Summary
The Chief Building Official is the leader of the Permits & Inspections division of the Planning & Development Department and is responsible for the overall performance of the division and its personnel. The position ensures that the health and safety of the public is maintained through adherence to the requirements established by law in the construction, alteration, or use of every building within the community.
Essential Duties and Responsibilities
Provides leadership and manages the division staff; ensures conformance to departmental policies and procedures
Interprets the building codes adopted by the town to ensure intent and compliance are met
Oversees the plan review process and performs commercial and residential plan reviews to verify that drawings for new construction, renovations, alterations, additions, and repairs are code compliant.
Oversees the building inspection process and performs building, plumbing, mechanical and related inspections of commercial and residential construction projects to ensure code compliance.
Performs all administrative work associated with staffing, scheduling, evaluating, planning, and maintaining a program of permitting and inspecting construction
Supervises and directs permitting, plan review, assigns projects to inspection staff and plan approval of residential and non-residential construction submitted for building permits
Facilitates the ongoing development and training of a highly motivated and cross-trained team that functions with a high level of professionalism and proficiency
Refers plans to engineering and architectural consultants for professional advice and approval as needed
Updates and implements approved plans, attends Building Board of Appeal meetings and appeal hearings
Addresses questions relating to compliance with building codes of the County and State, both in person and by phone; research code-related questions and provides interpretation of appropriate codes and standards
Composes correspondence, completes forms and develops reports associated with permitting, plan review and inspections operations
Supports the department director and other division managers in coordinating the functions of the department, preparing annual budgets, and provides assistance with other management team functions
Follows city policies, procedures, and safety guidelines
Performs other duties as assigned
Minimum Qualifications
Combination of education and experience equivalent to Bachelor's degree in Architecture, Engineering, or related field,
Four (4) years of experience as an inspector, engineer, or related field
Three (3) years of experience in a managerial role
Preferred Qualifications
Master's Degree in a related field
Certified Building Official (CBO) designation
Supervisory experience with a municipal government
Certificates, Licenses, and Registrations
Valid driver's License
ICC Certified Residential and Commercial Plans Examiner
ICC Certified Residential and Commercial Building Inspector
Texas State Plumbing Inspection License/TSPBE (or ability to obtain within 12 months of hire date)
ICC Certified Building Official Designation (or ability to obtain within 24 months of hire date)
