two (2) years of experience applying and adapting financial principles to difficult and complex work problems.

8.Two (2) years of experience establishing and maintaining successful working relationships with other employees and the public.
