Overview

The Assessor's Office is hiring a Chief Appraiser!

A Chief Appraiser oversees and participates in all aspects of the appraisal process, and plans, organizes, coordinates, directs, reviews, and supervises the activities of the appraisal and support staff of the Larimer County Assessor's Office.

They typical schedule for this position is 7:30am to 4:30pm Monday through Friday, with a hybrid schedule option. During property protest each year, this role is required to be in the office daily (Monday through Friday) from May 1 through June 10, and also July 15 through early August.

Responsibilities

Specifically this position:

  • Develops and implements market and income tables and performs statistical analyses.

  • Develops fair and equitable valuations of commercial and real properties and 4-unit and larger multi-family valuations.

  • Exercises direct supervision over assigned staff.

  • Analyzes commercial and residential real estate market.

  • Gathers and analyzes income data.

  • Develops rental, vacancy, and capitalization rates for various classes of property.

  • Confirms sales with buyer, seller, and/or broker to arrive at actual sales price of the real property conveyed.

We are looking for a candidate who will:

  • Have working knowledge of the Assessment Calendar, Colorado Constitution, Division of Property Taxation Directives, Colorado State Statutes, and Uniform Standards of Professional Appraisal Practice.

  • Understand the scope and application of laws and regulations pertaining to the principles, practices, and objectives related to appraisals.

  • Be aware of factors and influences that affect market value.

  • Be proficient in assigned appraisal area and all factors affecting value.

  • Understand subdivision development practices and levels of completion.

  • Be familiar with subdivision site market valuation and calculate corresponding absorption rates and periods.

  • Understand the valuation process for agricultural properties, natural resources, and possessory interests.

  • Have an understanding of Zoning codes and laws and the impact on valuation.

Qualifications

All candidates will be screened for the following required minimum qualifications. Any candidate who does not meet all of the qualifications listed as required will be eliminated from the process.

  • Certified Residential Appraiser's License or a higher license from the Colorado State Board of Real Estate Appraisers preferred.

  • Two (2) years' experience or coursework in advanced statistics, valuation modeling as it relates to mass appraisal and finance, or additional college-level coursework or specialized training in the appraisal process is required.

  • Coursework in the Income Approach to Value, including vacancy and collection loss, expenses, net operating income, and capitalization rates required.

  • Four (4) years of experience in a directly related field or in the performance of similar duties and responsibilities, including but not limited to commercial and residential appraisal, required.

  • Two (2) years of experience as a trainer or supervisor are required.

  • Ad Valorem Appraiser License or higher from the Colorado State Board of Real Estate Appraisers required.

  • Associate's Degree required.

  • Possession of a valid Driver's License by date of hire required.
